About this file

This Limited Sources Justification (LSJ) document details NASA Kennedy Space Center's intent to extend the NASA Occupational Health Contract II (NOHC II) Blanket Purchase Agreement (BPA) with Great Southern Engineering (GSE), Inc. for two additional one-year option periods, extending the total potential ordering period from five to seven years (October 1, 2020 to September 30, 2027). The total estimated price for the extension is $5,000,169.00, with Option Year 6 priced at $2,457,086.00 and Option Year 7 priced at $2,543,083.00.

The BPA covers specialized occupational and environmental health services for NASA, including industrial hygiene, health physics, food safety, employee assistance, wellness programs, workers' compensation case management, mishap investigations, medical recordkeeping, and health exposure metrics tracking. The justification notes limited market alternatives for these technical services, with a GSA eBuy Request for Information (RFI) revealing few vendors capable of meeting the requirements. NASA determined extending the current contract represents the most cost-effective and operationally efficient approach, preserving established GSA Multiple-Award Schedule rate discounts and ensuring continuity of critical mission support services.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

KENNEDY SPACE CENTER (KSC)

LIMITED-SOURCES JUSTIFICATION

For NASA Occupational Health Contract II (NOHC II), 80KSC020A0011

This is a Limited-Sources Justification (LSJ) prepared by the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC).

This acquisition will be conducted under the Multiple-Award Schedule (MAS) Program (Title 41 U.S.C. 152(3)).

This action is intended to extend the period of performance (PoP) for the NASA Occupational Health Contract II (NOHC II) Blanket Purchase Agreement (BPA), 80KSC020A0011, under the KSC Office of Procurement (OP), by two one-year option periods. The NOHC II BPA, placed under the General Services Administration (GSA) MAS, was initially awarded as a Women- Owned Small Business (WOSB) set-aside to Great Southern Engineering (GSE), Inc., with a five-year potential ordering period that will expire on September 30, 2025. As NASA requires services, firm-fixed price call orders are placed annually against the BPA. If the deviation is approved, the BPA will extend to a total potential ordering period of seven years, from October 1, 2020, to September 30, 2027.

The services provided under NOHC II include occupational health and environmental health support, industrial hygiene, health physics, food safety, employee assistance, wellness programs, and the management of federal workers' compensation cases, all managed by NASA's Office of the Chief Health and Medical Officer (OCHMO). These services are crucial to the health, safety, and productivity of NASA's workforce, including civil servants and contractors. Additionally, the contractor is responsible for conducting mishap investigations, providing triage, and offering urgent care for accidents, injuries, and illnesses. The BPA also includes managing electronic recordkeeping systems for medical examinations and environmental exposure assessments, overseeing health and exposure metrics related to NASA’s missions, including the Moon to Mars initiative. These services are essential for supporting NASA’s critical space exploration programs and maintaining a safe and healthy environment for its workforce, contributing directly to the agency's goals in space exploration and human health operations.

The original BPA award and the contemplated extension will be issued to GSE, Inc. under the GSA Federal Supply Schedule (FSS) entitled Professional Services Schedule (PSS). GSE’s FSS Number is 47QRAA18D008P and provides for the following Special Item Numbers (SIN):

541370GIS - Geographic Information Systems (GIS) Services

541620 - Environmental Consulting Services

541690 - Technical Consulting Services

562910REM - Environmental Remediation Services

A two-year extension of NOHC II presents the most economically advantageous solution for NASA by preserving access to the contractor's established GSA MAS rate discounts, which would otherwise be compromised due to the escalating labor costs in the current market. This extension allows NASA to retain highly skilled subject matter experts at a more competitive cost compared to initiating a new procurement process, particularly considering the prevailing economic conditions. Furthermore, leveraging the existing BPA mitigates the inefficiencies and risks typically associated with a recompete, especially within the current resource-constrained environment at KSC OP. This strategy guarantees the seamless continuation of mission-critical support, thereby ensuring operational continuity and facilitating overall mission success.

Therefore, extending the NOHC II BPA as a logical follow-on to the original order is justified under FAR 8.405-6(a)(1)(C). It serves the interests of the economy, efficiency, and effective use of Government resources, ensuring uninterrupted mission support and maximizing value for the Government.

Determination by the contracting officer that the order represents the best value consistent with FAR 8.404(d):

A comprehensive evaluation of the rates listed in the current GSA price list, as reflected in Modification Number PA-0016 effective June 2, 2023, for GSA Contract Number 47QRAA18D008P, demonstrates that the rates offered by the incumbent contractor during the current BPA period are at least as advantageous as prevailing market rates. During the initial competition for the NOHC II contract, the labor categories and corresponding rates were negotiated and aligned with the GSA rate schedule (with an additional discount applied against the rate schedule), ensuring that the proposed rates were both competitive and beneficial to the Government.

Market Research:

Background: The first NOHC procurement (NNK15OL20Z) involved a Request for Proposal (RFP) for commercial services, which was published on the Governmentwide Point of Entry, FedBizOps, under North American Industry Classification System (NAICS) Code 541690 and designated as a set-aside for WOSBs. Three proposals were received and evaluated IAW FAR 15.101-1, Tradeoff process. A single-award BPA was awarded to GSE, Inc., a WOSB, which includes firm-fixed-price task orders as outlined in FAR Part 13. The award has a performance period of five years, consisting of a one-year base period with four one-year option periods.

For NOHC II (80KSC020A0011), a Request for Information (RFI) was posted on GSA eBuy, and thirteen responses were received. Among these, four respondents were Small Business Administration (SBA) Certified WOSBs deemed capable of fulfilling the requirements. Request For Quotation (RFQ) 1428743 was subsequently posted on GSA eBuy under the NAICS Code 541690 and set aside for WOSBs. The RFQ was sent to 99 GSA eBuy vendors, and only one quote was received from the incumbent, GSE, Inc. A single-award BPA, with fixed-price task orders issued IAW FAR 8.405-3, was awarded to the incumbent, GSE, Inc., for five years, including a one-year base period and four one-year options.

Current Market Research: Before determining to extend the current NOHC II, a GSA eBuy RFI for a potential follow-on NOHC III BPA was issued on November 20, 2024. The GSA eBuy document (NASA Reference Number: 80KSC025ZMS004L) was posted under the Category MAS. The RFI closed on December 5, 2024. After reviewing the responses received, only a limited number of vendors were determined capable of meeting the requirements of NOHC.

Upon reviewing the procurement history, it is evident that the marketplace provides a limited number of viable alternatives for this specialized and technical service. As a result, the decision to extend the current contract for an additional two years, in lieu of recompetition, is justified based on considerations of cost-effectiveness, operational efficiency, and the optimal allocation of Government resources.

Other Facts:

None.

A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements. It is anticipated that a competitive follow-on acquisition will be pursued at the expiration of NOHC II.
