Planetary Exhibit at GSFC Visitor Center – Request for Proposal (RFP)
80GSFC20001 - Amendment #2
Questions and Responses
1. Question: I just saw this solicitation today. I noticed that answers to questions have not yet been posted. Will those be available soon?
Response: Yes they will be provided in an amendment to the solicitation. Please keep looking at the website for all postings related to this solicitation.
2. Question: I also wanted to ask if there is any possibility that this RFP due date will be postponed due to the COVID-19 crisis. We are currently under a shelter in place mandate here in
Ohio and therefore not permitted to leave the house to mail a proposal to you. Factoring in the time between now and when answers to questions are available, plus expected shipping/mailing delays, and the shelter in place mandate, it seems that we are all experiencing some extraordinary circumstances that will challenge vendors to submit a proposal on time.
Response: Proposals are due on Thursday, April 30, 2020 at 5:00 p.m. However, due to the COVID 19, the time for submission has been changed from 5:00 p.m. EST to 3:00 p.m.
EST. In addition, Goddard has set up a new mechanism by which contractors can submit responses to this Request for Proposal. The revised changes are included in Section L14, and L.16. Please adhere to these changes and instructions.
3. Question: Are you able to share the details of the request with me?
Response: Not sure about what request you are referring to.
4. Question: What is your budget (or budget range) for this project?
Response: That information is not for public knowledge
5. Question: Could you confirm whether the Past Performance Questionnaires are due March
30th? We noted that the date of March 20th was also listed in the RFP.
Response: In amendment #1 the date for Past Performance submittal was changed to
April 13, 2020, however the date will further be changed to Wednesday, April 22, 2020 and they can be submitted electronically to Odessia /Becks at Odessia.H.Becks @nasa.gov by
2:00 p.m. EST.
6. Question: Is this a small-business set-aside contract?
Response: No, it is not
7. Question: Is it preferred that one firm provide design as well as fabrication?
Response: Yes, it is preferred, but not required.
8. Question: Is it possible for the corresponding proposal and Past Performance Questionnaires to be submitted digitally?
Response: Yes, see information at response #2, Sections L14, and L16.
9. Question: Regarding the Past Performance Questionnaire, it says it is to be returned March
20th? Is that the correct date? Additionally, do we select a vendor we did this work for to complete the questionnaire? Or since we are the contractor, we complete and evaluate ourselves? Please inform who should complete this Performance Questionnaire and if required by March 20?
Response: The due date for Past Performance /questionnaires will was changed in
Amendment #1; however, that date has been further extended to Wednesday, April 22, 2020. Yes, the proposing contractor would select a company whom they have performed this type of work for and have them submit a past performance response on work the company did that was relevant to this solicitation and requirement.
10. Question: In reviewing this RFP it describes the North American Industry Classification
System (NAICS) as 561920. This code is for “Convention and Trade Show Organizers” and is not indicative of the Museum Exhibit fabricator or designer classification.
Is the Selected contractor required to be classified in SAMS as 561920?
A better classification for this is 712110 - Traveling Museum Exhibits or 236220 - Museum
Construction.
Response: After review of the NAICS Code the Government will change the NAICS code to represent the work required. As such, the new NAICS code will be 712110 and it will be reflected in this amendment.
11. Question: Proposal requirements – there seem to be (2) sets of proposal requirements – the first set in the Request for Proposal document beginning on page 48 that are very lengthy with four separate volumes required, for a total of 4 originals and 12 copies for a total of 16 sets. Plus the Proposal Requirements outlining experience for the statement of work that are very different located in Attachment A, Statement of Work, ( page 4 ) or page 71 of 95 of the .pdf file.
-Can you please clarify what proposal requirements we are to follow?
-If we need to follow and include both, where should we place the qualifications proposal response items from the SOW given the stringent page counts outlined for Past Performance section (only 5 pages)
Response. In section, L.14 entitled GSFC 52.215-201 PROPOSAL PREPARTION –
GENERAL INSTRUCTIONS (Dec 2018) – are instructions for how the proposals are to be submitted and the quantity of proposals to be submitted. These are not to be confused with the requirements set forth in the Statement of Work (SOW). There are not two sets of requirements. The only set of requirements are stipulated in the SOW, and those are the ones that all contractors should respond to as part of their proposal. Again the instruction section is ONLY telling potential contractors how they should submit their proposals, and the requirements section in the SOW is what contractors will respond to in their response to this Request for Proposal.
In addition, only two electronic copies of each volume is required. One full set of proposals submitted (Volumes, 1, 2, 3 &4) should be clearly marked original and the other a copy.
12. Question: Given the current situation with things closing and or offices offering telework, would NASA Goddard Space Flight Center Procurement accept electronic versions of our proposals on Monday, March 30th by 3:00 PM in lieue of the requested 16 copies? Or: if hard copies of the proposal response are still required would you accept Volumes I, II, III and IV in one single notebook binder as one (1) original, with the (3) additional copies for a total of (4) separate binders instead of 16 sets?
Response Yes, NASA will accept electronic proposal. Please see instructions at Section
L14 and L16, for clarification on submission of proposals. In addition, only two electronic copies of each volume is required. One full set of proposals submitted (Volumes, 1, 2, 3 &4) should be clearly marked original and the other a copy.
13. Question: Is NASA Goddard Space Flight Center still open and accepting deliveries
Monday, March 30th that could be sent by a Commercial Courier instead of US Postal Service or other commercial carrier such UPS or FedEx?
Response: No.
14. Question: In the RFP under Price requested Section B –B.,1, B.2, and B.3 it asks for total value, projected schedule for SOW in table format and a Payment Schedule in Excel. However, in Section L Instructions to offerors, section L.18 Price Volume (b) asks for 1) Firm Fixed Price,
2) Milestone Payment and 3) a Funding profile with graphic image and by quarter – is this
Funding profile item necessary for or response given the size of this project?
Response Yes it is. This is required in accordance with clause GSFC52.215-227 Price volume Instructions (NOV 2016) stipulated on Page 58 of the solicitation.
15. Question: Is there any onsite orientation/walk-through of space prior to submission?
Response: The GSFC Visitor Center is currently closed; unless the deadline for extension is substantial, it is likely to remain closed through this proposal call.
16. Question: Is text writing part of the contractors responsibly, or the NASA content team?
Response: NASA will provide Writing and most images.
17. Question: Do you have a sense of the percentage of physical vs. digital interactives you are envisioning (this will impact pricing)?
Response: Approximately 50/50, though we’d like to limit the exhibit to no more than two screens.
18. Question: do you envision only interactive media, or also some introductory film or other similar produced media peace?
Response: Only interactive media.
19. Question: Is there a target/maximum group size that you would want to plan for in any immersive experiences, gathering areas or introductory experiences? I.e. a usher ell size for tour groups, school groups, etc?
Response: No
20. Questions: Will answers be emailed, or is there a posting location for answers?
Response: All responses to questions will be posted as an amendment on beta.sam.gov
21. Question: What is the expected range for the total price for design, production and fabrication of this exhibit?
22. Question: Please provide detail for the scope of work for the media production and fabrication including the expected approximate number of:
- Single user simple computer interactive experiences;
- Single user complex computer interactive experiences;
- Multi-touch computer interactive experiences;
- Multi-touch table or wall interactive experiences;
- Soundscapes or audio programs.
Response: This will be determined during the design phase; the Government has no set expectations on quantity. We expect the contractor to design in accordance with the requirement in the statement of work.
23. Question: Do you anticipate any linear video programs, and if so, how many?
24. Question: Is there a sit down theater experience wanted?
25. Question: NASA write exhibit wall script text?
Response: NASA will provide Writing and most images.
26. Question: Will NASA provide media treatments?
Response: NASA will provide text for all elements of the exhibit and multimedia, as well as existing images and digital media.
27: Question: Will NASA provide any media scriptwriting?
Response: NASA will provide text for all elements of the exhibit and multimedia, as well as existing images and digital media.
28: Question: Will available assets be researched and provided by NASA in high resolution files?
Response: Yes
29. Question: Will all NASA assets be provided cost-free?
30. Question: How many references are wanted for Prime Fabricator or Designer? For
Subcontractor AV Media Producer? For Subcontractor Designer? For Subcontractor Fabricator?
Response: The government did not state a specific number of references for each area, however the Request for Proposal (RFP) section L.17 B Past Performance gave the parameters around what is required to be submitted for evaluation with the offerors proposal.
31. Question: Is there a form for the budget, and if not, how much detail is wanted?
Response: See Milestone payment requirements in section B.3 as well as information at section L.18 Price Volume Instructions (b).
32. Question: Please confirm when will you answer questions and please confirm that all questions and answers will be provided to all respondents.
Response: Responses to questions will be posted as an amendment to the solicitation beta.sam.gov
33. Question: Due to business disruption and delays caused by the current Covid-19 virus pandemic, I respectively request a delay in the due date for this proposal to April 20.
Response: The due date for proposal response is April 30, 2020 at 3:00 p.m. EST.
34. Question: Is there any possibility of extending the proposal due date to sometime in early to mid-April, since exhibit design firms and their vendors are all dealing with changes and challenges due to the ever-changing COVID-19 pandemic?
Response: The due date for proposal response is April 30, 2020 at 3:00 p.m. EST.
35. Question: Related to the previous question, since nearly all museums around the country are closed indefinitely, can this RFP wait until proposing firms are able to get in touch with past museum clients for the purpose of completing the Past Performance Questionnaires (Exhibit B)?
Response: While the Government is sympathetic and recognizes that these are strenuous time, however, we believe that information can still be provided electronically, as such past performance information can be sent to companies offeror’s are requesting past performance information from and it can be submitted to the Government electronically by the due date.
36. Question: What is the total budget for this project, for design, fabrication, media production, AV hardware, and exhibit installation?
37. Question: Related to the previous question, how should we determine a cost for fabrication and installation if the project has not yet been designed? Can you provide an allowance number or a not-to-exceed number for the fabrication and installation work?
Response: Estimates can be based on a cost-per-square-foot for interactive exhibits
38. Question: For the three design phases (Concept, Design Development, and Construction
Drawings), how many in-person meetings will be required per phase?
Response: 1-2 in person meetings are required. Additional in-person meetings may be added.
39. Question: Regarding the Past Performance Questionnaire, it says it is to be returned March
20th? Is that the correct date?
Response: The new due date for Past Performance response is Wednesday, April 22, 2020.
40. Question: Additionally, do we select a vendor we did work for to complete the questionnaire? Or since we are the contractor, we complete and evaluate ourselves?
Response: Often that preference comes from someone whom you have performed similar service for.
41. Question: Please inform who should complete this Performance Questionnaire and if required by March 20?
Response: That is up to the offeror. The government cannot dictate who should complete the questionnaire.
42. Question: In order for us to determine if we are a good fit for this project, would it be possible to share the project budget or design to amount?
43. Question: Would it be possible to provide a floor plan of existing exhibits?
44. Question: The scope of work references the new exhibit will occupy 757 sq feet of space, with the potential to work or update other exhibits noted in the addendum. Of these potential items listed on the addendum that may be updated and/or replaced, what is the sq footage of those areas that we should include in our budget?
Response: The total indoor space available for the planetary exhibit is 757 square feet.
Exhibit components that could be updated or replaced are displayed within that space.
45. Question: How should we approach or quantify the outdoor exhibit? What should we anticipate or include?
Response: The priority is the indoor exhibit. Outdoor space is available if there is not enough space for content indoors. Any outdoor exhibits would need to fit in the budget for the indoor exhibit.
46. Question: For the multi-media/interactive development included in the scope of work, do you have specific equipment or AV requirements we should take into consideration when providing this response? What level of development or complexity would you like us to include? Is there a standard or format you currently work with or prefer within the Visitor
Center for ease of management and maintenance? Can you confirm this is one interactive or should we anticipate designing and producing multiple interactive?
Response: Please estimate this as a range. Number/complexity of interactives vary throughout the VC, and for this exhibit will depend on depend on the direction that the new content will take.
47. Question: We have the list of items that will stay. Of the items that may go or are considering for update - what level of refurb, or replacement are you considering?
Response: That will depend on the direction that the new content will take. Most are in good condition, but could be updated to be more broadly representative of planetary science (e.g. modifying the current lunar analog display to be a planetary analog display).
The current exhibit is Moon-focused.
48. Question: Can you provide the "area" size of the window graphics that may change?
Response: Approximately 841 sq. ft.
49. Question: Should we plan for installation during standard business hours or after hours when the Visitor Center is closed?
Response: Installation should begin on a Monday, when the VC is closed. Installation may continue during open hours, but the installation team will need to rope off the work space from the public and practice safety, such as keeping tools, hardware and work areas away from the public as much as possible.
50. Question: Are any changes required for the Apollo 14 Moon rock that is staying?
51. Question: Do you have content/Solar System outline available that we can review at this time?
Response: The content outline will be shared with the selected design team in the initial meeting with the GSFC content team.
52. Question: Do you have a budget for this project?
Response: That information is not for public knowledge.
53. Question: Who designed the current displays?
Response: A contractor designed the space
