STATEMENT OF WORK
FOR
ORBITAL SAFETY ANALYSIS (OSA) SUPPORT
SERVICES (OSASS)
I. INTRODUCTION
The Orbital Safety Analysis (OSA) team identifies, refines, and reports close approaches between protected assets and the Department of Defense (DoD) high accuracy space object catalog. The
OSA work and team are resident at Vandenberg Space Force Base, CA (VSFB) and the 19th Space
Defense Squadron (19 SDS), Dahlgren Naval Air Station, VA. The OSA team collaborates with counterparts in the 18th Space Defense Squadron (18 SDS) and the Commercial Integration Cell in support of NASA interests.
OSAs supporting from both the 18 SDS or 19 SDS operations floors must hold a Top Secret /
Sensitive Compartmented Information (TS/SCI) clearance, which is required for each of the respective facilities.
II. CONTRACT REQUIREMENTS
The contractor shall provide OSA support to three main entities: 1) the Conjunction Assessment
Risk Analysis (CARA) Program, 2) the NASA Flight Operations Directorate for Human Spaceflight
(HSF) programs, and 3) the Department of Commerce (DoC) National Oceanic and Atmospheric
Administration (NOAA) Office of Space Commerce (OSC).
1) CARA SUPPORT
The contractor shall support 24x7 Conjunction Assessment (CA) support and CA screenings of both
Owner/Operator ephemerides, either provided by CARA or derived from a DoD-generated orbit determination solution, against the high accuracy space object catalog to predict close approach events. This contractor support shall also include, but is not limited to, the following:
1.1 Performing orbit determination evaluation and differential correction updates including modeling updates for all secondary objects (either OSA- or CARA-identified) in the priority order specified on the work list.
1.2 Performing special maneuver ephemeris screenings as requested by the CARA team.
1.3 Performing tasking level evaluation and making tasking increase requests for all secondary objects (either OSA- or CARA-identified) as needed.
1.4 Writing and maintaining scripts as needed to support the CARA process as well as maintaining on-console logs, reporting operations metrics and procedures.
1.5 Coordinating with various stakeholders, including but not limited to CARA leadership, the
HSF OSAs on breakups and other shared or related procedures, and the Commercial Integration
Cell and Catalog Maintenance shop to ensure consistency in processes.
1.6 Fulfilling data requests from CARA and Space Delta 2 (Del 2) leadership-approved Orbital
Data Requests (ODRs) as coordinated with the Government.
1.7 Providing Astrodynamics Support Workstation (ASW) support including participation in
Operational Readiness Reviews (ORRs) for ASW software releases; performing of end-to-end testing of forthcoming products through the CARA system before deployment; requesting SME reach back support from CARA and other staff as necessary, including reach back to ASW development staff for understanding of code intricacies, performing needed updates, and error resolution.
1.8 Training personnel on all applicable United States Space Force (USSF)/Del 2/18 SDS/19
SDS mission systems required to perform OSA duties, including future mission systems (e.g., ATLAS); performing initial and recurring training as necessary to ensure fully certified team to execute CARA mission requirements; developing and maintaining any necessary training materials for staff certification.
1.9 Providing Mission Resilience Protection Program (MRPP) support by entering electromagnetic interference (EMI) events into the Joint Spectrum Interference Resolution
Office (JSIRO) database.
2) HSF OSA SUPPORT
The contractor shall provide OSA/CA support to the Johnson Space Center (JSC) Flight Operations
Directorate (FOD), specifically for NASA human spaceflight programs. This support will require nominal day shift support along with on-call availability and real-time support as necessary. The contractor HSF OSA/CA support also includes, but is not limited to, the following:
2.1 Providing subject matter expertise through ongoing analysis to support human space flight missions as required.
2.2 Assisting in the development of CA processes and procedures for human spaceflight missions.
2.3 Ensuring human spaceflight needs are met with any updates to the ASW, or development of any new USSF systems, such as ATLAS.
2.4 Coordinating and executing training of NASA JSC personnel on Orbital Safety Analyst operations and techniques, including classroom and on-console training at the 18 SDS.
2.5 Developing tools and techniques to solve new situations affecting human spaceflight safety (e.g., large constellation proliferation, large debris fields from satellite breakups, deep space/lunar trajectories, and rendezvous techniques of future commercial operators).
2.6 Participating in the NASA-DoD HSF Interagency Working Group (IWG) meetings as they are scheduled as well as any other meetings as determined by the Government to be necessary support for the safety of human spaceflight.
2.7 Facilitating situational awareness of NASA JSC spaceflight operations to personnel and leadership at the 18 SDS and 19 SDS as appropriate.
2.8 Providing on-call support for ASW issues, operational events, contingencies, or script issues as needed to ensure continuity of operations for the government-provided HSF OSAs.
3) DOC SUPPORT
The contractor shall support the DoC NOAA) Office of Space Commerce (OSC) with Conjunction
Assessment-related tasks including, but not limited to, the following:
3.1 Maintaining a copy of the operational version of the ASW on OSC Cloud or other appropriate platforms and providing reach back to ASW experts to perform necessary requirements analysis.
3.2 Supporting space surveillance data export activities, including additional and modified scripting, to fulfill NOAA/OSC Space Traffic Coordination (STC) data requirements, as specified by the Government.
3.3 Providing OSA support services to OSC as requested for operations on the Traffic
Coordination System for Space (TraCSS) system.
3.4 Assisting OSC with coordination of product exchange with DoD needed for ASW and
TraCSS operations and providing scripting and/or software development support to tailor ASW operations to TraCSS needs.
