The special notice indicates NASA plans to issue a request for proposal on November 8, 2021 to add new contractors to the existing NOIS2 vehicle. Proposals will be due by December 8, 2021. There are currently 19 incumbent NOIS2 contractors who have received task orders to provide crowd-based solutions such as challenges, prize competitions, and open innovation expertise on a firm fixed price basis. NASA intends to make awards to all qualifying offerors and increase the maximum contract value through on-ramping additional contractors.
