TO: All Prospective Offerors

SUBJECT: Request for Proposal (RFP), Solicitation No. 80HQTR18R0011R, Commercial

Lunar Payload Services (CLPS)

You are invited to submit a proposal in response to the National Aeronautics and Space

Administration (NASA) Headquarters’ Commercial Lunar Payload Services (CLPS) solicitation. The principal purpose of this requirement is to acquire end-to-end commercial payload services between the Earth and the lunar surface for NASA Headquarters' Science, Human Exploration and Operations, and Space Technology Mission Directorates (SMD, HEOMD, and STMD). The contractor shall provide all activities necessary to safely integrate, accommodate, transport, and operate NASA payloads using contractor-provided assets, including launch vehicles, lunar lander spacecraft, lunar surface systems, Earth re-entry vehicles, and associated resources. The Statement of Work, Attachment A, describes the scope of the requirement.

The CLPS acquisition will be conducted as an “Other than Full and Open Competition”, limiting sources to domestic providers for the purposes of industrial mobilization. The North American

Industry Classification System (NAICS) code for this acquisition is 481212 and the small business size standard is 1500 employees.

This competitive procurement will result in multiple awards of Firm-Fixed Price (FFP) Indefinite

Delivery Indefinite Quantity (IDIQ) contracts with the ability to issue Firm-Fixed Price (FFP) task orders. The contracts will have an effective ordering period of 10 years from the contract’s effective date. The anticipated contract award date is December 31, 2018 or sooner with a

January 2, 2019 or sooner contract effective date.

The contracts will be performed offsite. The place of performance and launch site shall be identified by the Contractor in its responses to individual task orders issued post award. Any

Government Furnished Property (GFP) for offsite use at the Contractor’s facility will be identified in the Government Property List, if applicable, and included as part of the task order level competition.

ENCLOSURE 1 is the Government Quality Assurance Surveillance Plan and is provided for informational purposes only.

In order to control and protect sensitive data owned by both the Government and Government

Contractors, it is now Goddard Center policy that all procurement-related documents be released in Adobe Portable Document Format (PDF).

NASA HQs appreciates the comments received in response to the release of the Draft RFP.

These comments resulted in improvements to the quality and content of the overall RFP.

Offerors should review the RFP in its entirety, as its content has changes from the Draft RFP version. The following list identifies some areas where enhancements have been made from the

Draft RFP to this final RFP that may or may not have been addressed in the Draft RFP questions and responses:

Attachment A, SOW is revised to provide clarity.

The RFP has renumbered the clauses from the DRFP due to deletions and additions of other clauses.

Full and Open Competition has been changed to “Other than Full and Open

Competition”, limiting sources to domestic providers for the purposes of industrial mobilization.

Domestic Sources Clause and Certification Provision were revised to provide clarity.

Property Clause 1852.245-72 was added to the RFP.

Government Property Management Information Provision NFS 1852.245-80 was removed from the RFP; and may be applicable at task order level. This is a change from the DRFP and Government’s Response to Question 58 on the CLPS Q and A posting.

This list is not intended to cover all changes nor describe all RFP requirements. Offerors should carefully review the RFP in its entirety.

Potential Offerors are requested to periodically monitor the websites for updates.

NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center

Ombudsman for this acquisition can be found at:

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph

(f)(4) which discusses the Government’s right to award a contract without discussions.

This RFP does not commit NASA HQ to pay any proposal preparation costs, nor does it obligate

NASA HQ to procure or contract for these services. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than October 9, 2018 at

2:00 P.M. (EDT) local time.

Below is a list of the Source Selection Authority (SSA) and voting members for the Source

Evaluation Board (SEB). The names provided are for informational purposes only and other than the Contracting Officer, Theresa A. Stevens, these individuals shall not be contacted regarding this procurement. The Government may change personnel associated with this acquisition at its discretion.

Offerors are reminded that a “Blackout Notice” for this procurement was distributed to all applicable NASA personnel concurrently with the release of the Final RFP to Industry.
