DESCRIPTION OF REQUIREMENT
Equipment: Elemental Analyzer-Isotope Ratio Mass Spectrometer (EA-IRMS)
Salient Characteristics:
• Shall be a fully automated single system for Carbon, Nitrogen, and Sulfur analysis by flash combustion, and Oxygen and Hydrogen analysis by high temperature conversion; powered by chromatography with high sensitivity on small samples.
• Instrument shall support continuous/simultaneous analysis of the following elements: Carbon, Hydrogen, Nitrogen, Sulfur, and Oxygen (CHNS/O)
• Shall be able to analyze nonabundant elements in the presence of high abundant elements
• Dual switch valve and dual furnace system coupled with an autosampler programmed for sample reloading or similar
• Shall provide a variety or optimized configurations (i.e. CHN, CHNS, S, N/Protein, CN, CNS, CHNS/O)
• Shall supports Organic Elemental Analysis (OEA)
• Supports dual inlet analysis
• Calibrated inlet capillaries
• Stacked Ion source lenses or similar
• Aperture positioning across extended focal plane of the mass analyzer
• Protected ion optical path
• Low capacitance and direct wiring of the Farday cups to the high sensitivity amplifier input
• Allows 400-600 samples to be analyzed between maintenance intervals
• Equipment shall include: Spare Parts and Consumables kit
IRMS-EA software
• Upgraded IRMS-EA platform software for use with ICP-OES, ICP-MS, Noble Gas MS, and Isotope Ratio
Infrared Spectrometry.
• Software provides control and data processing for a range of elemental and isotopic analysis technologies including: ICP-OES, ICP-MS, Noble Gas MS, MC-ICP-MS, gas IRMS, and HR-IRMS.
• Shall be compatible with proposed Elemental Analyzer-Isotope Ratio Mass Spectrometer (EA-IRMS)
Continuous Flow Interface
• Expands applications and automation of the stable isotope laboratory
• Enables attachment of sample preparation devices in order to expand the range of experiments that can be conducted by stable isotope ratio mass spectrometry (IRMS).
• Includes connection to all necessary reference gases, automatic sample-size recognition, sample and reference signal matching, and self-diagnosis.
Flash IRMS Elemental Analyzer:
• Shall support carbon, hydrogen, nitrogen, sulfur and oxygen (CHNS/O) analyses
• Single reactor for CNS and second pyrolysis reactor for OH analysis
• Automated switching between CNS and OH and a Rampled GC oven
• Includes: two (2) MAS Plus autosamplers with 32 position drum, software, training manuals and videos
Acceptable Detection Limits
• <5ug of elemental concentrations of C, N, & S
• Large linear dynamic range
• S/N ratio > 3
• Carbon concentrations > 25mg
• CNS Analysis time < 10mins
• High isotopic ratio precision at low concentrations
Spare Parts and Consumables:
• Spare Parts & Consumables kit 3000 OH analyses (Flash HT/Plus, EA OH, CN/OH and CNSOH)
• Mass Plus Drum (33-63 Position) included
• Consumables kit for 1000 NCS analyses (Flash HT/Plus, EA CNS, EA CN/OH and CNSOH)
Warranty
• Warranty no less than one year and includes full parts and labor
Power
• EA-IRMS single phase adapter 230V kit
• 6kVA single phase isolation transformer and power conditioner, 208VAC delta in/230VAC line neutral out
Installation:
• Turn-key installation completed onsite and provided by manufacturer certified service engineer
Training:
• On-site training, no less than three (3) days

SHIPPING AND INSTALLATION INFORMATION

2. All freight, rigging, labor, equipment, materials, and supplies shall be provided by the Contractor. The
Contractor shall be required to furnish a sufficient number of qualified personnel to accomplish all work required for complete installation.
3. During installation, the contractor shall conform to all safety rules and regulations applicable to the buildings and facilities which are in effect during installation and shall take such precautions as may be required to ensure accident-free performance. All accidents which may arise out of, or in connection with, the performance of installation services required herein resulting in injury, death, or property damage, shall be reported to the Contracting Officer within 24 hours after such accident occurs. A written report shall be submitted within seven (7) calendar days following the incident that gives full details of the accident to include statements of any witnesses. Any claim made by a third party against the contractor shall be reported to the Contracting Officer, in writing, providing a full account of the incident within seven (7) days of its occurrence.
4. The Contractor shall keep the work area free from accumulation of waste materials. Upon completing the installation, the Contractor shall remove all waste and leave the installation site in a clean and orderly condition acceptable to the Government Technical Representative.
5. The Contractor shall be responsible for repair of any damage incurred to building or pavement as a result of installation activities.
6. Identification of Contractor Employees. All contract personnel working in situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
7. Upon completion of installation, the Contractor shall provide hard copies of the Equipment Instruction
Manual or related documentation to the Government, including, if applicable, as-built wiring diagrams, equipment set-up and calibration data sheets, diagrams for the installed equipment. If available, electronic copies of these manuals shall also be provided to the Government.
8. Training shall be coordinated through the Government Technical Representative. The Government
Technical Representative is: TBD
9. Shipping, delivery, installation, and training shall be completed no later than November 2023.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Definitions. As used in this provision—
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019
(Pub. (A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(ii) For covered services—
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided;

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment—
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.
(ii) For covered services—
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the PSC of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.
52.204-26 Covered Telecommunications Equipment or Services-Representation (Oct 2020)
(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain
Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management
(SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.
(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it □ does, □ does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services.

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (Nov 2021)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition—
(1)Is set aside for small business and has a value above the simplified acquisition threshold;
(2)Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or
(3)Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
