About this file

This statement of work and related federal contract opportunity document outline requirements for the acquisition of sun photometers and associated equipment, services, and data to support NASA's Aerosol Robotic Network Program. The statement of work specifies that the vendor must provide CIMEL CE 318 T sun sky lunar multi spectral radiometers with autonomous operation, variable measurement frequencies, temperature operating range from -20 to 50 degrees Celsius, and a one year warranty on all components. The period of performance is from October 1, 2021 to September 30, 2026. The location of performance is NASA Goddard Space Flight Center in Greenbelt, Maryland. The related federal contract opportunity indicates NASA's intent to issue a sole source, indefinite delivery/indefinite quantity contract to the incumbent vendor, CIMEL Electronique, to acquire sun photometers, replacement parts, and other equipment and services to support the long-term Aerosol Robotic Network Program. The contract period is five years. The final date for submission of capabilities is March 15, 2021.

STATEMENT OF WORK

1. Objective/Requirements

NASA owns and/or manages over 600 CIMEL Sun Sky Lunar photometers as part of

NASA’s Earth Science Aerosol Validation Program called AERONET. The program is part of a Federated Global Network of identical instruments designed to measure aerosol properties from land and ocean sites. In order to ensure compatibility within the network the project imposes standardization of instruments across the network. Thus all new instruments for this contact are required to be identical in optical characteristics, measurement protocol, data acquisition, maintenance requirements and field hardiness and compatible with all existing instruments in the network.

2. Characteristics, Scope, and Specs

The vendor shall provide the CE 318 T sun sky lunar multi spectral radiometer system with the following specifications:

• Fully autonomous automatic operation and solar powered

• Data acquisition via SD card storage, RS232, USB, cellular modem, satellite;

• https data transfer protocol

• Data measurement protocol: Variable measurement frequency from 3 to 60 minutes;

Lunar, sun and sky radiance compatible from same optical train, dual collimator for near-IR overlap comparison

• 32 bit digital resolution

• Operating Temperature range from -20 to ±50°C

• Rain deactivation sensor

• Network compatible bi-axial robot

• Standard, polarized, BRDF, SeaPRISM (Ocean & Lake Color) models

• Full angle Optical Field of View 1.26°

• Spectral Range: Si detector: from 340 to 1020 nm InGaAs detector: from 1020 to 1640 nm

• One year warranty on all components

3. Place of Performance

NASA Goddard Space Flight Center, Greenbelt, MD 20771 USA

4. Period of Performance

Oct 1, 2021 to Sept 30, 2026
