Questions for HyTEC Phase 2 Final NRA

1. Do TPM’s need to be defined within the proposal, or after contract award (these will be highly dependent on what technologies are awarded a la carte)?

Yes, TPMs need to be included for all technologies proposed with the proposal per Section 3.4, Section 10.1.1, and Section 11.1.

2. Under Section 12.20 GRC 52.235-91 Technical Summary, there is a request for a hard copy Executive Technical Summary, electronic Microsoft word copy, and an additional copy on a virus-free CD-ROM. Does NASA want the hard copy paper version and the CD-ROM version and if so what physical mailing address should be used to deliver them to and do they need to arrive by the response due date or be postmarked by the response due date?

Electronic submission is satisfactory. Please see Section 10.1 for instructions on electronic submission.

3. Could new and novel manufacturing and/or instrumentation be included if critical/enabling for the small core technologies?

See Section 9.7.

4. Could the end of the contract timeline be clarified? Is the desire to have only the Core Demonstration test be executed prior to the September, 2027 date or does all final reporting and data analysis need to be concluded by September, 2027. Given the new statement in the Final NRA of “Final Contract presentation due 180 days after core demo test completion”.

Testing needs to be completed by September 30, 2027. Data and reporting deliverables are due after the test is completed per the deliverables in Section 6.4. The proposed period of performance shall include the time necessary to complete all deliverables.

5. Will NASA be requesting an oral presentation after the NRA response is submitted and if so what would be the potential timing of one?

No, any potential communication from NASA regarding clarification will be in writing through the contracting officers.

6. Is the draft DRAT to be used as an example, or is NASA requiring each of the items currently in the DRAT to be included in the proposal?

Yes, all items in the DRAT need to be addressed with the Offeror’s data rights position.

The DRAT in the NRA see Attachment DRAT Pre Award HyTEC Phase 2.pdf is NASA’s preferred position on data rights. If the Offeror alters the DRAT, sufficient justification must be supplied to substantiate the differences.

a. Does NASA require the engine OEMs to develop a non-proprietary engine vision cycle?

No, a non-proprietary version is not required.
