About this file

This is Amendment 1 to solicitation 80GRC026R0010 for a design-build contract to construct an Aerospace Power Systems Laboratory facility at NASA Glenn Research Center. The amendment, issued October 16, 2026, corrects conflicting dates and provides responses to 19 RFI questions submitted during the initial bid period.

The solicitation is a two-phase procurement with Phase 1 requiring submission of qualifications and past performance by 1:00 PM EST October 30, 2026 (corrected from October 12, 2026). The estimated project value is approximately $50 million with a period of performance of 1080 days (corrected from 725 days on the SF1442). Phase 1 proposals must include four volumes: Administrative (25 pages), Technical Approach (10 pages), Technical Qualifications (35 pages), and Relevant Experience and Past Performance (25 pages). Up to three offerors will be selected in December 2026 for Phase 2, which will include an RFP with draft statement of work and proposals due March 15, 2027. The contract requires bonding capacity of $45 million minimum, potentially increasing to $60 million. Key RFI responses clarify that NASA will provide geotechnical and survey data to Phase 2 participants for planning purposes only; one individual may satisfy multiple key personnel positions with some exceptions (Project Manager and Superintendent cannot be the same person); dividers and tab sheets are excluded from page limits; additional programming information will be provided in Phase 2; an organizational chart is required; a Safety and Health Plan is not required with Phase 1 but will be required before field work; and CPARS reports spanning the last five years are acceptable in lieu of Past Performance Questionnaires for past projects.
