GRC Maintenance (Both LF & ATF) GRC utilizes a Reliability Centered Maintenance (RCM) management approach. This approach is a data driven philosophy which requires continuous improvement and evaluation of current and future requirements.

Preventative and Corrective Maintenance services include:

Scheduled (Planned)

• Preventative Maintenance (PM)

• Programmed Maintenance (PGM)

• Predictive Testing & Inspection (PT&I)

• Service Request (SR)

• Replacement of Obsolete Items (ROI)

• Calibration services

• Planned Repairs

Unscheduled (Unplanned)

• Trouble Calls

• Unplanned Repairs

This contract supports the implementation of GRC’s Maintenance Program which:

• Complies with current NASA Facilities Maintenance and Operations Management policies.

• Implements NASA’s Reliability Centered Maintenance (RCM) philosophy in accordance with required policies.

• Implements and expands upon NASA’s Conditioned Based Maintenance (CBM) philosophy.

• Ensures that testing schedules are executed on time and for the duration required.

• Ensures that GRC’s maintenance reporting requirements are met (including responses to frequent NASA Headquarters data calls)

Work Breakdown Structure (WBS)

The contract is broken into functional work groups referred to as WBS elements. There are 25 unique WBS elements that collectively describe the work requirements of the following areas:

NASA Office of Small Business Programs (OSBP)

Overview Small Businesses are the backbone of the American economy and play a very critical role in propelling our nation forward into a new space age. Hundreds of small businesses have contributed to some of NASA’s most premier space exploration missions, from the Space Launch System (SLS) to the James Webb Space Telescope. Small Businesses not only support science and technology tasks across a wide range of disciplines, but many also provide critical program management functions that keep our projects within budget and on schedule.

NASA’s Office of Small Business Programs primary mission since its inception has been to increase the representation of small businesses in NASA’s contracting efforts. Our efforts encompass all federally recognized socio-economic small business categories and we work hard to make sure each type of business gets a fair chance to work with NASA.

NASA Implementation of Recent DEIA EOs:

EO 13985 on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government

• NASA Request for Information (RFI) and Public Meeting

On June 15, 2021, NASA issued an RFI, seeking public input on advancing equity and support for under-represented and underserved communities in NASA programs, contracts and grants.

On July 13, 2021, NASA hosted a public meeting to discuss the RFI and further engage the public for input on implementing EO 13985.

Public input from the RFI and meeting are currently being reviewed to inform the development of the upcoming new NASA Equity Plan.

Additionally, NASA recently used a crowdsourcing tool – NASA@Work – to solicit ideas and input from the NASA workforce.

President’s DEIA Priorities – NASA Implementation

An ostensible subcontractor is a subcontractor that:

• Performs primary and vital requirements of a contract, or of an order under a multiple award schedule contract.

• A subcontractor upon which the prime contractor is unusually reliant.

Ostensible Subcontractor Rule

If the Offeror proposes using subcontractors, the Offeror shall consider the following for compliance with the Small Business Administration’s (SBA) Ostensible Subcontractor Rule (reference 13 CFR 121.103):

1. Who will manage the contract?

2. Which party possesses background and expertise necessary for contract performance?

3. Which party pursued the contract?

4. The degree of collaboration in preparation and submission of this Quote.

5. Whether there are discrete tasks to be performed by each subcontractor(s), or whether there is instead a co-mingling of personnel and resources.

Ostensible Subcontractor Rule - Things to Consider

6. Which party will perform the more complex and costly contract functions?

7. The relative amount of proposed work (annual dollar value) to be performed by each subcontractor(s).

8. The business size (number of employees and annual revenue) of each subcontractor(s).

9. Is the proposed subcontractor(s) ineligible to submit a quote because it does not meet the solicitation size standard requirements?

10. Did the prime include subcontractor personnel in the proposed organizational structure, and did the prime propose the managerial staff of the incumbent in their quotes (all or some)?

The SBA has the authority to make a final decision on compliance with the Ostensible Subcontractor Rule; therefore, compliance with the rule will not be evaluated by NASA

GRC.

Ostensible Subcontractor Rule - Things to Consider

Regulations Pertaining to 8(a) Small Business Set-Asides

• FAR 6.204 - Set-asides for 8(a) Small Business Concerns

• FAR Subpart 19.8 - 8(a) Small Business Procurement Program

• 13 CFR Part 124 - 8(a) Business Development/Small Disadvantaged Business Status Determinations

8(a) Small Business Procurement Program

• Determining eligibility for the 8(a) Program. FAR Subpart 19.802 oDetermining the eligibility of a small business to be a participant in the 8(a) program is the responsibility of the SBA. SBA’s regulations on eligibility requirements for participation in the 8(a) program are found at 13 CFR 124.101 through 124.112.

• Selecting acquisitions for the 8(a) program. FAR Subpart 19.803 oThe SBA and an agency match the agency’s requirements with the capabilities of 8(a) participants to establish a basis for the agency to contract with the SBA under the program.

oTFOME III is an 8(a) Set-Aside

8(a) Joint Ventures

8(a) Joint Ventures, 13 CFR 124.513

• 8(a) firm designated as managing venturer and employee of 8(a) is project manager responsible for performance of contract.

• Joint venture is project specific.

• JV must be approved by servicing SBA district office prior to award of 8(a) contract.

• JV provides quarterly financial statements to SBA.

8(a) Joint Ventures

8(a) performance of work:

• As the contractor, the JV entity must perform the percentage of work required by FAR 52.219-14 Limitations on Subcontracting.

• The 8(a) partner to the JV must perform at least 40% of the work performed by the JV (includes all work done by non-8(a) partner and any of its affiliates at any subcontracting tier).

PAST PERFORMANCE

New SBA Rule Enhances Past Performance Opportunities for Small Businesses

• On August 22, 2022, the U.S. Small Business Administration (SBA) will implement a final rule that provides two new methods by which small businesses can obtain past performance credit when competing for federal prime contracts. First, the rule allows certain small business offerors to rely on the past performance of joint ventures (JV) in which they were a member. Second, the rule establishes a process by which certain small businesses can request, obtain, and rely upon past performance obtained when performing as a first-tier subcontractor. This rule greatly expands the ability of small businesses to establish a record of meaningful and relevant past performance.

NASA Mentor Protégé Program

The NASA MPP encourages NASA prime contractors to assist eligible Protégés, thereby enhancing the Protégés’ capabilities to perform on NASA contracts and subcontracts, fostering the establishment of long-term business relationships between these entities and NASA prime contractors, and increasing the overall number of these entities that receive NASA contract and subcontract awards.

Benefits of Participation

For Mentors

• Develop long-term business relationships with small business concerns.

• Develop a qualified small business subcontracting base.

• Accrue credit toward small business subcontracting goals.

For Protégés

• Receive relevant technical and developmental assistance.

• Qualify for sole-source contracts from Mentors.
