About this file
This is a Statement of Work for Snow Data Products under the NASA Terrestrial Hydrology Program (THP) Snow Program. The contractor shall collect high-resolution airborne lidar and hyperspectral data over watershed-scale study areas in the western United States, coincident with NISAR satellite overpasses occurring approximately every 12 days. The primary target location is the East and Taylor Basin in Colorado (1,474 km²), with alternative options including Blue River Basin, Colorado (866 km²), Tuolumne River Basin, California (2,921 km²), and Truckee River Basin, California (2,913 km²). Data collection shall occur throughout the 2027-28 winter season beginning in the snow accumulation period, with approximately 12 flights scheduled. An optional component includes 3-6 initial flights during the dry-snow period of the 2026-27 winter season for evaluation and planning purposes.
Deliverables include processed gridded data products in GeoTIFF format encompassing snow depth, snow water equivalent, snow reflectance, snow density, canopy products, and bare-earth digital elevation models. The contractor shall also provide classified point clouds (with buildings and trees retained), a summary report, and a snowpack state report derived from modeling. Lidar point density shall be approximately 3 points per square meter, with an option to increase to 8 points per square meter. Data shall be delivered within one week of each acquisition to support near real-time analysis and validation. The period of performance extends throughout the 2027-28 snow season with final processing and updated data products due by July 2028 to allow further calibration and validation. The place of performance is the contractor's facility.

STATEMENT OF WORK
1. Objective/Requirements The NASA THP Snow Program requires high resolution maps of snow variables, including snow depth and snow water equivalent (SWE) over watershed-scale study areas in the western U.S., targeting the 2027-28 winter season, and potentially some flights during the 2026-27 season. Specifically, the need is for spatially distributed snow variables, collected using airborne lidar and hyperspectral instruments, coincident with NISAR overpass, i.e. collected approximately every 12 days, to help validate SWE algorithms and retrievals using L-Band InSAR approach.
2. Characteristics, Scope, and Specs
The contractor shall perform the following duties:
• Time period: Collect airborne lidar and hyperspectral data throughout the 2027-28 winter season, beginning in the snow accumulation period, with observations collected coincident with NISAR overpasses (~12 flights). Option: If possible, some initial flights during the dry-snow period of the 2026-27 winter season would also be valuable for evaluation and planning (~3-6 flights).
• Location: The specific watershed will be one that can help address the hydrological science objectives of the campaign and can also be safely accessed by field crews during winter conditions. The target location is the East and Taylor Basin in Colorado (Area: 1474 km2). Option: The specific basin is subject to change based on site conditions and ongoing research. Additional potential locations include:
o Blue River Basin, CO (866 km2) o Tuolumne River Basin, CA (2921 km2) o Truckee River Basin, CA (2913 km2)
• Data:
o Bare-earth DEM of watershed (no-snow conditions) o Processed lidar and hyperspectral data to generate snow depth and albedo products. The lidar point density typically used for snow depth products is approximately 3 pts/m2. Option: increase to 8 pts/m2.
o Modeled snow density to compute SWE and generate SWE product o Gridded data products (*modeled & airborne derived) delivered in geotiff format:
Snow depth Snow water equivalent Snow reflectance Snow density Canopy products Bare-earth DEM o Additional data products:
Classified point clouds (no buildings or trees removed) Summary report Snowpack state report (model)
• Delivery: Complete processing in a timely manner to support near real-time data analysis and validation. Data should be delivered within 1 week of each data acquisition
3. Place of Performance
Contractor’s facility.
4. Period of Performance Products shall be delivered near real-time throughout the season. Any additional processing and updated data products are expected three months after the 2027-28 snow season (by July 2028) to allow further calibration and validation
