About this file

This Justification for Other than Full and Open Competition (JOFOC) document details NASA Johnson Space Center's requirement for the relocation of the Astromaterials Research and Exploration Science (ARES) Division Laboratories into the Building 31 Annex. The contract will be awarded to Accelerated Laboratory Logistics (ALL), a specialized laboratory moving services company, through a sole-source procurement under 10 U.S.C. 3204(a)(1) due to their unique capabilities in handling highly sensitive scientific equipment.

The project involves relocating eleven (11) sensitive and high-dollar scientific instruments, including Transmission Electron Microscopes, Nanoscale Secondary Ion Mass Spectrometers, Raman Spectrometers, and Gas Chromatography equipment, along with eight (8) clean rooms and associated equipment. NASA conducted market research from March 2023 to March 2024, during which six companies were contacted, but none demonstrated the capability to fully meet the specialized relocation requirements. ALL was selected based on their proven track record of moving similar laboratory equipment and their comprehensive service offering that includes move planning, coordination, inventory management, and controlled transportation of scientific assets.
