Test Facility Opera�ons, Maintenance, and Engineering III (TFOME III)

1. Atachments

a. Ques�on: Can Offeror’s deviate from the sample WBS? Will the Government address devia�ons in the final RFP?

Answer: The Sample Work Breakdown Structure (WBS) documents provided in Appendix B are writen and reviewed by the TFOME civil servant Func�onal Program Managers.

The WBS documents are not to be edited by an Offeror.

b. Ques�on: L.27 sec�on MS. 2 (2) requires an overview of the Safety, Health, and

Environmental Management Plan in addi�on to a Health and Safety Plan (HASP) that is due 30 days a�er contract award. Is this overview intended to be an overview of the Corporate HASP to be submited with the ini�al proposal, or is this an overview of the Contract Specific HASP to be submited within 30 days a�er contract award?

Answer: The overview described in L.27 MS.2 (2) “Safety, Health, and Environmental Overview” is separate from the contract specific Health and Safety Plan (HASP) which is due 30 days a�er contract award and the corporate HASP due with the proposal. The safety, health, and environmental overview is its own sec�on in the Mission Suitability Volume which should, at a minimum, include the informa�on listed in L.27 MS.2 (2)(i), (ii), and (iii).

c. Ques�on: The solicita�on states that the Safety and Health Plan will be referred to as the Health and Safety Plan (HASP); however, there are inconsistencies with the nomenclature. Will the Government please confirm that the "detailed safety and occupa�onal health plan" referenced in L.22 and the overview of the Safety, Health, and Environmental Management Plan referenced in L.MS.2(2)) are part of the same requirement and not separate plans?"

Answer: The Safety, Health, and Environmental Overview, corporate Health and Safety Plan (HASP), and the contract specific HASP are three separate requirements.

The corporate level and contract specific Health and Safety Plan/Safety and Health Plans are referenced in GRC L.22 1852.223-73 and Atachment J.1.9 – Contract Data Requirements List. Provision L.22 refers the Offeror to Atachment J.1.9 for details required in the corporate and contract specific plans. The corporate plan is due with the Offeror’s proposal and the contract specific plan is due 30 days a�er contract award.

The overview described in L.27 MS.2 Technical Plan (2) Safety, Health, and Environmental Overview is part of the Mission Suitability Volume and has separate requirements listed in Sec�on L and how it will be evaluated in Sec�on M.

2. Proposal Evalua�on

a. Ques�on: Can the Government confirm if the 4 sample tasks within the Dra� RFP will remain the same in the final RFP?

Answer: No, the Government cannot confirm that the 4 sample tasks within the Dra� Request for Proposal (RFP) will remain the same in the Final RFP.

b. Ques�on: 8a cer�fica�on of a JV with a mentor protégé program. Can the informa�on on the Small Business slide at Industry Day affect a company if they are a not a single source en�ty?

Answer: An Offeror is not restricted from submi�ng a proposal on TFOME III if it is in a mentor protégé program or if they want to team with a company in one of these programs.

c. Ques�on: SOW sec�on 3.3.3 requires a list of 'cri�cal' personnel. However, the RFP "2

80GRC024R0001_TFOME III Dra� Request for Proposal_Amendment 2_Final" only men�ons 'key' personnel. Will the government confirm our assump�on that 'cri�cal' personnel are not the same as key personnel?

Answer: The cri�cal personnel are not the same as key posi�ons.

The cri�cal personnel in the SOW are in rela�on to safety and emergency situa�ons during contract performance. These individuals are not the same as the key posi�ons as stated in sec�ons L and M of the RFP. The cri�cal personnel and key posi�ons could overlap but are not intended to be the exact same group of individuals.

3. Statement of Work

a. Ques�on: Does GRC an�cipate or have any facility moves planned during the expected

Transi�on / Phase-In period for TFOME III?

Answer: No, there are no planned facility moves that can be disclosed at this �me.

b. Ques�on: Is there an approved method for transferring cost data into the Government's

CMMS if the data is ini�ally input into a contractor’s procurement and/or accoun�ng system?

Answer: At present, the GRC Maximo system ini�ates a transfer of data to/from the contractor’s server via Secure File Transfer Protocol (SFTP) or Secure Copy Protocol

(SCP). NASA has historically decided not to include cost data in MAXIMO because NASA GRC could not guarantee that it would be available to all who require access.

c. Ques�on: Would a direct connect be permissible if appropriate safeguards are in place, or is a flat file transfer the commonly accepted method for transferring data into the Government's CMMS system?

Answer: A direct connec�on from a contractor’s system to the Government’s CMMS system is not possible. This is due mainly to performance and security concerns. Flat file transfers of data are the commonly accepted method.

d. Ques�on: What security measures and encryp�on standards are required to ensure the secure transfer of data into the Government's CMMS system?

Answer: A typical transfer would use Public Key Infrastructure (PKI) along with either Secure File Transfer Protocol (SFTP) or Secure Copy Protocol (SCP) to transfer data.

e. Ques�on: Are there specific protocols or documenta�on required to authorize and ini�ate data transfers into the Government's CMMS system?

Answer: There are no specific protocols or documenta�on available to authorize and ini�ate data transfers into the Government’s CMMS system. While Maximo does provide a robust process for integra�on, each request must be reviewed and implemented on a case-by-case basis. The NASA GRC Maximo Team would work with the contractor to establish the data transfers and integra�on process a�er contract award.

f. Ques�on: What is the level of facili�es clearance required for the contract?

Answer: The TFOME III contract requires a Facility Security Clearance at the Top Secret level.

g. Ques�on: Sec�on 4.13 of the Statement of Work (SOW) states "The prime contractor shall comply with requirements set in 29 CFR 1910.119, Process Safety Management." Is it the Government's expecta�on that each employee presently involved in opera�ng a process receive Process Safety Management training by Day One of Contract Start?

Answer: Current TFOME II contract employees have been trained on Process Safety Management. New contractor employees on the TFOME III contract will receive the training during phase-in.

4. Terms & Condi�ons

a. Ques�on: Are off-site facili�es for the contractor required? Is there enough space on-site for the en�re TFOME III contractor staff?

Answer: Offsite facili�es are not required for the TFOME III contractor employees working at Lewis Field or Armstrong Test Facility. Historically, there has been enough space on site for all TFOME II contractor employees.

b. Ques�on: Can offerors assume that �me and materials is also an acceptable subcontract type? It is not specifically called out.

Answer: It is at the discre�on of the prime contractor what type of contract is agreed to with its subcontractors. Per FAR 42.202(e)(2), the prime contractor is responsible for managing its subcontracts. In the performance of the TFOME III requirements and the repor�ng of costs, the prime contractor must be able to provide jus�fica�on that all costs are allowable, allocable, and reasonable.

c. Ques�on: In clause 1852.245-80 Government Property Management Informa�on (JAN 2011), paragraphs (f) and (g)Paragraphs (f) and (g) direct offerors to provide a list of equipment we intend to acquire and to disclose inten�on to acquire parts, supplies, materials, and equipment. Are offerors required to submit these items with the proposal response? If so, where should we include them?

Answer: Per Sec�on L of the Dra� Request for Proposal (DRFP), provision L.30 (f), the Offeror shall include all Government Property Management Informa�on per NFS 1852.245-80 in Volume IV, the Business Volume.

d. Ques�on: At what level do we have to track and report our costs?

Answer: Please see RFP clause G.13 GRC 52.242-96 for details on tracking and repor�ng costs.
