About this file

This document contains pre-bid questions and answers regarding a National Aeronautics and Space Administration solicitation for airfield repair and paving work at Wallops Flight Facility in Wallops Island, Virginia. Key details include specifications for concrete mixes and testing requirements for full depth repairs and replacements, clarification that a central batch plant is not required onsite but admixtures may be needed if the plant is over 15 miles away, allowance for reclaimed asphalt pavement in base courses, dowel requirements in full depth repairs except at expansion joints, and coordination needed with airfield operations for work during scheduled detachment periods from November 2020 through November 2021.

FCLP Phase 7 Pre-Bid Contractor Questions IFB 80GSFC20B0002

1) Reference Plan Sheet CD101

Throughout this plan sheet, there are rectangles with numbers inside (i.e. 27,55,71,21). I do not see anything on the legend that indicates to what these numbers refer. Please provide clarification.

NASA RESPONSE: The rectangles with numbers represent bollards and slabs outside of the tower.

Mill/pave to the edge of the structures.

2) Besides the initial concrete testing on the mix design, will there be any field testing for concrete used in the full depth repairs and full slab replacements?

NASA RESPONSE: Refer to the specifications provided.

3) Is 650 Flex an acceptable mix for full depth repairs and partial depth replacements?

NASA RESPONSE: 650 Flex is only required for full depth repairs and full slab replacements. This is addressed in specification 32 13 11. For partial depth repairs (spalls), refer to specification 32 01 29.61.

4) Does the concrete plant required have to be a central batch plant onsite at the project location?

NASA RESPONSE: The batch plant is not required to be on-site.

5) Can P403 be used as base course?

NASA RESPONSE: P403 can be used for base and RAP is allowed for base.

6) Is RAP allowed in P403 Base course?

NASA RESPONSE: P403 can be used for base and RAP is allowed for base.

7) Are dowels required in all full depth repairs?

NASA RESPONSE: Dowels will be required in all locations except expansion joints (See Details B and E on sheet CS501).

8) Specification Section 32 13 11 references, and appears to require, the use of a slipform paving machine for full depth slab replacement.

This spec would typically refer to mainline runway concrete paving in large quantities. Given that the full depth slab replacement is limited to fifteen slabs approximately 12.5’ x 15’, will a concrete paving machine be required for this concrete placement?

If the paving can be accomplished without a slipform paving machine, can the concrete batch plant be farther than 15 miles from the job site?

NASA RESPONSE: Slip form paving is only required for a continuous run as you’ve noted and is not required for spot slab repairs. The batch plant can be farther as long as the mix does not become too difficult to place. The risk is overworking the surface. An admixture may be required if beyond the 15 mile range.

9) Can the bid by delivered by email?

NASA RESPONSE: Negative. See Provision L.29.

Notes

1) Several abandoned utilities were located upon site visit that were not in the specs and drawings:

a. Utilities to be Abandoned Include Sewer Clean Out, Runway Lamp, and Electric Vault

i. Remove existing structure to milled depth. Grout voids and pave.

2) For Active Utilities

a. For existing sewer clean out and water cut off valve, adjust elevation of utilities as required to match proposed grades.

b. For the existing electric vault, the structure is to remain at current elevation. Adjust paving to match grade at structure edges.

3) FCLP Detachment Tentative Calendar as provided by Assistant Airfield Operations Manager:

Awardee will be required to coordinate with air ops for performing work on option 3 if awarded.

Below is the schedule of upcoming FCLP detachments that will result in heavier airfield traffic than normal operations:

• 9-19 November 2020

• 8-18 March 2021 (tentative)

• 21 June to 1 July 2021 (tentative)

• 23 August to 2 September 2021 (tentative)

• 8-18 November 2021 (tentative)
