Johnson Space Center (JSC) White Sands Test Facility (WSTF)

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)

For

WSTF 250 AREA CONTROL ROOM DESIGN

1. Federal Acquisition Regulation (FAR) 6.104-1(a)(1) – Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

This document is a justification for other than full and open competition prepared by National

Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) White Sands Test Facility (WSTF).

The procuring agency is the NASA and the contracting activity is Johnson Space Center (JSC) White Sands Test Facility (WSTF).

2. FAR 6.104-1(a)(2) – The nature and/or description of the action being approved:

This justification provides the rationale for contracting by other than full and open competition to award a sole-source Purchase Order (PO) to Wright & Dalbin Architects, Inc. (WDA) for architectural-engineering (A-E) services for the design of a new 250 Area Control Room at the

WSTF.

3. FAR 6.104-1(a)(3) – A description of the supplies or services required, to meet the Agency’s needs (including the estimated value):

This PO will provide the architectural and engineering services required to design the new facility for the 250 Area test capability at the WSTF. The total value of this PO is estimated at $456,523. The delivery date for the design plan will be no later than March 31, 2026 with post design consulting services through January 31, 2027.

The comprehensive architectural, engineering, and surveying design is required to build a new, modern 2,000 square foot building to replace the existing inadequate control room. The design shall be completed and stamped by the appropriate professional engineer or architect. The design shall be consistent with the concepts developed in the Preliminary Engineering Report (PER) by WDA dated September 30, 2024. The design requirement will address critical human health and safety concerns for area personnel which provides a resilient, energy efficient facility that has adequate shelter in place, room for test operations/customers, and bathrooms that are lacking in the existing control room. The project will connect new/existing controls and instrumentation to a new control console within the new building.

The control room provides mission support to testing systems for Flight Acceptance Standard Test- (FAST), oxygen compatibility analysis, flammability analysis, particle impact testing, and high-pressure gas testing including hydrogen. WSTF conducts materials and component tests with oxygen in both gaseous and liquid states. Gaseous oxygen tests may be conducted at pressures up to 10,000 psi and at flow rates up to 2.5 pounds per second. Tests are conducted to determine compatibility with oxygen to enhance safe use or to determine life cycle issues

Rev.:10/2025 including acceptance test and qualification of flight hardware. In addition, testing related to the evaluation of materials, components, and systems for developmental, qualification and acceptance testing under conditions reminiscent of spacecraft environments is performed.

The primary users of the future facility will include numerous NASA mission directorates, programs, and projects as follows: developers of space craft environmental control and life support systems, propulsion system component designers, investigations of mission critical flight anomalies, and systems supporting fundamental space technology, safety, and operations.

4. FAR 6.104-1(a)(4) – An identification of the statutory authority permitting other than full and open competition:

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1(c)(2)(i), Only one responsible source and no other supplies or services will satisfy agency requirements without substantial duplication of cost to the Government.

5. FAR 6.104-1(a)(5) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

The rationale supporting the use of 10 U.S.C. 3204(a) as described below.

WDA is the only responsible source to complete this effort as this Contractor completed the original PER, as well as addendum #1 to the PER for New/Remodel of B250 Control Room. The Contractor has exclusive knowledge of the base data related to many elements of the Facilities Requirements Document including site work, civil engineering, electrical requirements, mechanical requirements, energy management requirements, controls and instrumentation, ancillary test area monitoring, physical security, and information technology. If the Government selected another source, the Government would have to pay approximately $185,000 to recreate aspects of this work that has already been obtained from WDA. This would be a duplication of cost to the Government as WDA has already been paid for the previous awards.

6. FAR 6.104-1(a)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by part 5 and, if not, which exception under part 5 applies:

A notice to the Government Point of Entry (GPE) website (Sam.gov) was published on September 30, 2025, in accordance with FAR part 5. This posting informed potential sources of NASA’s intent to award this sole-source contract to WDA. The results of this synopsis are summarized in Section 10 below.

7. FAR 6.104-1(a)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:

The contracting officer’s signature on this document indicates that the contracting officer has determined that the anticipated cost to the Government will be fair and reasonable. The contractor must be required to submit a proposal to be evaluated and negotiated by the

Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The proposal analysis will ensure that the final agreed-to price for the contract action is fair and reasonable. Proposed pricing for this acquisition will be determined fair and reasonable through comparison of the proposed pricing to an Independent Government Estimate (IGE) completed by the technical team.

8. FAR 6.104-1(a)(8) – Description of the market research conducted, and the results, or a statement of the reason market research was not conducted (e.g., urgent, and compelling requirement):

In an effort to determine potential capable vendors, multiple market research methods were conducted. For the predecessor acquisition, the TEST2 contractor at WSTF conducted market research in 2019 to obtain the services of WDA by conducting a qualification-based selection of Architect-Engineer Contractors to establish a blanket agreement. Award was then made to WDA under this established blanket agreement.

For this acquisition and the previous acquisitions for the PER, a search was conducted online to identify companies in the local area that could possibly perform this effort. A total of four companies, including WDA, were identified and appear to have the resources to perform this work. However, utilizing these companies for this effort is not a feasible alternative for the reasons listed above in Section 5.

9. FAR 6.104-1(a)(9) – Any other facts supporting the use of other than full and open competition:

None.

10. FAR 6.104-1(a)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:

A notice of NASA’s intent to award this sole-source action was synopsized on the GPE website (Sam.gov) per FAR part 5 (See Section 6 above). The synopsis was posted on September 30, 2025 and closed on October 8, 2025. One company, Studio A International, LLC, responded via email, and provided their capabilities statement in effort to solicit for future opportunities. They acknowledged the Governments intent to sole source to WD. This email is saved to the file.

11. FAR 6.104-1(a)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
