L-30, L-31 Subfactor 2 - TA1 - Basis of Estimate (BOE) states the Offeror shall explain the BOE for all hours proposed in Attachment L-07, Technical Resources Summary Templates (TRST), by including sufficient narrative discussion to substantiate the Offeror's proposed resourced are realistic to support the technical & management approach.

Section L.20(a)(2) requires, “Offerors and Major Subcontractors shall comply with the instructions in this section and those on the Attachment L- 02 – Cost/Price Forms. Offerors and Major Subcontractors shall include sufficient detail to support and explain all costs proposed (i.e., Bases of Estimate (BOEs)), giving figures and a narrative explanation”.

Therefore, is it correct to assume the Government requires BOEs to be submitted in Volume III Cost/Price as well as in support of Subfactor 2 –

TA1?

Per L.18.2(e) (H), the resource details shall be submitted in Volume I, Attachment L-07, TRST. BOEs do not need to be resubmitted in Volume III, but Attachment L-02 Cost/Price Forms shall reconcile with BOE submitted in Volume 1.

Attachment L-02.1 Instructions for Tab 10. Rates & Factors Info - Fee and Overhead Determination Instructions: “The Offeror shall use the drop down boxes in order to select which overheads applied to the different cost elements list”; Tab 12. Contract Labor Cost - “This template is required from the Prime Offeror only. The Offeror shall fill in all applicable Green Cells and use the Drop Down Lists when necessary”; and, Tab 13. Contract SubK Labor Cost: “This template is required from the Prime Offeror only. The Offeror shall fill in all applicable Green Cells and use the Drop Down Lists when necessary.” contain references to drop downs yet there are no apparent drop downs. Please clarify what is meant by the referenced drop downs?

Instructions in Cost/Price Form have been updated with the release of Amendment 1.

Attachment L-02.1 The pricing tabs for Phase-in, WBS 1.0, 2.0, 3.0, 4.0 and 5.0 require labor rates and a list of indirect rates while the labor rates tab requires the development of FBLR through fee. Is it correct to assume the labor rates required on the pricing tabs should be the direct labor rate from the labor rate tab?

Proposed rates are Direct Labor Rates. Column headers in the Cost/Price Form have been updated for clarification with the release of Amendment 1.

Attachment L-02.2 Is it correct to assume the fully burdened labor rates (FBLR) provided on the IDIQ Rate Schedule tab in Attachment L-02.2 is to exclude profit? Yes, the FBLR in the "IDIQ Rate Schedule" tab excludes profit/fee.

Attachment L-02.2 Is it correct to assume the fully burdened labor rates (FBLR) provided on the IDIQ tab in Attachment L-02.2 is to include all applicable burdens that are listed in Indirect Rates Section rows 38 thru 46 exclusive of profit?

Yes, the Fully Burdened rates shall be consistent with the rates in Section B of the RFP.

Attachment L-02.2 Since the fully burdened labor rates (FBLR) provided on the IDIQ tab in Attachment L-02.2 is to include all applicable burdens, what is the offeror required to do with the burdens contained in the Indirect Rates section (rows 38 thru 46)?

The burdens are for "Specified Non-labor" resources provided in the worksheet. Instructions in Cost/Price Form have been updated with the release of Amendment 1.

Attachment L-02.2 Since the IDIQ tab in Attachment L-02.2 indicates -0- hours for subcontractors, is it correct to assume the FBLRs provided on IDIQ Rate Schedule tab should exclude subcontractors?

The Subcontractor Cost line is for non-labor resources. Instructions in Cost/Price Form have been updated with the release of Amendment 1.

Attachment L-02.1 If the IDIQ Rate Schedule is to include all major subcontractors, what is the purpose of row 36 on the IDIQ tab titled subcontractor cost (Fully burdened)?

The Subcontractor Cost line is for non-labor resources only and has been updated with a "Specified Non-labor cost" with the release of Amendment 1.

Attachment L-02.2 Since the IDIQ tab in Attachment L-02.2 provides estimated hours by labor category and the FBLRs provided on IDIQ Rate Schedule tab include FBLR for straight time, overtime and double time, is it correct to assume the estimated hours provided on the IDIQ tab are straight time hours?

Yes, that is correct. Instructions in Cost/Price Form have been updated with the release of Amendment 1.

Attachment L-02.2 If the Offeror has more than one internal labor category that maps to the SLC provided by the Government, is it correct to assume the Offeror should

10 list all the applicable internal labor categories showing the calculation used to derive at the proposed composite FBLR?

Yes, that is correct.

L.20(c)(2)(i) L-31 Indirect Rates - instructs Offerors who do not have a Forward Pricing rate Agreement (FPRA) shall provide the basis of the proposed indirect rates shall provide the basis for the indirect rates proposed, including three years of historical indirect rate data.

Will the Government accept an Offeror’s Forward Pricing Rate Recommendation (FPRR) and/or Forward Pricing Rate Proposal (FPRP) as the basis for proposed direct and indirect rates in lieu of submitting Attachment L-02.1 Tabs 14-16 (Fringe, Overhead and G&A Rate Build-up)?

The Offeror shall provide the basis for the indirect rates proposed if an FPRA, FPRR, or FPRP is not in effect. Section L.20(c)(2)(i) has been revised with the release of Amendment 1 to clarify this.

Can the Government clarify if Attachments L-02.1 and L-02.2 are to provide Overtime FBLR and Double time FBLR required for every labor category proposed, or only those labor categories that are eligible for overtime and/or double time?

Only those labor categories that are eligible for overtime and/or double time.

Is it correct to assume the “rate” columns on Tabs 5 through 9 which contains the WBS pricing applies to the Direct Rate columns on tab 11 Labor Rates tab?

Attachment L-02.1 and L-02.2

Please clarify the difference between Attachment L-02.1 Tab 17 and Attachment L-02.2. Is the requirement for the Prime offeror differ from the requirement for subcontractors. If so, please detail the difference.

Attachment L-02.2 is used to evaluate the IDIQ portion of the contract. It is required from the Prime only. Attachment L-02.1 is used to evaluate the Core portion of the contract. Some of the worksheets within Attachment L-

02.1 are required from the Prime only while some are required from the Prime, Major Subcontractors and/or Minor Subcontractors

Can the Government confirm that the distribution of labor resources in Attachment L-07, which is to be consistent with the resources in Attachment L-02.1, excludes Phase-In, and will, therefore not be consistent by the omission of Phase-In hours?

Correct. Attachment L-07 TRST excludes Phase-in. Clarification has been added to the TRST instructions with release of Amendment 1.

Attachment L-02.2 In Attachment L-02.1, can the Government clarify where the Offeror should enter cost for Phase-In Part 2? Phase-In Part 2 has been identified to overlap the Base Period Year 2 (Aug 2025 - Sep 2025).

L.19(i) L-28, L-29 If the Prime Offeror is using a subcontractor’s contract as a past performance reference, does the Prime Offeror have to include the Environmental, Safety and Health Data listed in L.19(i) for the subcontractor’s referenced past performance contract only, or is it required for all of the subcontractor’s contracts performed within the past five years?

Per Section L.19(i) the same information shall be provided for each company proposed. The information shall be provided for all work performed during the past five years.

L.19(i) L-28, L-29 L.19(i) states, “If a joint venture or prime-subcontractor relationship is proposed, the same information shall be provided for each company proposed.” Does the requirement to provide the data specified in L.19(i) apply to major subcontractors only, or does this requirement apply to every subcontractor named in the proposal, including potential minor subcontractors?

The requirement applies to the prime and major subcontractors only.

C. Statement of Work

C-19 - C-21 The SOW section numbering in the SOW table of contents is inconsistent with the actual numbering contained in the SOW. The section numbering starts 1.1 through 1.6, and then starts over at 1.1 CERTIFICATION OF FLIGHT READINESS. This section is numbered 1.7 in the SOW table of contents. This repeated section numbers continue through SOW Section

1.5 SECURITY CLASSIFICATION REQUIREMENTS which is numbered 1.11 in the SOW table of contents.

Could the Government confirm Offerors are to use the table of contents numbering?

SOW Section 1 numbering will be corrected with the release of Amendment 1 to the solicitation.

Section L Proposal

Instructions L.18 Will the Government be providing incumbent rates for all labor categories?

Incumbent rates are included in the Technical Library with the release of Amendment 1.

L-18 L-17, L-20, L-22 L.18.d and L.18.2 - (d) and (e)G, incorrectly references CMC-PR-06 as the DRD for Innovations and Efficiencies Plan. The correct DRD to reference appears to be CMC-PR-09. Can this be clarified?

Section L has been corrected to reference DRD CMC-PR-09 for the Innovations and Efficiencies Plan with the release of Amendment 1 to the solicitation.

L-18 L-17-L-22

Possible typo. DRD CMC-PR-06 is included in multiple places under Section L-18 as the DRD for Innovations and efficiencies. CMC-PR-06 is the Small Business Subcontracting Plan and Reports and CMC-PR-09 is the Innovations and Efficiencies Plan per Attachment J-8, Contract Data Requirements List and Data Description Requirements.

Cost Volume Attachment L-02.2

Tab: IDIQ Rate Schedule

The title of the IDIQ Rate Schedule tab indicates the rates are only for IDIQ;

however, Section B.11 states the rates apply to IDIQ, Underlimit Changes, and Contract Modification. Please clarify how these rates will be used as part of the contract.

The contractor shall fill in Fully Burdened Labor Rates (FBLR) (excluding fee) in the spreadsheet and ensure they are consistent with rates in Section B.11, Table B.11-1: Fully Burdened Rate Table. The title and instructions for the Tab have been updated to clarify the rates apply to IDIQ, Underlimit, and Contract Modifications.
