Q & A’s for RFQ: 80JSC020Q0009 - Lunar Rover Navigation Cameras

Question #1:

Both the SOW and the Spec appear to be locked and are considered controlled information. What would be the best way for us to receive these documents so we could review the requirements further?

Answer#1:

You must complete the request, “OBTAINING ACCESS TO EXPORT CONTROLLED CONTENT,” that is listed as an attachment in the solicitation. Once you have completed the information, you will need request the access within the beta.sam.gov solicitation. You may also email the request to the following: cynthia.uribe@nasa.gov and jeffrey.l.finley@nasa.gov.

However, you will still need to request access in beta.sam.gov portal to gain access to the documents.

Question #2:

The solicitation lists the Place of Performance as the USA, and that FARS clause 52.225-1 applies. Is it NASA’s intention for all work to be completed in the US, or, per FARS 52.225-1, can the supplier perform some of the work outside of the US?

Answer#2:

It is not NASA’s intention for all work to be completed in the US as long as the conditions specified in FAR 52.225-1 can be met.

Question #3:

The RFI did not previously mention Stereo Vision cameras – only wide and medium FoV monocular cameras. What is the intended scope of the project to not include the need for Stereo Vision cameras?

Answer#3:

The project will implement two stereo camera pairs on the rover: the mast-mounted Navigation cameras (medium FOV lens) will constitute a stereo pair, and there will be a body mounted rear Hazcam (wide FOV lens) stereo pair. However, vendors are not required to provide stereo mounting solutions or perform stereo calibration. The Navigation cameras will provide stereo range data out to 25 m. The rear Hazcam stereo pair will provide range data out to ~5 m (TBR).

Question #4:

How can we have access to the applicable documents, in particular VIPER-MSE-SPEC-001?

Answer#4:

This specification has been incorporated as part of this amendment and can be assessed by following the same instructions outlined in Question 1 above.

Question #5:

In regards to the obtaining access to controlled content paragraph: 3) Is this a corporation, business association, partnership, society, trust, or any other entity, organization or group that is incorporated to do business in the United States? Yes [ ] No [ ]. We are a Swiss company but nothing prevents us from doing business in the US. What shall be our answer to this question?

Answer#5:

The Government cannot advise on this question as it is part of your representation and certification.

Question #6:

What is the desired frame rate? (Technical)

Answer#6:

The Navigation cameras will be the most frequently operated cameras. During acquisition of a 360° image panorama, images will be acquired at intervals of about 5-10 seconds. During a traverse, images will be acquired at intervals of about 30 seconds to 5 minutes. Video rate image acquisition (e.g., > 1 fps) is not required.

Question #7:

What is the desired pixel resolution?

Answer#7:

The Navcam image resolution in pixels is specified in the Performance Specification as not greater than 5 megapixels (where 1 megapixel = 1024x1024 pixels). The lower limit of Navcam image resolution in pixels is defined by the Horizontal Field Of View (HFOV) (>= 65°, <= 80°), the Vertical FOV (VFOV) (>= 40°)‚ and the Instantaneous FOV (IFOV) (<= 0.7 mrad) of a pixel as specified in the Performance Specification. The Hazcam image resolution in pixels is specified in the Performance Specification as 4-5 megapixels.

Question #8:

Are all cameras meant to be ON for a steady state power consumption of 5W?

Answer#8:

The 5 W maximum steady state power consumption is per camera (i.e., a single camera ON).

The wording of Performance Specification paragraph 2.8.1.4 Power Consumption is misleading and contained an error. Corrected version:

2.8.1.4 Power Consumption

Per unit Navcam and Hazcam steady state power shall not exceed 5 Watts. Per unit Navcam and Hazcam peak power shall not exceed 5 Watts. Total steady state power for the Camera Controllers shall not exceed 15 Watts (TBR). Total peak power for the Camera Controllers shall not exceed 15 Watts (TBR).
