NERCC Synopsis Page 11 of 15

The GSA fillable form for Section G of the SF330 only has space for 20 key personnel and 10 example projects. The NERCC Synopsis specifies potentially more than 20 key personnel in Section E and up to 15 projects in Section F. Will NASA allow the fillable version of the SF330 Section G form to be modified to accommodate the requirements of the Synopsis (i.e.: use 11” x 17” paper)? For example, Boxes 28 and 29 do not allow for projects 11-15.

The SF330 sections must not be modified. Add additional Section G pages to accommodate additional key personnel and 15 projects. Adding additional pages to complete 15 specialize exp and 20 pages for resume is not considered an alteration.

Additionally, the synopsis has been revised to increase the page count to 80 pages. See Attachment 02 - Synopsis Revisions

4 10/25/2022 Tetra Tech, Inc. Section VII, Paragraph 1; NERCC Synopsis Page 10 of 15

Can the SF330 Part II forms not count against the total page count? Part II pages are not a part of page count.

Additionally, the synopsis has been revised to increase the page count to 80 pages. See Attachment 02 - Synopsis Revisions

5 10/25/2022 Tetra Tech, Inc. Section IV, Item 2.m; NERCC Synopsis

National Archives Records Administration (NARA) is no longer issuing the Certificate of Federal Records Management. Since this can no longer be obtained, is there another certificate that is acceptable or can this requirement be replaced with relevant experience?

The records manager may have a National Archives Records Administration (NARA) Certificate of Federal Records Management Training or a minimum of five (5) years of records management experience. See Attachment 02 - Synopsis Revisions

6 10/25/2022 Straughan Environmental, Inc.

Section II, Page 1. "The Government intends to award 50% of the awards to small businesses. However, the Government reserves the right to only make awards to other than small businesses if no small businesses are deemed highly technically qualified and no small businesses fall within the final selection range."

Could the Government please clarify if small businesses and large businesses will be in direct competition with each other?

Context: With the stated intention of making "50% of the awards to small businesses," we infer that the final selection range will be different for small businesses and large businesses. We fully understand that small businesses must be deemed highly technically qualified to be selected. This question specifically refers to the final selection range.

We understand this consolidated solicitation could potentially eliminate multiple small business set-aside contracts. We encourage the Government to vary the selection ranges for small and large businesses to promote continued participation by small businesses.

Yes. Small and large firms will be in direct competition with each other. The Government will evaluate responses from all firms and make a determination of which firms are highly technically qualified, regardless of business size, rank firms based on their scoring, then make up to 50% of the awards to small businesses, if there are a sufficient number of small businesses that are highly technically qualified.

7 10/25/2022 Straughan Environmental, Inc.

Section II, Page 2. If two or more contracts are awarded, the Contracting Officer will provide the contract awardees fair opportunity to be considered for each Task Order consistent with FAR 16.505 (b) and FAR

36.602 and with contract article entitled, “Task Order Placement Process” to be incorporated in the contract(s).

If both small businesses and large businesses are awarded contracts, will the Task Order Placement Process allow for set-aside task competition to small businesses?

We encourage the Government to provide an opportunity for set-aside task competition to small businesses to promote small business participation.

If small businesses are awarded a contract on this IDIQ, the Government may set-aside individual task orders for small businesses.

Page 3, Section IV. 1. Specialized Experience: "An environmental restoration project is defined as a unique geographical unit that may have one of the following designations: Area of Concern, Area of Investigation (AOI), Identified Area, Operable Unit (OU), Potential Release Location (PRL), Site, or Solid Waste Management Unit."

The language in the solicitation defining an “environmental restoration project”, as currently written, is extremely restrictive since most projects contain multiple AOCs, OUs, PRLs, etc. and many task orders do not separate out individual sites, but rather are arranged on an installation or facility basis. Additionally, the language is not consistent with the definition of a project for the “environmental compliance project”. Many task orders cover large areas, multiple remediation sites, and multiple locations and demonstrate a Contractor’s ability to handle diverse geologic conditions and multiple contaminants across a large geographic area under one task order.

Restricting the definition of a project as currently written significantly reduces the scope of task orders that include multiple sites and locations. Respectfully request the Government consider modifying the definition of the environmental restoration project to “An environmental restoration project is defined as single task order/delivery order providing environmental remediation services or a unique geographical unit that may have one of the following designations: Area of Concern, Area of Investigation, Identified Area, Operable Unit, Potential Release Locations, Site, or Solid Waste Management Unit”?

Each restoration project should be a "unique geographical unit" that documents activities that occurred over the past six years. See Attachment 02

Would the government consider all locations covered under a single task order to be an “Identified Area”, as described in the description of an environmental restoration project?

No. A project is defined as a "unique geographical unit". See Attachment 02 - Synopsis Revisions

Where a task order includes both restoration and compliance scope of services, we request that we be able to write the task order as one project with two sections (compliance and restoration).

A project can consist of both restoration and compliance activities. The restoration portion must be limited to work performed within the past 6 years within a unique geographical unit as defined in the revised synopsis. The compliance portion can include all work performed under a task order within the past 6 years. See Attachment 02 - Synopsis Revisions

What is the lookback timeframe to be used for OSHA violations that must be addressed in SF 330 Section H?

Please provide the last 6 years.

33 11/4/2022 Athena Engineering & Environmental

Some of our team members visited KSC earlier this year and met with small business and procurement staff. In both instances, they were told that a draft synopsis would be released that would allow for a 60-day comment period prior to the actual Solicitation being released requesting proposals. As a small business, we were planning on this 60-day review period to review the requirements and finalize our team. The absence of the draft Synopsis with the 60-day review period creates a hardship for small business teams to adequately respond to the solicitation. We respectfully request an extension of the due date by two weeks for proposals.

An extension was made, proposals are now due at 2PM on December 15, 2022. See Amendment 02.

34 11/4/2022 AECOM 2. Professional Qualifications, a) One (1) Civil, Chemical, Environmental or Geotechnical engineer and b) One (1) registered Professional Geologist. This section states we must indicate PE and PG licensure coverage in multiple states.

Though only one (1) engineer is required in 2.a) and one (1) professional geologist is required in 2.b), numerous resumes will be needed to exhibit PE licensure in 10 states and PG registration in 7 states. Is the intent for us to meet this requirement using only Section E resumes for engineers and geologists OR can we demonstrate licensure coverage via a table in Section H?

The Professional Qualification sections has been modified. See Attachment 02 - Synopsis Revisions

35 11/4/2022 AECOM IV. Submission Evaluation Criteria, Item

1. Environmental Restoration Projects.

An "environmental restoration project" is defined as a "unique geographical unit...," but an environmental compliance support project is defined as a single task order or delivery order, [associated with that type of work]. Very few "projects" issued by NASA and other federal agencies are limited to a "unique geographical unit," (i.e., a single OU, site, PRL, AOI, etc.) that is geographically bounded), and most include multiple sites. As such, it is requested the Government revise the definition of an "environmental restoration project" to include language similar to that for "environmental compliance" so offerors can present single task orders/projects (not IDIQs) that address multiple "geographical units".

Each restoration project should be a "unique geographical unit" that documents activities that occurred over the past six years and is not limited to work performed under a single delivery or task order. The synopsis was revised to clarify the description of a restoration project. See Attachment 02 - Synopsis Revisions

36 11/4/2022 AECOM VII. SUBMISSION PAGE

LIMITATIONS/page 10 of 15. The instructions specify following are excluded from the 70-page limitation:

submission transmittal cover pages, tab pages, tables of contents, signed amendments (if applicable), licensure/ accreditation copies, copies of Section I from submitted PPQs, and completed CPARS evaluations.

Please verify if an Acronym List can be provided as an excluded page from the 70-page limit. An Acronym List can be provided and will not be included in page count. Additionally, the synopsis has been revised to increase the page count to 80 pages. See Attachment 02 - Synopsis Revisions

37 11/4/2022 AECOM VIII. SUBMISSION REQUIREMENTS. Is it acceptable to include introduction pages before Sections E and F as part of the 70 page limitation?

Firms introduction pages are left up to the firm's discretion, but they will be counted as part of the page count. Additionally, the synopsis has been revised to increase the page count to 80 pages. See Attachment 02 - Synopsis Revisions

38 11/4/2022 AECOM IX. CONTRACTING OFFICER’S

INITIAL SUBMISSION REVIEW (page 12 of 15) requires the contractor to address any known OSHA violations in Section H of the SF330.

Please verify the number of years we should address. Please provide the last 6 years.

39 11/4/2022 ISMS-Navarro JV Synopsis, IV. Submission Evaluation Criteria 4, Page 7

On Page 7 of the IV Submission Evaluation Criteria 4. Capacity to accomplish multiple task orders states that “the A&E must include at least one Civil, Chemical, Environmental or Geotechnical engineer registered in the States of Alabama, California, Florida Louisiana, Maryland, Mississippi, New Mexico, Ohio, Texas, and Virginia.” We assume that this means that we must provide at least one resume of a PE in each of those States - either in Civil, Chemical, Environmental or Geotechnical, but not in each of those technical areas per location.

Is this correct?

Correct, NASA is requesting one engineer resume per State in either of these technical fields (civil, chemical, environmental, or geotechnical)

40 11/4/2022 ISMS-Navarro JV Synopsis, IV. Submission Evaluation Criteria, Page 6

Page 6, Criteria 2a requires “One (1) Civil, Chemical, Environmental or Geotechnical engineer.

The proposal must indicate PE licensure coverage in the States of Alabama, California, Florida, Louisiana, Maryland, Mississippi, New Mexico, Ohio, Texas, and Virginia. However, within this same section, the last paragraph on page 7 states, “The A&E firm must include at least one Civil….” Please confirm this means that we are required to submit one PE resume per State in either of those technical fields (civil, chemical, environmental or geotechnical).

Correct, NASA is requesting one engineer resume per State in either of these technical fields (civil, chemical, environmental, or geotechnical)

41 11/4/2022 ISMS-Navarro JV Synopsis, IV. Submission Evaluation Criteria, Page 6

Can one resume cover more than one State, if qualified? Yes.

42 11/4/2022 ISMS-Navarro JV Synopsis, IV. Submission Evaluation Criteria, Page 6

Page 6, Criteria 2b requires “One (1) registered Professional Geologist registered in the States of Alabama, California, Florida, Louisiana, Maryland, Mississippi, New Mexico, Ohio, Texas, and Virginia.” Please confirm that this requirement is to have one registered PG in each location.

Correct.

43 11/4/2022 ISMS-Navarro JV SF330, Part II Due to the nationwide coverage of this project that require multiple locations and branch offices, would the Government consider excluding Part II information from the page count? If a team has branches with complete coverage at all NASA centers, component facilities, and other NASA responsible assets alone, for example, it would require 19 Part II submissions, which is 27% of the allocated 70 page count, yet it is not evaluated as part of Factor 5, Location.

Part II pages are not a part of page count.

Additionally, the synopsis has been revised to increase the page count to 80 pages. See Attachment 02 - Synopsis Revisions

44 11/4/2022 ISMS-Navarro JV Synopsis, IV. Submission Evaluation Criteria, Page 9

Will the information in Sections C and Part II be evaluated as part of Evaluation Factor 5, Location?

To evaluate criteria No. 5 "Location in the general … locations", Sections F and H (Project 1-15 information) will be evaluated to determine project experience working at NASA or Federal Facilitates.

45 11/4/2022 ISMS-Navarro JV SF330, Instructions, Page 2 Item 9-11 of page two of the SF-330 instructions states that an additional sheet in the same format as Section C can be attached, but page 11/15 of the RFP states that “any submissions that have altered the SF-330 Sections A-H in any way will be considered non-responsive and will not be considered for selection.” Ability to add one more page in Section C as allowed per the SF 330 instructions is in particular important to be able to include branches with complete coverage of the NASA sites and allows teams to be more inclusive of small businesses.

Alternations to the forms is considered as changing margin, box sizes to add additional information or changing it to word document to make adjusts me to add wording and then converting it back to PDF.

Adding additional pages is not an alteration.

46 11/4/2022 ISMS-Navarro JV Synopsis, VIII. Submission Requirements, Page 11 of 15

Page 11 of 15 of the RFP, item 2, states that supplemental information provided in Section H regarding Specialized Experience that is not a part of Projects 1-15 will not be evaluated under Specialized Experience.” Please confirm that supplemental information from Projects 1-15 that ARE included in Section H would be evaluated under Specialized Experience.

Yes. Supplemental information from Projects 1-15 that are included in Section H will be evaluated under Specialized Experience.

47 11/4/2022 ISMS-Navarro JV Synopsis, IV. Submission Evaluation Criteria, 1. Specialized experience, Page

Page 3, IV, 1. Specialized experience defines, “An environmental restoration project is defined as a unique geographical unit that may have one of the following designations: Area of Concern, Area of Investigation (AOI), Identified Area, Operable Unit (OU), Potential Release Location (PRL), Site, or Solid Waste Management Unit.” Then it describes, “An environmental compliance support project is considered a single task order or delivery order on a general engineering contract, IDIQ contract, basic agreement, or basic ordering agreement.

a: Please confirm that NASA is defining two different types of “projects” (1. Environmental Restoration Projects and 2. Environmental Compliance Support (by single task/delivery order)) for the purpose of defining what may be used for the 15 projects in Section F of the SF330.

b: We interpret this requirement to mean that a “project” with NASA for environmental restoration services for a unique geographical unit (e.g., site or SWMU) would be considered a single project. Please confirm that this interpretation is correct.

c: NASA routinely uses IDIQ type contracts for environmental restoration services. If an environmental restoration project at a single site for a unique geographical unit (a SWMU, for example) is contracted through an IDIQ and performed through multiple task/delivery orders, we interpret that we can include multiple task orders in one project, as long as they are in the same unique geographical unit (SWMU). is that correct?

Each restoration project should be a "unique geographical unit" that documents activities that occurred over the past six years and is not limited to work performed under a single delivery or task order. The synopsis was revised to clarify the description of a restoration project. See Attachment 02 - Synopsis Revisions

A compliance project is defined by a single task or delivery order limited to work performed over the past six years.

48 11/4/2022 ISMS-Navarro JV VIII. Submission Requirements Due to the recently announced changes for prime small business set-aside goals that impact team structures, would NASA consider extending the deadline by two weeks?

An extension was made, proposals are now due at 2PM on December 13, 2022. See Amendment 01.

49 11/4/2022 ISMS-Navarro JV SF330, Section G Section G only allows for up to 10 projects and 20 key personnel. Since the RFP allows for up to 15 projects, would NASA provide an alternate version of Section G that includes the 15 Projects allowed per the RFP, for offerors to complete?

a. If not, would the Government confirm that this form can be altered by offerors to fit the key personnel and projects provided in Sections E and F?

b. If an offeror has more than 20 key personnel, are additional pages allowed in order to present all key personnel included in Section E?

Firms cannot alter the form. Alteration of the form will be considered non-responsive. Such as changing the margin sizes or altering the boxes to add additional information.

Firms can add additional pages for specialize projects and resumes.

Adding additional pages is not consider an alteration.

To evaluate criteria No. 5 "Location in the general … locations", Sections F and H (Project 1-15 information) will be evaluated to determine project experience working at NASA or Federal Facilitates.

51 11/4/2022 ISMS-Navarro JV SF330, Part II General Qualifications If prime contractor is a JV, we assume that we need to provide a Part II General Qualifications for the JV only and not for the JV partners individually too. Is that correct?

If the firms did not formally create a Joint Venture (JV) by creating a new unique entity identifier (UEI) and cage code then both firms must be listed.

If a new UEI & cage code was created for the JV then use the that information.
