INDUSTRY QUESTIONS
1. Site Plan Sheets CS102 thru CS104 requires the reestablishment of carrier deck markings but no details are provided.
NASA RESPONSE: Refer to Sketch SKC-1, “Simulated Carrier Landing Deck”, incorporated via Amendment 1 for carrier deck marking detail.
2. I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
NASA RESPONSE: This is a new requirement.
3. How do I go about getting plans for this Wallops Flight Facility Project?
NASA RESPONSE: The specifications and drawings were posted to fedbizopps on January 19, 2018.

NASA RESPONSE: The prime contractor must provide the required bonds.
5. Does the time to submit industry questions for Phase 5 begin after the site walk-through on Wednesday, and who do we send those questions to?
NASA RESPONSE: Refer to section L.27 of the solicitation for information regarding submission of questions.
6. Is construction anticipated to start in the summer?
NASA RESPONSE: Construction is to begin upon issuance of the notice to proceed which is anticipated in early spring. Refer to solicitation section H.11
Special Instructions and Information for Construction Contractors item 4.
Working Hours: Work portion on actual Airfield Runway requiring shut down of
Runway shall not exceed 90 days between the dates of April 1, 2018 and July 20, 2018. Work on taxiway may proceed any time during the contract duration after approval with Air Ops and NOTAM approval.
7. I saw project 80GSFC18B0004 listed for quotes. I wanted to find out if there is a central location you list projects for bids where I can find others that are bidding and general contractors I could solicit. I see it listed on The Builders Exchange. I know other agencies have a site we can register with and it will give us a list of the plan holders.
NASA RESPONSE: Projects for bid are posted to the Federal Business
Opportunities website, www.fbo.gov.
8. Is there any AC crack sealing in the milled surface required? There are no quantities for this on the New Work Schedule in the project drawings.
NASA RESPONSE: If cracks are encountered beneath milled areas, these will handled via contract modification.
9. Is the only work on T/W Charlie joint repair?
NASA RESPONSE: A drawing sheet showing work on the northern half of T/W
Charlie is incorporated via Amendment 2. The repairs include, in addition to the joint repairs, concrete repairs. Revised sheets C-100 (drawing number 18227), C-
103 (drawing number 18230), CD112 (drawing number 18242), and CS 112
(drawing number 18269) and new sheets CD116 (drawing number 18278) and
CS116 (drawing number 18279) are provided in Amendment 2. Additionally, revised sheets CS601 (drawing 18275) and CS602 (drawing number 18276) for
Option 2 and Option 3 work schedules are also provided in Amendment 2.
Quantities for both options shall be bid from the revised sheets.
10. Sheet CD 102 has #19 demo note pointing to asphalt joint but there are not any notes in the legend explaining what #19 means. Can you clarify?
NASA RESPONSE: Demolition Key Note 19 pointing to STA 58+36.90 should reference Demolition Key Note 9.
11. Besides initial concrete testing on the mix design, will there be any field testing for concrete used in full depth repairs and full slab replacements?
NASA RESPONSE: For partial depth spalls, refer to section specification section
32 01 29.61 part 3.4 Field Quality Control. For full depth repairs, specification section 32 13 11 applies.
12. Is 650 Flex an acceptable mix for full depth repairs and partial depth replacements?
NASA RESPONSE: For full depth repairs, 650 flex is acceptable. For partial depth replacements, refer to specification section 32 01 29.61 paragraph 2.1.4.1
Portland Cement Mix Design.
13. Is there any asphalt pathing in the milled surface? There are no quantities for this on the New Work Schedule in the project drawings.
NASA RESPONSE: The milled area is part of the base bid and will receive an overlay (refer to sheet CS601 (drawing number 18275)). If cracks are encountered beneath milled areas, these will be handled via contract modification.

14. Are there any E&S requirements? Silt fence, etc.?
NASA RESPONSE: No E&S is required since this is an overlay project.
15. It is difficult to determine the number of light fixtures on the simulated carrier deck. Can you confirm?
NASA RESPONSE: Seventy-two (72) light fixtures were surveyed on the simulated carrier deck. The contractor is responsible for field verifying this number.
16. How deep in the AC is the wiring for the simulated carrier deck?
NASA RESPONSE: Wiring is run at the bottom of saw cuts between existing lights (the kerf). Contractor is responsible for field verifying the depth.
17. Does the concrete plant required have to be a central batch plant onsite at the project location?
NASA RESPONSE: No. The batch plant can be offsite. Batch plant must meet the requirements of the specification.
18. Is RAP allowed in the P403 base course?
NASA RESPONSE: RAP is not allowed in the specification. Refer to specification sections 32 12 15.13 and 32 12 15.16 paragraph 2.5 Recycled Hot
Mix Asphalt. Amendment 2 revises Attachment I which does not allow RAP.
19. Are dowels required in all full depth repairs? New work schedule shows some full depth repairs that are 3’x3’. These repairs may be too small to use dowels.
NASA RESPONSE: Yes, dowels are required in all full depth repairs with the exception of expansion joints.
20. Plans call for over cuts but Addendum said no overcut in PCC. Per spall plans there is 6’’ x 6’’ , 1’ x 6’’, and 1’ x 1’ show on schedule. We can’t saw these small spall without overcutting do to radius of saw blades. Please advise.
NASA RESPONSE: Per “Step 1” spall repair notes on sheet CS501 (drawing number 18273), do not perform overcutting.
