About this file
This document is a Request for Information (RFI) from NASA's Kennedy Space Center (KSC) for the replacement of a 500-foot weather tower located at the center. The RFI outlines the current tower configuration and details the Government's required design parameters for a new tower, including height, windspeed, elevator, platforms, antenna requirements, and more. The Government is interested in comparing the costs and timelines for two options: (1) providing a new tower at a new location in the general vicinity, and (2) replacing the existing tower utilizing the current site and infrastructure. Vendors are requested to provide capability statements addressing the specified requirements and options, including any limitations or trade-offs. Responses are due by 4:00 PM EST on November 28, 2024. This RFI is for information and planning purposes only and is not a solicitation.

Replacement of 500-foot Weather Tower at KSC
A. Overview
Tower 313 is a 500’ guy-wired tower located at NASA Kennedy Space Center (KSC) in Brevard County, FL. The tower was originally built in the 1960’s timeframe. The tower is still utilized today to provide support to a number of communications systems at KSC. Due to the age of the tower and the environmental conditions of the beach environment of KSC, the tower has experienced considerable structural corrosion and has become cost-prohibitive to maintain. KSC is exploring the options of replacing the existing tower, either at the existing location or at a nearby location in the general vicinity. The Government intends to leverage existing designs/configurations to the greatest extent possible to reduce costs.
B. Current Tower Configuration
Reference Attachment 2 drawing 80K57853 for a detailed description of Tower 313.
Proposed tower designs with similar capabilities for mounting communications equipment are viable.
1. Design: TIA-222-H design criteria -Risk Category III, Exposure Category D, Topographic Category 1.
2. Tower Height: 500 feet.
3. Tower Base Elevation: The base of the tower will be at the local ground level 0-foot sea level.
4. Tower Face: Each face of the tower has a width of 8 feet.
5. Guy Wires: The existing tower is a 3x Guy Wire Tower. Guy wires are placed approximately every 60 feet.
C. Required Design Parameters Potential vendors should review all documents. An outline of the requirements for a new tower is as follows:
1. Tower Height: The tower height shall be approximately 400-500 feet tall, with 500’ being the preferred height.
2. Basic Windspeed: The tower must be designed to the current standards for the local environment (the current design standard is a basic windspeed of 156 mph).
3. Elevator: The tower must include an elevator.
4. Ladders: The tower must include ladders to each platform.
5. Systems: Systems will be installed starting at the 200-foot level and located approximately every 50 feet for the remaining 200 to 300 feet.
6. Rest Platforms and Landings: Rest platforms and landings will be placed approximately every 50 feet.
7. External Platforms: External platforms will be placed approximately every 40 feet for the first 200 feet and then placed every 100 feet for the remaining 200 to 300 feet.
8. Power: 110V/15A power access at all levels.
9. Number of Antennas: There will be approximately 16 antennas.
80KSC025ZMS002L Attachment 1
10. Antenna Size: The maximum antenna size for a 4-element dipole antenna shall be approximately 30 inches in Height by 12 inches in Diameter.
11. Antenna Locations: Antennas will be installed starting at the 230-foot level and located approximately every 30 feet for the remaining 170 to 270 feet.
12. Booms: Booms for weather instrumentation will be placed every 50 feet for the first 200 feet and then placed every 100 feet for the remaining 200 to 300 feet.
D. Options
The Government intends to use the results of this Request for Information (RFI) to compare the costs of alternative approaches for tower replacement. One particular concern to the Government is utilizing an approach for the replacement that minimizes the total outage of the existing tower, i.e., the impact of repurposing the existing infrastructure to include the concrete foundations.
Therefore, in addition to the requirements listed above in Paragraphs A through C, please respond to at least one, if not both, Options 1 and 2.
Option 1: Provide cost estimates (Rough Order of Magnitude) and timelines for providing a new tower, at a new location, in the general vicinity of the existing Tower 313. Assume the land is build-ready with reasonable access to utilities. This information will be secured as proprietary information and not retained as a quote or for any potential procurement that may or may not be realized in the future.
Option 2: Provide cost estimates (Rough Order of Magnitude) and timelines for replacing the existing tower structure utilizing the existing site and any usable existing infrastructure.
Provide an estimated timeline for any required demolition and installation. This information will be secured as proprietary information and not retained as a quote or for any potential procurement that may or may not be realized in the future.
