80JSC022R0010 RFP: NASA/JSC responses to questions and clarification requests.

1. Question: Please see our question pertaining to Cost and Installation

Accountable Govt Property: For Draft RFP question #8:

“Reference draft RFP provision B.8, Table B.8.1, Fully Burdened Rate Table does not distinguish between Contractor and Government sites. Can the government provide tables split into Contractor and Government sites in the final RPOC V RFP and if an Offeror does not wish to distinguish between sites, provide an option for the Offeror to include the same rate in both tables?”

NASA/JSC Response: Referencing Table B.8.1, no, the Government will not be providing a table split in the Final RFP for distinguishing between Contractor and Government sites. One rate should be proposed.

This is a change from the approach on RPOC IV. The RPOC V RFP Section G.4

NFS 1852.245-71 INSTALLATION-ACCOUNTABLE GOVERNMENT

PROPERTY indicates that the Office Space, work area space, utilities, office furniture along with other identified services or supplies will be provided. It does not clarify a quantity to determine how many personnel can be accommodated at the government facilities.

Can NASA provide details on the number of contractor personnel that will be provided facilities (office space, work area, furniture, etc.) at JSC? i.e. how many ‘desks’ will JSC provide for RPOC V personnel? If the number is a change from facilities provided during RPOC IV, will the change occur during the Phase In period, at the start of the contract, or after the start?

NASA/JSC Response: The RPOC V contractor will be provided with up to 15 office spaces onsite at the start of the contract (after phase-in). This is an increase from the onsite spaces provided under RPOC IV.

2. Question: Reference: Section L.15.2.1 (2): The following requirements apply to the sections of the proposal which are page limited: Sections of the proposal which are page limited shall be prepared and submitted using non-compressed Arial font with single-spaced 12 point text with a one-inch margin on all sides in accordance with Microsoft Word default settings. Character spacing shall be “Normal” per Microsoft Word settings. Text in diagrams, charts, tables, artwork, and photographs shall be no smaller than 12 point text size. Diagrams, charts, tables, artwork and photographs shall not be used to circumvent the text size limitations of the proposal. The margins may contain headers and footers but shall not contain any proposal content to be evaluated.

Will the government please consider changing the font type and size to Times New Roman 10 Pt font for tables and graphics? This will also allow room for pertinent information to be presented, especially in figures and tables that require significant detail. Specifically for information requested in the compensation plan, large font size consumes considerable space in tables and reduces the amount of information able to be captured.

NASA/JSC Response: The stated font types and sizes will remain unchanged.

3. Question: On attachment L-5, EPM Workbook, FBR Worksheet, Column I should be a percentage but when a value is entered it shows as a dollar value. As we have been instructed not to change the formulas in the workbook, would the government either post a corrected version or issue instructions to vendors to make the correction in their submission?

NASA/JSC Response: This is an error. The Government is uploading a correctly formatted version of L-5 EPM Workbook correcting the dollar sign to a percentage with this Modification 1 posting.

4. Question: Section L.15.5(i) states: “If a joint venture or prime-subcontractor relationship is proposed, the same information shall be provided for each company proposed. … Environmental Data, Safety and Health Data”.

If a minor subcontractor is proposed, does that minor subcontractor’s information need to be included in the proposal submission?

NASA/JSC Response: Yes, if a minor subcontractor is proposed, that minor subcontractor’s information needs to be included in the proposal submission in accordance with Section L.15.5(i).
