STATEMENT OF WORK FOR 02/01/19
THE PROCUREMENT OF CONCRETE TEST CELL
1.0 SCOPE
1.1 This Statement of Work (SOW) will define the requirements for the procurement of one (1) Pre-cast concrete cell. The concrete cell exterior dimensions shall be approximately 13’6” X 24’ with an interior height of 14’. The Pre-cast concrete cell will be used for conducting pyrotechnic test operations at JSC-ESTA and located on the concrete Pad A, Test Cell and Control Room Foundation.
2.0 TECHNICAL REQUIREMENTS
2.1 Pre-cast concrete cell Mechanical requirements
• Building shall be rated for no less than 130MPH wind load and no less than a 2 hour fire rating.
• Building shall be rated for 0.5 lbs TNT equivalency blast.
• Interior and exterior wall surface shall be concrete, primed and painted blue per Figure 1.
• Minimum of 6” thick walls or as dictated by TNT equivalency.
• Roof Design with 1/8” Per Foot Slope in one directions per Figure 2.
• 2” Cap Roof Overhang Design.
• Building shall have one roll up door (12’X12’) galvanized, insulated, primed and painted steel door. Heavy Duty Wind rated unit with electric motor.
• A battery powered emergency light will be provided.
• Provide sufficient tie down points to anchor building to concrete pad.
• Building will have one galvanized, primed and painted steel door with Mortise locks with multifunction body, Sargent LC-8205-LL-26D, door hardware preinstalled.
• Building will have sufficient air conditioning/heating to stay at approximately 73° when the outside temperature is 100° F and 68 ° F when the outside temperature is 20° F.
• Humidity shall stay between 40% and 60% constantly.
• Flooring shall be bare concrete, epoxy coated gray color

• Thermally Efficient Construction
• Structure will be placed adjacent to two concrete structures flush on one face and approximately a gap of 2” on the other face. The gap will needed to be filled/sealed between the exterior faces of the two structures.
2.2 Pre-cast concrete cell Electrical requirements
• Building shall be prewired for 208VAC 100 Amp 3Ø service. A main breaker shall be provided. Breaker panels to be preinstalled, complete with necessary Bolt-on type breakers.
• One each outside light shall be provided next to the steel door and roll up door with a switch mounted inside the doorway on the wall.
• Two outside flood lights will be provided on the front face of the structure.
• Conduit fitting shall be compression type and ¾” minimum.
• Building will be pre wired for lighting. Lighting will be LED with a minimum of 100 candlepower measured at 30” AFF and switches located right inside the entryway doorway.
• Qty. of 12 - 110VAC - 20 amp NEMA 5-20R duplex outlets shall be provided inside the building, 18” AFF, equally spaced no more than 10’ apart. (4 per wall)
• Two 208/3 Ø, 50 amp receptacle will be provided inside, one on each end of building.
• Qty. of 2 -110VAC -20 amp GFCI protected outlets shall be provided outside the building.
2.3 Engineering
• NASA JSC shall have approval on structural and detailed engineering drawings at the 50% complete and 90% completion point.
• NASA JSC shall have final approval on all structural and detailed engineering drawings prior to building fabrication.
• Copies of final structural and detailed engineering drawings provided to NASA JSC.
3.0 SAFETY REQUIREMENTS
All electrical components and wiring shall meet applicable codes.
4.0 DELIVERY SCHEDULE
Structure in this SOW shall be delivered to NASA/JSC 16 weeks ARO.
5.0 SHIPPING, PRESERVATION AND PACKAGING REQUIREMENTS.
• Freight to NASA/JSC, - Houston, TX.
• Crane, rigging and rigger to off-load and set test cell on level, contractor furnished, foundation adjacent to two existing concrete structures.
• Crane and truck must be able to set up 50', or greater, away from the foundation with no overhead obstructions. Crane support mats will be needed to be provided from the main access road to the off-load location. See Figure 3 with approximate distances.
• Provide grounding to facility exterior and provide a ground buss in the interior of the building.
