Statement of Work

November 7, 2019

Contract SOW for Inficon to procure both material components and associated labor support

Center: NASA KSC

1 Background The Volatiles Investigating Polar Exploration Rover (VIPER) is being developed by NASA for flight on a Commercial Lunar Payload Services (CLPS) lander. VIPER carries a Mass Spectrometer observing lunar operations (MSolo) instrument with a drill to analyze volatiles given off by regolith, as well as a neutron spectrometer and near infrared spectrometer. MSolo utilizes a modified commercially available off-the-shelf (COTS) item approach, where NASA procures a commercial mass spectrometer from INFICON, as well as support, and modifies the hardware to operate in a lunar environment.

2 Objectives INFICON will support VIPER development and testing occurring at NASA. INFICON will provide instrumentation for VIPER mission, as well as technical support during modification of their mass spectrometer for space flight. This Statement of Work details specific tasks that INFICON shall perform either as hardware deliverables or technical support in the form of labor hours.

3 Tasks INFICON shall perform the following tasks associated with the MSolo instrument:

4 Deliverables

Table 1 – Hardware Deliverables, details hardware deliverables as noted in Task 2 above.

Additionally, the contractor shall supply Certificates of Conformance/Compliance for all hardware components delivered as part of this contract.

The contractor is responsible for ensuring that technical information concerning significant problems involving parts, materials, and unsafe conditions are exchanged, internal and external to NASA, using the GIDEP (Government-Industry Data Exchange Program). To support this activity, the Contractor supply chain shall:

a. Eliminate or mitigate any negative effects pertaining to identified usage and inform the Government of such actions to ensure GIDEP Notices adhere to close-loop reporting.

b. Generate applicable GIDEP Alerts whenever failed or nonconforming items are discovered.

c. Communicate information and status updates to the NASA KSC GIDEP Coordinator, applicable NASA organizations, and their subcontractors when GIDEP Notices affect their products provided for NASA’s projects and programs.

d. Impound suspect/counterfeit parts furnished under this agreement. Note: payment may be withheld pending the outcome of an investigation by the NASA Office of Inspector General (NOIG) and/or FBI.
