TO: All Potential Offerors
SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80JSC023LFS, for Lunar Freezer System (LFS) Acquisition
You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Johnson Space Center’s Lunar Freezer System (LFS) solicitation. The principal purpose of this requirement is to procure safe, reliable, and cost-effective hardware and software systems to meet NASA’s need to return temperature-critical science payloads to Earth from the surface of the Moon and the Gateway Space Station. Conditioned samples planned for return include Lunar geological samples, human research samples, and biological experimentation samples. This acquisition for the design, development, manufacture, test, delivery, deployment (post-launch), and engineering support of the LFS. The LFS hardware will be delivered to NASA for integration into, and launch on, various launch vehicles planned to transport the LFS to the surface of the Moon and the Gateway Space Station. The LFS will also be integrated with the Orion Crew Module vehicle for return to Earth.
Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.
Potential offerors should identify any unnecessary or inefficient requirements and are also encouraged to comment on the DRFP CLIN structure, Small Business Subcontracting Goals, any unique terms and conditions, and the Section M Evaluation Criteria.
NASA will conduct this acquisition as a Full and Open competition. This competitive acquisition will result in a Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) with the ability to issue Cost-Plus-Fixed Fee (CPFF) Delivery Orders. The contract will have an ordering period of potentially 7.5 years from the contract effective date (this includes a Base period of performance of 66-months, a 12-month Option Period 1, and a 12-month Option Period 2). The North American Industry Classification System (NAICS) code for this acquisition is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and the small business size standard is 1,000.

The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).
The current planned release date for the Final Request for Proposal (RFP) is on or about the 22 January 2025, with proposals being due approximately 30 calendar days later.
The anticipated contract award date is 14 July 2025, with a 1 August 2025 contract effective date. The contract will be performed offsite at the Contractor’s facilities.
The following additional information is provided to assist in understanding this acquisition:
1. No Phase-In period will be conducted.
2. After release of the final RFP, the LFS Pre-proposal Conference is anticipated to be held on 29 January 2025. Notice will be posted on the acquisition website noted below:

3. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform.
Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box.
Offerors are encouraged to check with their corporate IT staff to determine if any firewall restrictions exist that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box. Offerors are encouraged to coordinate the submission of a test file with Jonathan Anzures, Contracting Officer no less than five days in advance of the date and time specified for proposal submission in order to allow time to work through any submission issues.
4. To obtain access to the Technical Library – Export Controlled Content, individuals must provide a completed “LFS Technical Library Request Form” to the Points of Contacts (POCs) listed in this notice. When responding, reference “80JSC023LFS Technical Library Access” in the subject line. Individuals requesting access to the Controlled Technical Library must provide the following information to the Contracting Officer, Jonathan Anzures at jonathan.anzures@nasa.gov, and Contract Specialist, Linda Benitez at linda.b.benitezrivera@nasa.gov. The submitting individual shall verify that the information provided to NASA is correct, complete, and accurate. Vendors are responsible for ensuring their compliance with all U.S. export regulations per the LFS Technical Library Request Form. Please note that once the request form is submitted, you must have a log-in for sam.gov and once logged-in you must click the request access button in the attachments/links section of the announcement. If approved, you will be granted access to all LFS Technical Library zip documents. Please email any questions regarding this posting to jonathan.anzures@nasa.gov and linda.b.benitezrivera@nasa.gov.
In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF).
Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

This DRFP is not a solicitation, and NASA is not requesting proposals. This DRFP does not commit NASA Johnson Space Center to pay any proposal preparation costs, nor does it obligate NASA Johnson Space Center to procure or contract for this requirement. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Any comments regarding the DRFP shall be submitted in the template: Questions and Answers template - LFS.xlsx, and submitted via email to the Contracting Officer via email at jonathan.anzures@nasa.gov, by 5pm CST on January 6th 2025 after the release of this DRFP. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately.
However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted response to the GPE if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).
