LISA FRS Flight Statement of Work Summary
This is a Statement of Work (SOW) for the procurement of the Laser Interferometer Space Antenna (LISA) Frequency Reference System (FRS), a critical component for NASA's LISA mission scheduled to launch between 2035 and 2037. The Contractor shall design, develop, fabricate, integrate, test, analyze, verify, deliver, and provide post-delivery support for three flight FRS units (FM-1, FM-2, FM-3) and one spare unit. Each FRS consists of an optics box (FRS-O) and an electronics box (FRS-E) used to control and maintain laser frequency stability across three spacecraft separated by 1.55 million miles. The work is divided into three Contract Line Item Numbers: CLIN 0001 (Development, Cost Reimbursement) covering non-recurring engineering, development program, and parts procurement; CLIN 0002 (Production, Firm-Fixed Price) covering production and delivery; and CLIN 0003 (Task Orders, Time & Materials) for special studies. Delivery dates are FRS FM-1 by February 9, 2029; FRS FM-2 by September 4, 2029; FRS FM-3 by March 11, 2030; and FRS Spare by May 31, 2030.
The Contractor must comply with FRS Level 4 Requirements and the Contract Data Requirements List while implementing comprehensive systems engineering, configuration management, and mission assurance programs per LISA-SMA-REQ-0010. Key milestones include Integrated Baseline Review, System Requirements Review/Definition Review, Preliminary Design Review, Critical Design Review (requiring Technology Readiness Level 6 maturity and Government parts procurement concurrence), Manufacturing Readiness Review, Pre-Environmental Review, and Pre-Ship Review. The test program shall include electrical interface testing, comprehensive and limited performance tests using ESA LISA Power Spectral Density Recipe, EMI/EMC characterization, vibration testing, thermal balance analysis, and thermal vacuum (TVAC) testing with 8 thermal cycles for FM-1 and 4 cycles for other units. The Contractor must establish Earned Value Management Systems, maintain technical/cost/schedule baselines, support weekly Government meetings, designate an independent mission assurance point of contact, retain technical data for six years post-delivery, and provide post-delivery support in consultant-level remote capacity during post-shipment and integration phases. All reviews and meetings shall provide virtual attendance options, and deliverables include design documentation, analysis reports, test procedures, manufacturing plans, and quality assurance records per the CDRL.

1.3 LISA Mission Overview
The Laser Interferometer Space Antenna (LISA) consists of three spacecraft that are separated by 1.55 million miles and trailing tens of millions of miles, more than one hundred times the distance to the Moon, behind the Earth as we orbit the Sun. These three spacecraft relay laser beams back and forth between the different spacecraft in order to measure changes in the interspacecraft distances caused by passing gravitational waves.
This Sun-sized astronomical observatory will catch gravitational waves in the millihertz band, which has yet to be observed but is expected to have a large number of astrophysical and cosmological gravitational wave sources. NASA is a major collaborator in this European Space Agency (ESA) led mission, which is scheduled to launch between 2035 and 2037 as per the LISA Mission Requirements Document (R- MIS-0630). NASA's contributions to the LISA mission are crucial to its success and reflect the agency's commitment to exploring the universe and advancing our understanding of the cosmos. NASA is specifically providing 4 Systems including a science ground segment to LISA. These include:
1. (6) Telescope systems: The light exchanged between the spacecraft pass through telescopes on both the transmit and receive end. The telescopes vastly improve the efficiency of optical transmission across the vast inter-spacecraft distances, allowing sufficient power to be exchanged such that the length precision required for gravitational wave detection can be met. Each telescope interfaces in both the transmit and receive directions with the optical bench, where various signals are combined to produce interferometric signals that are recorded by the phasemeter and transmitted to ground. The telescopes must have extremely high dimensional stability, low backscatter of the transmit beam, and must be able to operate in the harsh environment of space.
2. (3) Laser systems: The laser systems provide the light which is used to make the interferometric measurements across the constellation. Each of the two optical benches on each spacecraft has a dedicated laser which provides the primary light source for measurements made on that bench. In addition, the majority of the light delivered to the bench is directed towards the distant spacecraft via the bench/telescope interface. To reach the required sensitivity, the laser must provide sufficient optical power while also meeting stability requirements in frequency, intensity, and spectral content. Reliability to enable

NASA/ESA LISA Internal Project Use Only – DO NOT DISTRIBUTE high science duty cycle and long observation times are an additional design driver and have a direct impact on science return.
3. (3) Charge management devices: The interferometric measurement between the LISA spacecraft is ultimately referenced to “test masses” located inside each spacecraft. The test masses are freely-falling cubes of gold-platinum which have no physical contact with the spacecraft. Electrostatic charge buildup on the test masses caused by the cosmic ray environment can lead to stray forces on the test masses that will disturb the gravitational wave measurement. The charge management device (CMD) uses ultra violet light to control the charge on the test mass without disturbing it. This UV charge control technique was successfully demonstrated on LISA Pathfinder. The CMD must provide precise levels of UV light to the right location within the test mass assembly and must be able to operate in the extreme environment of space over the duration of the mission.
4. The NASA Science Ground Segment (N-SGS). This supports the science objectives of the NASA LISA Project and fulfills NASA’s commitments to ESA in science analysis as specified in the NASA-ESA MoU for LISA. The N-SGS will receive data from the ESA Science Operations Centre and run pipelines to search for gravitational wave signals, characterize the residual instrumental noise, and identify unknown features or transients for further study. Products generated by the N-SGS will inform LISA’s science operations and contribute to the public data releases as defined in the LISA Science Management Plan.
The N-SGS pipelines must accommodate LISA’s signal-rich data set, in which tens of thousands of gravitational wave signals, as well as instrumental effects, are simultaneously present in the data streams.
