SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80JSC025R7003, for Simulation and Advanced Software Services II (SASS II)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC)’s Simulation and Advanced Software Services II (SASS II) draft solicitation. The principal purpose of this requirement is to provide specialized space-based robotics, avionics, vehicle, and graphics simulation services; flight software services; as well as research, development, and deployment of advanced software development services. These services are necessary to produce software systems, processes, and tools for a variety of end-users across the agency, including but not limited to the International Space Station (ISS), Orion, Gateway, and Artemis Programs, Flight Operations, and other advanced programs for exploration.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. Potential offerors should identify any unnecessary or inefficient requirements. Potential offerors are also encouraged to comment on any unique terms and conditions, the clarity of the Sample Task Order (STO) requirements and their ability to effectively estimate resources for each STO, and the Section M Evaluation Criteria.

NASA will conduct this acquisition as a total small business set aside. This competitive acquisition will result in a Single Award, 100% Indefinite Delivery Indefinite Quantity (IDIQ) with the ability to issue Cost-Plus Fixed-Fee (CPFF) and Firm-Fixed Price (FFP) task orders at the discretion of the Government. The contract will have an effective ordering period of 5 years from October 1, 2025, to September 30, 2030, with no additional option periods. The North American Industry Classification System (NAICS) code for this acquisition is 541511: Custom Computer Programming Services. The small business size standard is $34 million.

The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).

The current planned release date for the Final Request for Proposal (RFP) is on or about February 10, 2025, with proposals being due approximately 30 calendar days later.

The anticipated contract award date is August 18, 2025, with an October 1, 2025 contract effective date. The contract will be performed onsite at NASA JSC and offsite at the Contractor’s facilities or TDY location as specified in the Task Order.

The following additional information is provided to assist in understanding this acquisition:

1. A 30-day phase-in period will be conducted as Firm Fixed Price.

2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance.

3. After release of the final RFP, the SASS II Pre-proposal Conference is anticipated to be held on February 18, 2025. The notice will be posted on www.SAM.gov and the acquisition website noted below:

4. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to NFS 1852.237- 72 Access to Sensitive Information, NFS 1852.237-73 Release of Sensitive Information, for a description of the potential conflict(s) and any contract compliance. DRD-010 OCI Plan is due with proposal and will be evaluated as part of Responsibility Considerations.

5. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery – Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s

EFSS Box. Offerors are encouraged to coordinate the submission of a test file with Yushu Mao, Contract Specialist no less than 5 days in advance of the date and time specified for proposal submission in order to allow time to work through any submission issues.

6. The SASS II electronic Technical Library, containing applicable documents and information regarding this procurement, is available at the Governmentwide Point of Entry (GPE) website at www.SAM.gov. To gain access to the Technical Library you must complete the 2-step verification process as instructed in SAM.gov. You will be required to request access by returning a completed SASS II Technical Library Request Form to the Contracting Officer and Contract Specialist. Emails regarding the access to the Technical Library shall include “SASS II Technical Library” in the subject line.

7. NASA anticipates that all deliverables will need to conform to advances in law, regulation, and policy regarding the use of Artificial Intelligence (AI) and Machine Learning (ML). In the event that such advances impact contract deliverables, Task Orders may be issued or revised to ensure that impacted contract deliverables are updated and resubmitted to comply with changes to law, regulation, and policy. The Contractor may be required to update and resubmit a prior deliverable to ensure compliance with current law, regulation, and/or policy.

At NASA’s discretion, the Contractor may alternately be afforded the opportunity to provide an explanation proving that a previously submitted deliverable complies with the updated law, regulation, and/or policy. Two Office of Management and Budget (OMB) Memoranda are included in the Technical Library for awareness:

OMB Memorandum M-24-10, Advancing Governance, Innovation, and Risk Management for Agency Use of Artificial Intelligence, directs agencies to improve their capacity for the responsible acquisition of AI. It contains new requirements and guidance for agencies on establishing meaningful cross-functional and interagency collaboration to reflect new AI responsibilities, managing AI risk and performance, and promoting a competitive AI market with innovative acquisition.

OMB Memorandum M-24-18, Advancing the Responsible Acquisition of Artificial Intelligence in Government, builds on previous efforts to harness the power and utility of AI in service of agency missions while protecting the public from potential risks or harms. This memo requires agencies to create or update acquisition policies, procedures, and practices to reflect new responsibilities and governance for AI, as established by OMB Memorandum M-24-10.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF), except the Microsoft Excel documents.

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA JSC to pay any proposal preparation costs, nor does it obligate NASA JSC to procure or contract for this requirement. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Any comments regarding the DRFP should be submitted electronically in writing, to Yushu Mao, Contract Specialist, at yushu.mao@nasa.gov and Carlos Roman, Contracting Officer, at carlos.roman@nasa.gov, by January 17, 2025. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted response to the GPE if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).

B.3 CONTRACT TYPE

The contract type for the SASS II effort is an Indefinite Delivery Indefinite Quantity (IDIQ), with the capability to issue Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Priced (FFP) Task Orders. The Government may issue Task Orders as either CPFF or FFP as applicable and appropriate throughout the life of the contract.

The phase-in effort will be Firm-Fixed Price (FFP).

B.4 CONTRACT VALUE

The contract value will be periodically and unilaterally updated as IDIQ task orders are issued/amended. During the intervals between periodic updates of this clause, there may be some discrepancy with the total amount for the IDIQ task orders issued/amended and values shown in this clause. Actual total contract value is the sum of phase-in price plus the total value of all task orders issued/amended (FFP and CPFF).

B.5 FULLY BURDENED RATE TABLE FOR PRICING TASK ORDERS

The purpose of this clause is to set forth the fully burden labor rates to be utilized in the subsequent negotiation of IDIQ task orders/delivery orders in accordance with Clause I.11, Task Ordering Procedure (NFS 1852.216-80).

The Government may order IDIQ services at any time after contract start, in accordance with the procedures set forth in this contract. The following tables are contractor team composite fully burdened labor rates and are either, exclusive of fee (Table B.5a) or inclusive of profit (Table B.5b). Both tables include a weighted mixture of fully burdened labor rates for the prime contractor and all subcontractors. The contractor shall utilize the rates shown in the following tables for estimating cost of individual Task Orders based on whether the Government issues the individual Task Orders as CPFF or FFP.

Rates used for the pricing of CPFF IDIQ Task Orders shall not exceed the negotiated rates established in the Fully Burdened Rate Table B.5a shown below. Further, the fixed fee rate proposed or negotiated and applied to the estimated cost of individual CPFF Task Orders shall not exceed the Not-To-Exceed (NTE) fee rate percentage identified in Table B.5a.

Under no circumstances shall the rates used to price out task/delivery orders exceed the agreed upon rates in the Labor Rate Tables.

Rates used for the pricing of FFP IDIQ Task Orders shall not exceed the negotiated the rates established in the Fully Burdened Rate Table B.5b shown below. Further, since rates include profit, no further fee or profit shall be proposed or negotiated.

The parties agree that the fully burdened labor rates established below shall not be subject to any equitable adjustment (upwards or downwards), regardless of actual rates incurred during contract performance, except for changes to statutory or Executive Order requirements under the Service Contract Labor Standards in FAR 22.10. Any such changes required under FAR

22.10 will be applicable to FFP Task Orders only.

In accordance with FAR 52.216-22, Indefinite Quantity, the contract guaranteed minimum amount* to be ordered under this contract is $50,000 and the contract Not to Exceed (NTE) amount* which may be ordered under this contract is $150,000,000. The Government is not obligated to order more than the minimum specified but may order up to the NTE amount.

The Contractor is obligated to fulfill orders issued, up to the NTE amount within the limits specified in FAR 52.216-19 Order Limitations.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

1.0 INTRODUCTION

This statement of work describes the effort necessary to provide simulation services in the areas of robotics; biomechanics; graphics; and vehicle Guidance, Navigation, and Control (GN&C).

This statement of work also describes the effort to provide advanced software services in the areas of vehicle flight software, advanced software development technology, advanced human-computer interaction, and advanced collaborative engineering and process automation. These simulation and advanced software services support the NASA Lyndon B. Johnson Space Center (JSC), Engineering Directorate’s Software, Robotics, and Simulation Division (SRSD), other NASA users, and external customers for both ground and space flight applications. This effort includes providing engineering and training simulation support as well as advanced software services support for, but not limited to, International Space Station (ISS) Program, Orion Program, Commercial Crew Program, and Artemis programs such as Human Landing System (HLS), Gateway, and Extravehicular Activity (EVA) & Human Surface Mobility (HSM) Program (EHP). The planned use for any deliverables developed using Artificial Intelligence (AI) and/or Machine Learning (ML) may be rights-impacting or safety-impacting. The contractor is not required to be Capability Maturity Model Integrated (CMMI) certified. However, the contractor shall follow the CMMI software development processes for projects as defined in task orders. As used throughout this section, the term “software” is inclusive of software and firmware. For the definition of technical terms used in the Statement of Work (SOW), please see Attachment J-4, Definitions.

2.0 MANAGEMENT

2.1 CONTRACT MANAGEMENT

The contractor shall implement management functions as defined in Data Requirements Description (DRD)-01, Contract Management Plan, to ensure that all work activities are accomplished in accordance with contract requirements and clauses. The contractor shall provide management functions and processes to ensure that all engineering design, development, and test activities defined in task orders are accomplished in accordance with the highest engineering standards. The contractor shall implement: DRD-02, Staffing and Critical Skills Plan; DRD-03, Phase-In Plan; DRD-10, Organizational Conflicts of Interest (OCI) Plan; DRD-11, Re-procurement Incumbent Compensation Data Package; DRD-12, Quarterly Status Reports; DRD- 13, Contractor Financial Management Reports (NF 533); DRD-14, The NASA Advisory and GIDEP Problem Data Sharing and Utilization Program Documentation and Reporting; DRD-15, Diversity, Equity, Inclusion, and Accessibility (DEIA) Plan; DRD-16; Supply Chain Visibility (SCV) Reporting; DRD-17, Financial Reporting Contractor-Held Property; DRD-18, Reports Required for Logistics; and DRD-19 Environmental Compliance Reports.

2.2 INFORMATION MANAGEMENT

The contractor shall implement: DRD-04, Information Technology (IT) Capital Planning and Investment Control (CPIC); DRD-05, Security Requirements for Unclassified IT Resources;

DRD-07, Data and Records Management Plan; and DRD-08, Government Property Management Plan (PMP). Property Management includes the efforts to manage the use, maintenance, repair, protection, and preservation of Government personal property, including initiating and maintaining the processes, systems, procedures, records, and methodologies necessary for effective and efficient control of government property.

The Government will provide the end user devices needed in the performance of this contract through NASA's mandatory End User Device contract, as identified in NFS Appendix A.102-2.

2.3 SAFETY AND HEALTH MANAGEMENT

The contractor shall perform tasks to ensure the protection of personnel, property, equipment, and the environment in contractor products and activities generated in support of institutional and spaceflight program objectives. To ensure compliance with pertinent NASA policies, requirements, federal, state, and local regulations for safety, health, environmental protection, and fire protection, the contractor shall develop and implement a safety and health plan in accordance with DRD-15, Safety and Health Plan. JPR 1700.1, JSC Safety and Health Requirements, provides detailed requirements and instructions regarding safety and health procedures and policies at JSC and is incorporated by reference into all JSC contracts when performance is on site at a JSC facility. It can be viewed at http://jschandbook.jsc.nasa.gov .

2.4 IT Purchase Authorization

The contractor shall ensure all IT products and services direct charged to the contract are approved through the OCIO’s Commercial IT Request (CITR) Application. This includes, but is not limited to, FITARA, Supply Chain Risk Management (SCRM), IPv6, and 508 compliance.

No purchases of commercial IT products or services should be made prior to coordination and approval by the OCIO. Contractor shall report purchases monthly utilizing DRD-06, Commercial IT Authorization Report (CITAR).

This contract shall only be used to purchase software, software maintenance, hardware, or hardware maintenance necessary for the performance of this contract. NASA shall own the license(s) or subscriptions for any software or applications purchased. All hardware shall be titled to NASA.

2.5 Section 508 Conformance

The contractor shall ensure that all products, platforms, services, and communications delivered as part of this work statement that are Information and Communication Technology (ICT) or contain ICT, conform to the Revised Section 508 of the Rehabilitation Act Standards, 36 C.F.R.

§ 1194.1 & Apps. A, C & D. The Standards may be found at https://www.access-board.gov/ict/.

2.6 Records Management

The Contractor shall maintain all records created for Government use or created in the course of performing the contract and/or delivered to, or under the legal control of the Government and

C-3 must be managed in accordance with Federal law, including but not limited to, the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), NARA regulations at 36 CFR Chapter XII Subchapter B, as well as NASA records policies (NPD 1440.6, NASA Records Management Program, and NPR 1441.1, NASA Records Management Program Requirements).

The Contractor shall ensure that NASA-owned/Contractor-held records are segregated from contractor-owned records and from non-record materials and report holdings of NASA records.

The Contractor shall immediately notify the Contracting Officer and NASA Records Officer upon discovery of any inadvertent or unauthorized removal, defacing, alteration, or destruction of Federal records. Destruction of Federal Records is EXPRESSLY PROHIBITED unless in accordance with records retention schedules or as directed by the Contracting Officer.

All Contractor employees assigned to this contract who create, work with, or otherwise handle Federal Records are required to complete mandatory NASA- provided records management training. The Contractor shall ensure that training has been completed according to agency policies, including initial training and any required annual or refresher training.

The Contractor shall incorporate the substance of this clause, its terms and requirements including this paragraph, in all subcontracts under this contract, and require written subcontractor acknowledgment of same.

3.0 SIMULATION SERVICES OVERVIEW

The purpose of this section is to provide the overview of requirements for simulation model development, integration, verification, validation, analysis, documentation, maintenance, and troubleshooting support of Trick-based non-real-time (NRT) and real-time (RT) human-in-the-loop (HITL) simulations including, but not limited to:

• Space-based robotic systems and biomechanical simulation models

• Space-based vehicle models, including space-based surface vehicle simulation models

• Astronomical object surface interaction of space-based vehicles

• Graphics support for simulation visualization & engineering analysis

The primary purpose of these simulations is to address engineering analysis, operations, and training requirements. The Contractor shall have knowledge of and utilize the Trick Simulation Environment, space-based robotics, OpenSim biomechanics with countermeasure devices, vehicle GN&C and flight software emulation, and astronomical object surface interaction of space-based vehicles.

The contractor shall use the following software including but not limited to: Engineering Dynamic Onboard Ubiquitous Graphics (DOUG) Graphics for Exploration (EDGE), Digital Lunar Exploration Sites (DLES) Unreal Simulation Tool (DUST), and NASA Virtual Exploration Rendered Simulation Environment (NVERSE) and associated graphics technologies to support NASA’s RT HITL simulations.

3.1 ROBOTICS AND BIOMECHANICS SIMULATION SERVICES

The contractor shall provide simulation development, integration, verification, validation, analysis, documentation, maintenance, and troubleshooting support for the space-based robotic systems and biomechanical simulation model efforts which include but are not limited to:

• Computationally efficient articulated rigid multibody dynamics (include rigid and flexible bodies as well as interbody joint friction)

• Seamless integrated multibody/orbital dynamics for robotics operations in the orbital setting

• Hard-surface contact dynamics modeling for mechanical interactions such as payload berthing mechanism interfaces or end-effector to grapple fixture interfaces needed for payload/vehicle capture and release

• Dynamic state transition management to account for operations such as payload capture/releases, payload or vehicle berthing/unberthing, and handoff (manipulator to manipulator or manipulator to fixed structure)

• High fidelity human musculoskeletal and electromechanical systems modeling for integrated human-system assessments both in ground facility and reduced gravity settings, including support for data collection

The contractor shall provide maintenance and upgrade of simulations to meet engineering analysis, operations, and training customer requirements, as well as the capability to resolve verification and validation issues related to supporting space-based robotic systems in support of including, but not limited to ISS and Gateway operations, as well as other Artemis programs and projects. The contractor shall enhance and maintain the Digital Astronaut Simulation (DAS) architecture to support related engineering analysis for existing and future countermeasures concepts or prototype devices. The contractor shall incorporate miscellaneous models (e.g., contact dynamics, mechanical systems, or vehicle flight control) from organizations external to SRSD into robotics and biomechanical simulations as required in task orders.

3.2 SPACE-BASED VEHICLE MODELING SIMULATION SERVICES

The contractor shall provide simulation development, integration, verification, validation, analysis, documentation, maintenance, and troubleshooting support for space-based vehicles, including space-based surface vehicle, modeling simulation efforts. These contractor tasks shall include but are not limited to:

• High fidelity orbital dynamics and natural environment modeling (e.g., JSC Engineering Orbital Dynamics (JEOD))

• Combined orbital body/multibody dynamics modeling for integrated vehicle with articulated body operational scenarios (e.g., rotating solar arrays, surface vehicle suspension)

• Vehicle GN&C modeling, including appropriate level of detail for flight controls/flight software, hardware sensors, and effectors for RPODU, DDL, and ascent/abort

• Docking mechanism and contact dynamics modeling for programmatic systems including but not limited to the NASA Docking System

The contractor shall provide maintenance and upgrade of simulations to meet engineering analysis, operations, and training customer requirements, as well as the capability to resolve verification and validation issues related to supporting space-based vehicle simulation models.
