About this file

This document is a Questions and Answers (Q&A) record from the CAMS V Industry Day, containing 46 questions received through March 16, 2026, regarding NASA's Calibration and Metrology Services (CAMS) V contract opportunity.

The contemplated CAMS V contract will be a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with 100% task order coverage, meaning all requirements—including outsourcing work—will be issued on FFP task orders. The contract is anticipated to be similar to CAMS IV in scope and duration and will involve calibration services at NASA's Johnson Space Center Metrology and Calibration Laboratory (MSCL) in Houston, Texas. Key operational areas include reducing out-of-tolerance (OOT) closure times via MONRS, managing overdue Measuring and Test Equipment (MTEs), addressing aging standards, and maintaining ISO/IEC 17025:2017 accreditation, which expires October 28, 2026. The successful contractor will be responsible for obtaining new accreditation from the ANSI National Accreditation Board (ANAB) upon contract award, as the current accreditation is non-transferable. A technical library containing historical labor rates and NASA IT policy requirements will be available on SAM.gov and the CAMS V website. The Government's acquisition strategy and evaluation criteria remain under development pending the Draft Request for Proposal (DRFP) release. Small Business Set Aside status, final contract type, and pre-proposal conference scheduling have not been finalized and will be confirmed in the formal RFP. Preliminary schedule and phase-in timeline information is referenced in Industry Day charts and the CAMS V website, with final details to be provided in the RFP.

No. Question Answer 1 Please explain the chart provided in the industry day briefing that showed a listing of calibrations ("Activity Since Fiscal Year 21 ") by year. ln 2025 the MSCL did over 15,000 calibrations and the chart shows 11 ,499.

The chart reflects the Government's calculations of calibrations performed.

2 Will the bidders still be required to pay for all outsourcing required on the contract from the fixed price of the contract?

As stated in the Industry Day Charts, the contemplated future contract is a Firm Fixed Price contract type with a 100% Indefinite Delivery Indefinite Quantity (IDIQ). This means that all requirements would be issued on an FFP task order that would cover all outsourcing work.

3 Several old standards are becoming non-supportable and limited in measurement capability. Some new customer equipment exceeds the capability of the lab to properly calibrate the equipment, requiring outsourcing. Will NASA provide a CLIN for the funding of new and upgraded standards?

If new and upgraded standards become a formal requirement, it would be included on an issued task order.

4 The new WD (2026) for the CAMS V contract will probably be in late June or July. Will it be incorporated in the CAMS V contract?

The relevant Wage Determination will be incorporated into the resulting contract at the appropriate time.

5 Please verify the expected Phase-in Period and Contract Award date.

Please refer to chart #16 of the Industry Day charts and or the CAMS V website. Please note this is only contemplated and will be finalized during the formal Request for Proposal (RFP).

6 When will the website with the tech library be made available? The tech library will be forthcoming and available on the CAMS V website and on SAM.gov.

7 A pre-proposal conference was conducted for one of the previous CAMS iterations. Will one be conducted for CAMS V?

If a pre-proposal conference is conducted, it will be announced on SAM.gov

8 Will wages and or other cost data be provided? A range of historical labor rates will be provided in the tech library.

9 May an interested party submit a capability statement even though the window has passed for the Sources Sought notice?

Yes, an interest party is free to submit a capability statement at any time.

10 Will CAMS V be similar to CAMS IV? As stated in the Industry Day Charts, CAMS V is anticipated to be similar to CAMS IV in terms of contract scope and duration.

11 Will CAMS V be a Small Business Set Aside? As the Government's acqusition strategy is currently not approved, this will not be finalized until the formal RFP is issued.

12 Will contract type be clear in the DRFP? At this time, the Government intends to provide the anticipated contract type in the DRFP. However, the contract type will not be finalized until the final RFP is released.

13 Will the evaluation criteria be open to new offerors? The Government strives to increase competition to the maximum extent practicable. Interested parties are highly encouraged to submit suggestions regarding evaluation criteria for consideration.

Please note there will be an opportunity to ask questions and provide feedback once the DRFP has been issued.

14 What is the current schedule? Please refer to the Industry Day Charts and the CAMS V website for the preliminary dates.

15 Can the technical library be released early? The technical library will be released on SAM.gov.

CAMS V Industry Day Questions and Answers Questions received through 3/16/2026

16 Is the eventual contract awardee expected to grow the contract? It is not anticipated that this will be a reimbursable requirement and or a requirement to obtain new customers to utilize the MSCL.

17 Will you extend the current contract? If the current contract is extended, an update will be provided on the CAMS V website and on SAM.gov

18 The calibration laboratory at Wallops Island has closed, will any requirements be added to CAMS V as a result?

At this time, it is not contemplated any work from the calibration laboratory at Wallops Island will be added to CAMS V.

19 In reference to the ISO 17025 certification the government expressed the goal is to maintain the certification. Is the current certification transferrable to a new contractor? If transfer is not possible or feasible, is there a required transition period for a new contractor to obtain the certification?

The current ISO 17025 accreditation is not transferrable to a new contractor. Upon contract award, the awardee will be responsible for complying with a review and approval from the ANSI National Accreditation Board (ANAB). Please refer to the resources and contact information at https://anab.ansi.org for specific questions regarding the accreditation process. The current accreditation certificate for the MSCL can also be found on the ANAB website by doing a search under "Who is Accredited." Click on "laboratories" and then enter Houston, TX for the search critiera to locate the certificate.

20 What is the contract phase-in time? Please refer to the Industry Day Charts and the CAMS V website for the preliminary dates.

21 Will CAMS V be responsible for maintaining the Programmable Josephson Voltage System (PJVS) for the entire Agency?

The JSC MSCL has a role as the PJVS Custodian, which will be further clarified in the SOW in the forthcoming RFP.

22 Are there any other calibration standards that would be part of the CAMS V requirements?

As stated in the Industry Day Charts, CAMS V is anticipated to be similar to CAMS IV. Any new requirements pertaining to standards would be included in the final RFP.
