THIS IS A SOURCES SOUGHT SYNOPSIS.
The National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals to support the NASA Sounding Rockets Operations Contract (NSROC). The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto.
The intent of the NASA Sounding Rockets Operations Contract (NSROC) is to design, fabricate, integrate, and perform flight qualification testing of sub-orbital payloads, provide launch vehicles and associated hardware, provide and maintain sub-orbital rocket launchers, and provide various activities associated with subsequent mission launch operations. The Contractor will be required to provide the full spectrum of engineering design and analysis activities necessary for the development of sub-orbital launch vehicles, payloads, and ground support equipment including (but not limited to) the following disciplines: flight performance and dynamics; structural and mechanical; electrical power; telemetry communication; guidance, navigation and control; software and information systems; and environmental testing. The Contractor shall also be responsible for the operation and maintenance of facilities associated with implementation of the NASA Sounding Rockets Program (NSRP) including technical laboratories, electrical and mechanical fabrication facilities, environmental testing, a suite of sounding rocket launchers, and explosives storage.
The Sounding Rockets Program Office (SRPO) conducts approximately 18 sub-orbital sounding rocket mission launches per year. NASA SRPO, and the NSROC Contractor, will be governed in their execution of the sounding rocket missions by NASA NPR 7120.8. The average mission lifecycle is approximately two years from initiation to launch, varying from six months to four years. Approximately 40-60 missions will be active in nature at some point in their lifecycle concurrently. The missions are conducted at a variety of launch ranges both mobile and highly established across the globe and vary in complexity. Each mission has a science objective and associated success criteria that will be provided by the Principal Investigator (PI) to the SRPO. The NSROC contractor will be responsible for providing subsystems, launch vehicles, and support equipment which meet requirements derived from the mission success criteria. The PI will be responsible for providing the experiment hardware whereas SRPO, through NSROC, will be responsible for providing the supporting subsystems.
It is anticipated that performance of a potential contract will be for 5 to 7 years commencing on October 1, 2021. NASA anticipates the award of a performance-based contract for these services. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in beta.SAM.gov. It is the potential offerors responsibility to monitor the site for the release of any solicitation or synopsis. The Statement of Work attached to this notice is from the current NSROC III contract and is provided for informational purposes only. The NSROC IV Statement of Work will be uploaded to this site when it becomes available. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of ten (10) pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business, average annual revenue for the past 3 years and number of employees; ownership; whether they are large or any category of small business, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement and point of contact - address and phone number).
NASA is seeking capabilities from categories of Small Business (SB) for the purpose of determining the appropriate level of competition and/or SB subcontracting goals for this requirement. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to james.a.royal@nasa.gov no later than October 26, 2020, 4:00 p.m. Eastern Standard Time. Please reference 4200730134 in any response.
