About this file
This document is a set of Questions and Answers (Q&A) related to a Request for Quotation (RFQ) for the procurement of one pre-cast, post-tensioned concrete transportable building for use as a battery testing control room at the NASA Johnson Space Center in Houston, Texas.
The key details are: The RFQ is for a pre-cast, post-tensioned concrete transportable building with a required delivery within 45 days after receipt of order. Offers are due by March 25, 2024 and will be evaluated based on lowest price technically acceptable criteria. This is a small business set-aside acquisition with NAICS codes 327390 and 238120. The RFQ provides clarification on design requirements such as wall thickness, insulation, and roof details based on questions received. It also notes that some requirements like crane placement distance have been updated in a revised Statement of Work.

80JSC024QA008 – RFQ QUESTIONS AND ANSWERS
PRE-CAST PREFABRICATED CONCRETE BUILDINGS TO B354P
General Contract Requirements:
Question 1. Is there a cost estimate, budget or ballpark figure for the project listed?
A1. Selection will be based on lowest price technically acceptable source selection process.
Question 2. Is there an actual start date for the project?
A2. There is not a hard start date. The start date will be upon Notification of Award, or After Receipt of Order (ARO). Estimated Award timeframe is April 2024.
Section 1.04 Design Requirements:
Question 3. Interior: 13’-6”x 39’-6” (or determined by TNT equivalency requirement). What does determined by TNT equivalency requirement mean?
A3. Please see revised Statement of Work
Question 4. The dimensions given in the specification is for 3” thick concrete wall panels. Our wall panel minimum thickness is 4”. Is this an acceptable replacement?
A4. Yes. Please see revised Statement of Work
Question 5. A 4” wall panel is not insulated and has no R-value. 6.5” thick walls are insulated, sandwich panels. Do you want the building to have 4” thick, un-insulated walls, or 6.5” thick, insulated walls?
A5. If the 4”, uninsulated wall is acceptable.
Question 6. The detail shown in the drawings (SOW) show 9’ wall panels. Do you want the wall height to be 9’ or 14’?
A6. The wall height should be 14’. See revised Statement of Work
Question 7. Roof: Calls for integral architectural ribbed edge.
Only standard EASI-SET buildings will have an architectural ribbed edge. This custom size building will not have a roof with a ribbed edge. Yes.
A7. Yes, the standard finished roof is acceptable. Please see Revised Statement of Work.
Question 8. Note under Floor section states “Roof, floor and wall panels must each be produced as single component monolithic panels.” A building of this length will have vertical wall joints, the roof and floor slab will be segmental as well. Will this be acceptable?
A8. Yes. Given the length of the building, it is acceptable to have the wall joints, roof, and floor be segmental. Please see Revised Statement of Work.
Question 9. The last page under Shipping, Preservation and Packaging Requirements: Line 2.06.03 Crane and truck must be able to set up 50’, or greater, away from the foundation…. We estimated an 80-ton crane which would have to set up as close as possible (typically without riggers no further than 5’ of foundation). We will have to have a representative from a crane and rigging company visit the site to properly size the crane for the work. Is the 50’ or greater a typo or is 50’ the closest a crane can set up and may have to set up even farther away?
A9. At the time of the Statement of Work was written, the distance requirement was to prevent the crane from getting stuck on a wet day since the road leading to where the building will be placed was gravel. However, since then, the road has been paved and that is no longer a concern. Therefore, once the representative comes and survey the worksite, an appropriate location for crane placement can be identified. That means the 50’ or greater distance is no longer a requirement. PLEASE SEE
REVISED STATEMENT OF WORK.
