About this file
This is a Draft Statement of Work for the Asteroids and Dust subnode of the Planetary Data System (PDS) covering the period from December 1, 2026 through November 30, 2029.
The contract requires the Asteroid and Dust subnode (SBN_PSI) at the Planetary Science Institute to continue and expand science data services in coordination with the Small Bodies Discipline Node. Core responsibilities include ingesting asteroid and dust data from planetary missions, validating data submissions, performing peer reviews, and designating Digital Object Identifiers. The subnode must provide expertise to missions and individuals for organizing and documenting digital data, maintain archival standards and PDS4 data conversions, coordinate deep archive deposits with the NASA Space Science Data Coordinated Archive, and ensure public data accessibility compliant with Section 508 of the Rehabilitation Act. Data interruptions on subnode-managed systems must not exceed 14 calendar days per instance with quarterly reporting of downtimes. Key deliverables include quarterly reporting on Letters of Support provided, NSSDCA data deliveries, PDS Registry updates, dataset conversions to PDS4 format, cloud migration progress, and metrics tracking NASA dataset volumes, data access usage, and peer reviews completed.
The subnode must complete a comprehensive cloud migration of all data holdings from on-premises systems to the NASA-managed cloud environment, migrate value-added search and discovery services, and develop tools for data providers. Enterprise modernization activities require participation in PDS Management Council meetings (approximately 10 virtual and 2 in-person annually), hosting one in-person Management Council meeting, and supporting at least one PDS-led user community training event annually with materials becoming NASA property. Cybersecurity compliance must achieve federal and NASA controls within specified timelines, including System Security Plans and Interconnectivity Security Agreements. An Indefinite Delivery, Indefinite Quantity (IDIQ) mechanism allows NASA to request additional asteroid and dust mission support, data archival services, management services, and interface activities outside routine operations. The place of performance is the Planetary Science Institute with travel required to other PDS nodes, NASA GSFC, and NASA HQ as directed.
