Amendment 2: RFP 80GRC022R0012 – “High-Speed Endoatmospheric Commercial Vehicle Conceptual Design Study and Technology Roadmaps Development”

Questions and Answers

1. What tier level of detail does NASA expect for the proposal schedule?

Answer: Offerors should provide a high-level schedule down to the sub-tasks listed under tasks 1 and 2.

2. What is the expected end date for the project? The expected effective date of the contract is January 1, 2023 and the Final Review is 12 months later. Twelve months from January 1st is December 31, 2023. Obviously, this would not be the date of the Final Review? Does NASA have a specific date in mind?

Answer: NASA is currently targeting a Final Review completion date of December 12, 2023.

3. If an Offeror plans to complete all technical work by December 5, 2023, and submit Final Report by December 22, 2023. NASA has a report review period of 30 days after receipt.

If the report is rejected, the Offeror has 10 days to resubmit for approval then another 30 days after notification of approval to submit the final report. This timeline can potentially put the final report submittal date out to 3/1/2024. With the extensive final report review and resubmittal dates, is it correct to assume the contract closure date can be 3/1/2024?

Answer: NASA anticipates the period of performance to potentially extend through March 1, 2023 to account for the initial final report review, any required performer corrections to the final report, and an additional NASA final report review prior to acceptance. NASA and the contractor will discuss the necessity for a period of performance extension closer to that time.

4. On page 86 of the RFP it states, “iii. The Offeror shall only include contracts held within the past fifteen (15) years of the solicitation issue date.” However, on page 91 the RFP states, “(c) Relevancy: The Government will evaluate the Offeror’s, Major Subcontractor’s and/or Teaming Partners’ contract experience over the past three (3) years to determine its overall relevancy to the SOW and the overall requirements of the RFP.” These two statements appear to contradict each other. Is the relevant period (3) or (15) years?

Answer: The relevant period for past performance is the previous fifteen (15) years.
