You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center's (KSC) Europa Clipper launch service solicitation. The principal purpose of this acquisition is to provide a complete Europa Clipper launch service. This will include the launch vehicle, ground support facilities and equipment, test hardware and software, and all launch services required to integrate the payload to the launch vehicle and deliver the Spacecraft to its required orbit.
NASA will conduct this acquisition as a full and open competition, which will result in a firm-fixed-price contract. The contract will have a total period of performance of Authority to Proceed through Launch plus three months. The anticipated contract award date is December 2021, and the launch period is October 10-30, 2024.
The North American Industry Classification System code for this acquisition is 336414 and the small business size standard is 1,250. Offerors are required to have a Commercial and Government Entity code that matches the corporate address submitted with its proposal.
This acquisition is restricted to domestic launch service providers. Eligibility requirements are set forth in Section C, Clause 31.0 of this RFP. Proposals submitted by Offerors that are not domestic launch service providers pursuant to Section 201 of Public Law 105-303 “Commercial Space Act of 1998”, will be determined non-compliant and excluded from Europa Clipper evaluation.
Potential offerors shall be AS9100 certified by a registrar accredited by a body recognized by either the ANSI-ASQ National Accreditation Board or the International Aerospace Quality Group. Potential offerors shall comply with this requirement by demonstrating that the corporation(s), corporate division(s), subsidiary(ies), joint venture(s), partner(s), and/or any other business entity actually performing launch vehicle manufacture, payload/launch vehicle integration, testing, and launch activities is/are AS9100 certified.
NASA KSC appreciates the comments received in response to the release of the Draft Launch Service Interface Requirements Documents (LSIRD). These comments resulted in improvements to the quality and content of the overall LSIRD. Offerors should review the LSIRD in its entirety, as its content has changed from the Draft LSIRD version. A change page that outlines the significant changes between the draft and Final LSIRD can be provided upon request. The change page is not intended to cover all changes nor describe all LSIRD requirements. Offerors should carefully review the LSIRD in its entirety.
Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS; despite the language in paragraph (e), each offeror may only submit one proposal, which represents its best approach to meeting the requirements of this solicitation. In addition, paragraph (g) states that the Government intends to evaluate offers and award a contract without discussions with offerors, however the Government reserves the right to hold discussions.
In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF). While the RFP's Price Volume exhibits are in PDF format, the Offeror's Price Volume proposal shall include completed Price Volume exhibits in Microsoft Office Excel format with working cell formulas.
Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry Web site at <www.beta.SAM.gov>. Potential Offerors are requested to periodically monitor the Web sites for updates. The Europa Clipper LSIRD and change summary are available to domestic launch service providers capable of meeting Europa Clipper's requirements. LSIRD requests must be submitted in writing (e-mail) to the Contracting Officer.
NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at <http://prod.nais.nasa.gov/pub/pub_library/Omb.html>.
This RFP does not commit NASA KSC to pay any proposal preparation costs, nor does it obligate NASA KSC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Proposals submitted in response to this solicitation shall be due no later than April 15, 2021, 4:00 P.M. eastern time.
In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
All questions regarding this RFP should be submitted in writing, electronically to Jennifer D. O'Neill, Contracting Officer, at Jennifer.L.Dorsey@nasa.gov, on or before March 15, 2021. Questions received after that date will be considered but may not be answered. Since answers and associated questions are provided to all offerors eligible for award, questions should not include any proprietary or sensitive information that the questioner does not wish to be disclosed to other offerors.
