About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) for the award of a firm-fixed price task order under the NASA Open Innovation Services 2 (NOIS2) contract. The purpose of the task order is to develop an "Agency Front Door" software application that will provide a personalized, tailored customer experience for NASA stakeholders and a comprehensive view of NASA's engagements.
The total estimated price of the task order is $2.6M with a period of performance from September 19, 2024 to February 28, 2025, with an option to extend to June 30, 2025. The exception to fair opportunity is justified under FAR 16.505(b)(2)(i)(B) because the supplies or services are unique or highly specialized, and Accenture Federal Services is the only NOIS2 contractor capable of meeting the requirement. Accenture has previously completed similar large-scale Salesforce software development projects for NASA, and the Agency Front Door software must be compatible with NASA's existing Central Salesforce platform, for which Accenture provided the technical architecture and development services.

Justification for an Exception to Fair Opportunity
Description of the action being approved: This justification documents the basis for issuing task order “NOIS2-191 NASA Agency Front Door” under the NASA Open Innovation Services 2 (NOIS2) contract number 80JSC022DA010 using an exception to the Fair Opportunity process.
Description of the supplies or services required to meet the Agency’s needs: This action is a firm-fixed price task order to Accenture Federal Services for software that serves as an Agency “Front Door,” open to all who seek to engage with NASA, to deliver our stakeholders a personalized, tailored customer experience, and to provide NASA a comprehensive view of its engagements. The total estimated price of the proposed order is $2.6M and the estimated period of performance is September 19, 2024 to February 28, 2025 with an option to extend to June 30, 2025.
Identification of Exception to Fair Opportunity:
FAR 16.505(b)(2)(i)(B), Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
Determination that the anticipated cost to the Government will be fair and reasonable:
The Government will ensure that it obtains fair and reasonable price from Accenture Federal Services on Task Order 191 by comparing the proposed prices to historical prices paid for the same or similar services/items.
Other Facts:
Accenture Federal Services has previously completed similar large-scale and complex Salesforce software development projects for NASA. The Agency Front Door software will be built on top of the existing NASA Central Salesforce platform that currently serves as a primary operational support tool for several NASA teams, including NASA’s Office of STEM engagement, Office of Communication, and Center of Excellence for Collaborative Innovation. Accenture Federal Services provided the technical architecture and software development services for NASA’s Central Salesforce platform. This makes this company uniquely capable to develop the Agency Front door software that must be compatible with this existing software. Based on market research, there are currently no other NOIS2 contractors that have the capability to meet the requirement.
The CO will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
