Purchase of Pressure Transducers/Temperature Sensors Design, Verification, and Test (DVT) Units

2) DVT Pressure Transducers/Temperature Sensor Testing for the xEMU PLSS:

The Design Verification Test (DVT) phase of the project leverages the prototyping work over the past four years along with the latest evolution of the Pressure transducers/Temperature Sensors to demonstrate compliance with requirements after completion of the Preliminary Design Review (PDR) for the sensors. NASA is taking what was learned from the PDR in August 2019 to better support the xEMU PLSS project in the DVT phase. The DVT phase includes thermal environment, vibration, ionizing radiation susceptibility testing, EMI/EMC, cycle life, and long term drift.

3. FAR 6.303-2(b)(4) – An identification of the statutory authority permitting other than full and open competition:

This procurement is being conducted as other than full and open competition in accordance with FAR 6.302-1(a)(2)(iii)(A) and 10 U.S.C 2304(c)(1). The components are commercial in nature but have been highly customized by this source to fit Government requirements.

Acquisition from another source at this time would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition for these highly specialized supplies initially procured from the original source.

4. FAR 6.303-2(b)(5)&(9) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited and any other facts supporting the use of other than full and open competition such as:

The ISS Program simultaneously initiated a market survey in 2009 that included >50 potential pressure transducer suppliers and competed the acquisition. The competition resulted in a triple-award procurement ( , , ) in which three suppliers were selected. All suppliers eventually failed to meet Government requirements; one defaulted without delivery on the contract, one no-bid future work after
