STATEMENT OF WORK: STENNIS SPACE CENTER (SSC), CLIN 001
(a) Delivery: Delivery and acceptance of product will normally be made Monday through Friday, from
7:00 AM to 10:00 PM. However, under unusual circumstances, the contractor agrees to deliver product 24 hours a day, 7 days a week, including holidays.
(b) Clearance: All personnel entering SSC must be badged for access in accordance with the task order issued by SSC.
(c) Seals: SSC requires the tanker to be sealed to prevent tampering; however, a serialized seal is not required.
(d) Quantification of product delivered: Vendor will utilize certified scales at SSC to determine quantity of product delivered. Alternative method of product measure must be acceptable to the contracting officer.
(e) Notice for Delivery: SSC will normally place orders by the Monday of each week preceding the week the delivery is to be made. SSC will revisit the order on the preceding Thursday and make any required changes. Under unusual circumstances orders with a minimum of 48 hours notice shall be accepted.
(f) SSC points of contact will be specified on delivery orders.
(g) SSC responsibility during delivery: SSC personnel must operate SSC equipment during the delivery of liquid hydrogen.
(h) Waves of Tankers: There are instances when the government requires multiple (two or more) tanker trailers delivered at the same time and then off-loaded simultaneously. A group of tanker trailers scheduled for delivery at the same time is referred to as a “wave” of tankers. In these instances, off-loading the wave of tankers simultaneously through a manifold provides significant benefits to the government. Alternately, there are impacts to the government when delivery times are staggered and waves are not achieved. When requested, the Contractor shall deliver the number of specified tankers for the wave at the same time to the appropriate delivery location at the specified time.
(i) Receiving storage: Current containers in use include those which are listed below. However, the
Government reserves the right to withdraw, change, or substitute receiving containers at anytime during the life of the contract.
Facility No. of Tanks Capacity

High Pressure Gas Facility 1 28,000
E1 Storage 1 57,000
LH2 Transfer Facility (Barges) 3 250,000
(j) Commodity Specification: Hydrogen CGA 5.3 – 2017, Type II, QVL A
(k) Filter Requirements: A filter with no more than 10 – micrometers nominal and 40 – micrometers absolute rating shall be installed between the manufacturer’s plant system and the manifold used to fill the liquid containers for delivery.
(l) Lot size: Each filled shipping container shall constitute a lot. A minimum of one sample is required per lot.
(m) Fill point interface: Linde bayonet

(g) Waves of Tankers: There are instances when the government requires multiple (two or more) tanker trailers delivered at the same time and then off-loaded simultaneously. (applies to all
KSC/CCAFS CLINs)
(h) Notice for Delivery: KSC/CCAFS will provide a minimum of 7 calendar days notice.
(i) Receiving storage: Current facility storage containers in use at KSC and CCAFS include those which are listed below. However, the Government reserves the right to add, withdraw, change, or substitute receiving containers at anytime during the life of the contract.

(l) Filter Requirements: A filter with no more than 10 – micrometers nominal and 40 – micrometers absolute rating shall be installed between the manufacturer’s plant system and the manifold used to fill the liquid containers for delivery.
(m) Lot size: Each filled shipping container shall constitute a lot. A minimum of one sample is required per lot.
(n) If conditions warrant, due to mission requirements, drivers may be required to remove and/or secure
(turn-off) cell phones, GPS and other transmitting devices prior to entering the launch complex gates.
(o) SLC-37B and SLC-41 Vent Requirements: The offload configuration utilizes a helium purge through the transfer hose, through tanker off-load circuit and out to the facility vent stack. Local venting at the LH2 tanker is not allowed. Vendor trailer must be capable of venting through the facility vent stack. (Applies to KSC/CCAFS CLINs 002 and 004)
(p) SLS Launch Scrub Transfer Support: The SLS Vehicle is planned to launch from Launch Complex
39B (LC-39B) at Kennedy Space Center (KSC), with the first mission, Artemis-1, currently planned for launch in early 2021. The liquid hydrogen sphere at LC-39B has sufficient LH2 to support only a single launch attempt. To enable a second and third launch attempt, additional LH2 storage capacity is available at CCAFS SLC-37B. NASA has contracted with United Launch Alliance (ULA) to support Artemis-1 mission by allowing NASA to fill and store LH2 at their SLC-37B 850,000 gallon storage sphere. ULA will also assist with the offload of LH2 from their storage sphere into contractor supplied tankers in support of the Artemis-1 mission.
SLS launch scrub transfer support requires a minimum of 5 contractor tankers and drivers to remain at KSC to support LH2 transfer operations for up to 5 days (120 hours) with time commencing on scheduled arrival. Demurrage rates will apply. Support scenario is as follows: 10 tankers will be ordered and staged at Propellants North facility prior to scheduled launch. At approximately 6 hours after a launch scrub has been determined, the 10 tankers will be routed to LC-39B for offload, after the first wave of 5 tankers has completed offload, those 5 tankers will be escorted to SLC-37B, to be filled from SLC-37B storage tank, the remaining 5 tankers will be released to return back to the plant after offload. Once the 5 tankers have been filled at SLC-37B, they will be escorted back to LC-39B for offload. This scenario will continue for approximately three waves using the same 5 tankers being filled at SLC-37B and offloaded at LC-39B. This replenishment scenario is expected to take approximately 22 hours to complete. At this point, there should be sufficient LH2 replenishment to enable another launch attempt. If the launch is scrubbed again, the process will be repeated approximately 48 hours after the 1st launch scrub was called, and could require approximately 5 waves of tankers. The contractor will not be required to deliver an additional 10 tankers again
(under CLIN 002) from contractor’s plant for the third launch attempt while the 5 tankers are still being held for transfer support. If needed, contractor shall support an LH2 transfer test to demonstrate capability and refine transfer timeline ahead of launch date. (Applies to KSC/CCAFS
CLIN 002)
