About this file
This document is a set of questions and responses related to a pre-solicitation synopsis for a NASA Glenn Research Center contract opportunity. The key details are:
The contract opportunity is for a small satellite-based flight demonstration of a V-Band cross-link capability and V-band high power amplifier. NASA encourages teaming but cannot make specific recommendations. The contract will be a Firm Fixed Price instrument, and NASA intends for this to be a standalone procurement with offerors addressing the complete scope of work. Offerors can propose additional technical milestones beyond the minimum set. The frequency range of interest is 40 to 75 GHz (V-Band). This is a new procurement with no incumbent. NASA will not consider non-satellite-based experiments for this effort. The contract will be a small business set-aside with a NAICS code of 541715 and a size standard of 1,000 employees. NASA is requesting comments on the draft solicitation by July 15, 2024, and may provide public responses on the Government Point of Entry (GPE).

V-Band cross-link capability and V-band high power amplifier needs in general?
a. Yes, NASA encourages teaming to help meet Agency needs, however NASA cannot make specific teaming recommendations.
2) Are Offerors able to submit a response that proposes to complete the milestones in Phases, with the Phase I Deliverables being consistent with the estimated current level of funding?

a. Yes, the milestones listed are a minimum recommended set and Offerors are welcome to introduce others as needed.
4) What is the intended contract instrument?
a. The intended contract type is Firm Fixed Price.
5) Can you refine the frequency range of interest?
a. Offerors are invited to provide responses that conform to the standard designation by the Institute of Electrical and Electronics Engineers (IEEE) of V-Band ranging from 40 to 75 GHz
6) Is there an incumbent currently providing these services?
a. No, this is a new procurement activity.
7) Would the Government consider non-satellite-based experiments in the stratosphere for this effort?
a. No, the intended outcome is a small satellite based in space demonstration.
