TO: All Prospective Offerors
SUBJECT: Request for Proposal (RFP), Solicitation No. 80JSC022R0004, for NASA Open Innovation Services 2 (NOIS2) On-Ramping
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) JSC’s NASA Open Innovation Services 2 (NOIS2) solicitation. This solicitation is issued per the On-Ramping clause found in the existing NOIS2 contracts. The NOIS2 On-Ramping clause allows the original solicitation to remain open during the life of the contract and at any time NASA may award contracts to additional vendors for IDIQ requirements. As deemed necessary during the life of the contract, the On-Ramping clause allows NASA to request proposals via solicitation notice.
The purpose of this requirement is to acquire crowdsourcing and related services for NASA and other government agencies. The contractor shall use crowdsourcing methodologies including, but not limited to, crowd-based challenges and prize competitions, crowd-based freelance projects, crowd-based micro-task projects, and other crowd-based methods (e.g. technology scouting) to deliver one or more of the following end products and services: technical solutions, multimedia, data science, software, engineering design, crowd program formulation, and public engagement campaigns.
NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541990 and the small business size standard is $16.5 million.
This competitive acquisition may result in the addition of new vendors to the already existing multiple award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract that has the ability to issue Firm-Fixed Price (FFP) task orders. Any new resulting contract(s) will have an effective ordering period from the day the contract is fully executed through June 03, 2025.
The anticipated contract award date is April 6th, 2022, with an April 6th, 2022 contract effective date. The contract will be performed offsite at the contractor’s facilities.
