Statement of Work (SOW)

Operations Manager Transition to Operations Bridge

Background

NASA/Kennedy Space Center (KSC) is developing a fully functional command and control system for ground system operations, launch vehicle and spacecraft checkout, and launch processing using the Spaceport Command and Control System (SCCS)/Launch Control System (LCS). Each iterative software delivery will build on the capability developed in previous releases. Several additional deliveries are required to enable launch vehicle and spacecraft command and telemetry as well as performance optimization. The general configuration of the launch site includes multiple Ground Support Equipment (GSE) subsystems, the Space Launch System (SLS) booster vehicle, the Interim Cryogenic Propulsion Stage (ICPS) upper stage, Exploration Upper Stage (EUS) and the Orion spacecraft. The SCCS/LCS developed at KSC is based on an architecture that leverages the functionality and maturity provided by Commercial Off the Shelf (COTS) products and applications which interface with other components in the system. As NASA is preparing for upcoming missions, the end of life for one of the COTS software products versions, the Micro Focus Operations Manager for Linux, has approached and the vendor will no longer be supporting that version. This statement of work is to address the Micro Focus professional services and support that need to be provided as LCS upgrades this COTS SW product to the new version.

Requirements

The contractor shall provide an Information Systems Architect and Technical Consultant with experience working with NASA KSC SCCS/LCS to transition from Entco Government Software LCC Operations Manager for Linux (OML) to the newer Operations Manager i (OMi) tool.

Both of these labor categories need 10+ years of experience working with the MFGS software on NASA KSC LCC to ensure LCS schedules are met. LCS needs senior experienced persons with in-depth knowledge on these products and who can work directly with the Entco to make any changes as needed (as they are the owners of the products) to maintain our project milestones.

LCS is on the critical path to the Launch of EM-1 in June of 2020. The Info Systems Architect shall function as the technical lead and project manager and shall ensure all requirements are qualified and satisfied. The Technical consultant shall function as the technical integration lead and provide day-to-day guidance to NASA technical resources, mentoring resources on the use of the new OMI solution. Entco shall participate and contribute at selected meetings and reviews as necessary for the completion of tasks. Both the Info Systems Architect and Technical Consultant providing on-site support shall complete the required badging protocols to obtain the appropriate clearances for working in restricted KSC locations. Both shall sign a Non-Disclosure Agreement (NDA) to view Sensitive But Unclassified (SBU) and Limited Rights material.

Additionally, both must be certified to handle ITAR/EAR data.

Tasks

The contractor shall provide engineering solutions and support services to transition the current Entco Operations Manager for Linux (OML) to the newer Operations Manager i (OMi) tool.

The contractor shall:

1. Work with NASA LCS Project Manager and Software Architecture teams to review the LCS Infrastructure and environment.

2. Work with NASA LCS Leadership team and development team to align requirements to solution best practices to define high-level requirements necessary to frame the project’s guidelines and directions.

3. Provide architecture transition guidance from OML and OMi.

4. Provide integration considerations and criteria, which includes providing technical guidance for transitioning C++ to Rest API.

5. Provide inputs to the project milestones identifying potential risks early allowing mitigation to occur before impacting project progress.

6. Provide Entco Government Software LCC best practice guidance during solution implementation.

7. Assist with timely resolution of technical or solution obstacles related to Entco tools.

8. Provide both on-site and remote consulting to ensure project’s success, including on-site presence during major integration events.

9. Work remotely at the following Entco Government Software LCC locations: Rockville, MD as deemed necessary.

10. Submit a schedule to the LCS Project Manager that depicts all tasks that need to be worked to accomplish this upgrade.

11. Submit a monthly report indicating work performed during that month including any issues, concerns, and status on outstanding actions or issues. The report will be submitted in MS Word document and shall include the following format as an example:

a. Work performed this period

b. Schedule burndown (format to be worked with the LCS PM)

c. Plans for the next reporting period

d. Concerns/Issues/Challenges

e. Outstanding Action Items

NASA will:

Provide system-level architectural guidance, recommendations, and (if/when appropriate) work Entco Government Software LLC to develop and advance complete solutions

Period of Performance (POP)

December 2018 through June 2019

Project milestones to be supported during this period of performance either on-site or remotely as required are:

SCCS 6.0 Integration Events SCCS 6.0 Level 5 Testing SCCS 6.0 Verification testing

Travel

The contractor shall travel as required during the period of performance

Invoicing:

Contractor shall invoice monthly.
