Statement of Work Summary: Astrophysics Science Operations Support

This is a Statement of Work (SOW) for Astrophysics Science Operations Support (ASOS) at NASA Goddard Space Flight Center (GSFC) dated June 9, 2026. The contract is currently in draft status with effective and expiration dates to be determined (TBD). The SOW is under configuration management control, and compliance with all requirements identified by "shall" is mandatory. This document is a comprehensive framework for engineering services supporting NASA's astrophysics missions, specifically the Hubble Space Telescope (HST), James Webb Space Telescope (JWST), and Roman Space Telescope.

The contractor shall deliver integrated management, ground systems support services, science operations, science program implementation, and independent science research support. Key management deliverables include development of an Integrated Management Plan, Work Breakdown Structure, Integrated Master Schedule, Business Management Plan, Risk Management Plan, Quality Assurance Plan, Configuration Management Plan, IT Security Management Plan, Facilities Management Plan, and Phase Out Plan. Ground systems support requires systems engineering, engineering analyses, development and maintenance of ground systems, integration and test activities, and sustainment including technology refresh planning. Science operations support encompasses observation planning and scheduling, instrument calibration, and comprehensive data management including collection, processing, distribution, and archival for the life of each mission. Science program implementation involves strategy development, proposal selection and review processes, awards administration, community engagement, and public outreach. The contractor must also provide independent science research opportunities for up to 50% of eligible staff scientists' time. All work shall be executed to support effective and cost-efficient science operations while maximizing scientific productivity and enabling full participation of the astrophysics scientific community. Detailed Data Requirements Documents (DRDs) and deliverables are specified throughout the SOW for each functional area.
