About this file

This document includes a request for proposal and related federal contract opportunity. The National Aeronautics and Space Administration Goddard Space Flight Center is seeking proposals for a Sounder for Microwave-Based Applications Phase A Study. The purpose of the contract is a definition study and design development as part of formulation activities for the SMBA program. Should the Government proceed, Phases B-D would be executed under a separate contract. The first SMBA satellite launch is planned for 2031 as part of the National Oceanic and Atmospheric Administration's NEON program. This is a full and open competition under NAICS code 541330 with a small business size standard of $25.5M. The firm fixed price contract has a not-to-exceed value of $5,000,000 and a one year period of performance. The anticipated award date is October 20, 2023 with an effective date of October 20, 2023. The contract will be performed offsite at the contractor's facilities. Potential offerors should carefully review the solicitation instructions and amendments.

2. Is the T spatial resolution requirement the same for channels in the 50/60 and 118 GHz bands? Yes, but we are not implying that the resolution at one band must necessarily be matched to the resolution at other bands.

PSD Table 4.0-1 factor order #8: What level of footprint alignment is required between bands? Footprint co-alignment is not explicitly required. However, NWP users will want observations from all bands/channels to be from generally the same path through the atmosphere. Pointing and/or geolocation knowledge is important; for example, MWPSD-64 calls for a 1.5 km geolocation requirement.

PSD Table 4.0-1 factor order #10: What additional information is gained by adding an orthogonal linear polarization as cited in the aspirational requirements? Some potential benefits (not a complete list) might include

(for window channels) more accurate surface emissivity determination, (for sounding channels) noise reduction, redundancy.

PSD Table 4.0-1 factor order #12: Why is the calibration accuracy listed as the lowest priority? As cited under the table, these priorities were given to us by the SAT so consult the report for further information/clarification. Higher priority factors are, in general, design choices that would be made before (or independent of) design choices related to lower-priority factors. But, there are multiple ways to prioritize the design choices. For designs that reflect major deviations from the listed priorities, the vendor may opt to include explanatory details.

PSD Table 4.1-1 Bandwidth: The NEDT requirements stated for SMBA are significantly better than ATMS. Is the contractor allowed to increase channel bandwidth, if necessary, to meet these NEDT requirements? While threshold and aspirational values for NedT and calibration accuracy are provided for guidance from Table 4.0-1, all the frequency and bandwidth specifications in Table 4.1-1 are notional, and are not intended to imply that a new design must match the design of a current sounder. The vendor may opt to do things like adjust bandwidths in order to achieve better NEDT (the higher valued performance factor than ATMS channel continuity). If there is a performance tradeoff from doing so (or not doing so), the vendor may opt to include explanatory details.
