About this file
This is a Questions & Answers document for a NASA Sources Sought notice (80GRC024Q0002SS) regarding the Commercial Development of Lunar Exploration Ground Sites (LEGS) Communications Ground Systems.
The Q&A clarifies that NASA seeks a turnkey solution for three ground stations (LEGS-1 in White Sands, NM and two OCONUS sites), with GFE antennas being required equipment. While NASA will provide design information and a list of available GFE, contractors are not required to use this except for the CPI-developed antennas. The acquisition timeline targets a draft RFP in May/June 2025, final RFP in July 2025, proposals due in August 2025, and contract award in October/November 2025. For deployment, GFE antenna installations will be completed by December 2025 for LEGS-1 and June 2026 for OCONUS sites, with contract incentives for early delivery. Other key details include: submissions must use 12-point Times New Roman font, 10-page limit (excluding cover and TOC), and NASA will provide the SCaN Operations Cloud environment and publish a list of RFI respondents to facilitate teaming.

Questions and Answers
1) Will NASA provide the non-antenna equipment comprising LEGS and associated design data for integration into a shelter or are you expecting the contractor to address the design, procurement, integration, and test of the completed shelter, not including the GFE Antenna
System provided by CPI?
a. The government will provide a list of Government Furnished Equipment (GFE) that will be available to proposers, but is not required to be used by proposers. The antennas currently under development by CPI will be required GFE. Design information that represents a CDR level of maturity for LEGS will also be provided, but is not required to be utilized.
2) I would expect a turn-key solution that meets system level specification is the intent/scope of the Sources Sought notice. Can you please confirm?
a. The government seeks a turnkey solution, that in conjunction with the GFE antennas, will meet the system level requirements as identified in the sources sought announcement.
3) Is there a preferred font and size we should use in the submittal?
a. Times New Roman 12-point type font.
4) Does the 10-page count limit include the cover page and table of contents?
a. No.
5) Can NASA provide the list of responders from the June 14, 2024, RFI per the following from the request "NASA intends to publicize a listing of respondents to facilitate teaming arrangements."
a. NASA will provide a list of the interested parties from the RFI and Sources Sought notice.
6) What is the current acquisition timeline of LEGS-1, LEGS-2, and LEGS-3?
a. NASA is targeting a draft RFP to be released in May/June 2025, final RFP to be released in July 2025, proposals due in August 2025, with contract award in October/November
2025.
7) What is the current deployment timeline of LEGS-1, LEGS-2, and LEGS-3?
a. NASA seeks the earliest possible operational dates for the LEGS ground sites. The GFE antenna installations will be completed by Dec 2025 for LEGS 1 and Jun 2026 for the
OCONUS sites. The contract will include incentives to deliver a fully functional system ahead of contractor proposed dates.
8) What agency/contractor is responsible for providing the SCaN Operations Cloud
Environment?
a. NASA will be providing the SCaN Operations Cloud environment.
