A brief description of requirements is as follows:
• Furnish all personnel, facilities, services, equipment, supplies, materials, and transportation to supply a variety of metal materials – including but not limited to sheet, plate, and bar of aluminum alloys, carbon steels, copper alloys, nickel alloys, stainless steels and powdered metals.
• Must meet strict research schedules
• Provide supplies in accordance with various standards / specifications as specified in individual
BPA Calls. Specifications include, but are not limited to, all applicable industrial and federal specifications – such as ASTM, AISI, AMS, manufacturers’ Material Test Reports (MTR’s), vendor’s Certificate of Conformance (CofC’s).
• Provide value added services like Ultrasonic Testing (UT) and certified Heat Treatment when requested on individual BPA Calls.
• Vendor shall respond within four hours on urgent BPA Calls (RFQ’s).
• Normal BPA Calls will generally ask for responses from 24 -72 hours.
• All materials shall be accompanied by certification paperwork. The material shall be legibly marked so as to provide alloy, heat treatment, and lot traceability. Material Test Reports (MTR’s) shall be required on all materials unless specifically waive in the order. The vendor shall provide a Certificate of Conformance (CofC’s) for all items on the order. A company representative shall sign the certification documents for specified items on the order.
• The vendor shall inspect all completed BPA calls prior to delivery to the government to ensure compliance with all order requirements and specifications.
Metal Categories: Aluminum Alloys (Tier 1 and Tier 2); Structural Steels (Tier 1 and Tier 2);
Corrosion Resistant Steel Alloys (Tier 1 and Tier 2); Other Alloys and Exotic Materials (Tier 1 and Tier 2).
• Attachment 1 is included below for vendors to declare which products that they can supply.
Please indicate by marking to the right in accordance with the following definitions:
1. “Stock on Hand” – the vendor normally stocks this item and can pull and ship immediately.
2. “Acquire” – the vendor has sources that can provide the item in response to each BPA call.

e) No Security Transfer Technology Control Plan (STTCP) is required for LPRs.
f) LPRs on a work related, "need-to-know” basis are allowed access to export controlled commodities. It is incumbent on the Branch Head or Program Manager to appropriately determine who should have access to export controlled information. The Security Services Branch and the Center Export Administrator are available for guidance.
g) LPRs are permitted to carry personal mobile devices on Center. Personal mobile devices are not be used to record, store, or process NASA data and are not to be used to take photographs within NASA facilities.
h) LPRs and non-LPR Foreign Nationals must request and obtain prior approval from Joint Base Langley-Eustis prior to entering Joint Base Langley-Eustis. Access is subject to conditions imposed by Joint Base Langley-Eustis and may require a U.S. citizen escort at all times.
4) Violation of security policies by contractor personnel may result in withdrawal of Center access for the offending personnel and/or contractual actions against the contractor. Additionally, violations may be criminal in nature and are subject to criminal prosecution.
