EASSS 4 Sources Sought Questions and Answers
As of August 1, 2024
Question Answer
1 Will NASA consider hosting an industry day in the absence of a draft RFP?
NASA is considering both an Industry Day and a draft
RFP.
Will NASA require task order-specific Conflict of Interest (COI) Plans or only require an IDIQ-level COI Plan?
Both. The main COI Plan will be at the IDIQ-level, but there is a possibility that some tasks will require task-specific COI Plans, which would be released with the RFTP for the Task Order, as applicable.
How much of the work is expected to take place at the Langley site? Is there an expectation that the vendor needs to have an office within a certain radius of NASA’s office?
There are no current or expected requirements at the IDIQ level for Contractor presence on-center.
Does SOMA have a position on the use of AI over that of the Agency that is relevant to the
SOW?
No.
Will the contractor be expected to operate a network under a NASA ATO that complies with NIST 800-171 or higher? Can the contractor operate on NASA-provided laptop seats?
NASA recently released PCD 21-01A regarding the replacement of NFS 1852.204-76. NASA is still sorting through its application contractually, but it will have bearing on the first question. Regardless and in answer to the second question, the bulk of the work will be done on NASA-provided IT equipment/laptop seats.
