Questions and Answers for solicitation 80GRC020R0019

Fast Tracking Ground Station Antenna System

1. Question: We plans to propose a different Payment Plan than what is reflected in the RFQ, will our quote be considered non-compliant if we do not accept it as is?

Answer: No exceptions shall be accepted. Offerors shall respond to the language in the solicitation 80GRC020R0019 including all amendments and attachments, and in accordance with C.6 52.232-32 Performance-Based Payments.

2. Question: Are we allowed to offer variations of the format to more appropriately reflect our quote? The primary example is the 0003 Storage Option (Monthly). There are fixed costs associated with disassembling the antenna, packaging the antenna and radome for storage, transporting it to the storage site, then pick up at the storage site, delivery and unloading at the factory, and then reassembly to test before shipping.

Answer: No. Offerors shall respond to the language in the solicitation 80GRC020R0019 including all amendments and attachments, in accordance with E.2 52.212-1 Instructions to Offerors-Commercial Items, and in accordance with Attachment B - Fast Tracking Ground Station Antenna System Specifications and Requirements.

3. Question: Does NASA Glenn have an objective delivery target date?

Answer: Offerors shall respond to the language in the solicitation 80GRC020R0019 including all amendments and attachments. The objective delivery target date is anticipated to be Twenty-two (22) months after receipt of order (ARO).

4. Question: Are there additional details available on the Aircraft/UAS Tracking requirements or should we focus on the requirements as drafted?

Answer: No. Offerors shall respond to the language in the solicitation 80GRC020R0019 including all amendments and attachments.

5. Question: When do you anticipate the system needing to support Q band? V, W?

Answer: NASA anticipates the need to support Q, V, and W bands within 5-10 years.

6. Question: Solicitation mentions that modems will be supplied to vendor. As an OEM of a complete line of modems we can deliver them as a complete solution to NASA Glenn with this solicitation. Can we add our modem offering as an option in our response?

including all amendments and attachments, in accordance with E.2 52.212-1 Instructions to Offerors-Commercial Items, and in accordance with Attachment B - Fast Tracking Ground Station Antenna System Specifications and Requirements.

7. Question: When do you anticipate the completion date of the ACF itself?(Building Construction)

Answer: The estimated completion date of the Aerospace Communications Facility (ACF) is April 2022.

8. Question: Do you anticipate this antenna will support mobile ground vehicle for testing?

Answer: No. The antenna system shall be permanently mounted to the ACF building to provide communication with space borne and airborne assets. The candidate location is not amenable to pointing at ground objects.

9. Question: We have taken note of the Payment Schedule set forth at the end of RFP Section C6. Would NASA be open to reviewing/considering a different contractor-proposed payment schedule? If so, would NASA be open to reviewing/considering the inclusion of an initial down-payment milestone in a replacement payment schedule?

Please confirm that inclusion of any such replacement payment schedule will not disqualify us as an eligible bidder.

Answer: No exceptions shall be accepted. Offerors shall respond to the language in the solicitation 80GRC020R0019 including all amendments and attachments, and in accordance with C.6 52.232-32 Performance-Based Payments.

10. Question: Understanding RFP Section B to permit the “identification of any special commercial terms” in a bidder’s submission. We intend to submit a copy of our standard commercial terms of sale, understanding that such terms must still be consistent with the terms of the RFP and will fall under the order of precedence specified in FAR 52.212- 4(s). Among other terms, our standard commercial terms of sale set forth our warranty, obligations to indemnify for intellectual property infringement, and the Government’s rights in commercial software and technical data. Please confirm that inclusion of such standard commercial terms of sale will not disqualify us as an eligible bidder.

Answer: No exceptions shall be accepted. Offerors shall respond to the language in the solicitation 80GRC020R0019 including all amendments and attachments.

11. Question: Due to the complexity in the feed network and physical limitations of an antenna of this aperture, would NASA consider separate feeds and RF that are physically swappable?

including all amendments and attachments, and in accordance with Attachment B - Fast Tracking Ground Station Antenna System Specifications and Requirements.

12. Question: Due to the complexity in the feed network and physical limitations of an antenna of this aperture, would NASA consider separate multiple antennas to cover the requested bands?

Answer: No. Offerors shall respond to the language in the solicitation 80GRC020R0019

13. Question: Would NASA consider an extension to the submission of the proposal by 1 week (September 7)?

Answer: The due date for submissions to the Fast Tracking Ground Station Antenna System solicitation 80GRC020R0019 including all amendments and attachments, has been extended to September 21, 2020 at 12:00pm ET.

14. Question: The RFP states that simultaneous operation at S and Ka bands is required.

Could you please clarify if only one Ka-band mode is to be operational (in a simultaneous fashion with S band) at a given time or if your require more than one Ka-band mode to be operational simultaneously with S-band.

Answer: A single Ka-band mode (TX+RX) simultaneous with the S-band system is required at a given time. (i.e. there are three independent combinations of simultaneous S-band/Ka-band modes).

15. Question: Will simultaneous operation be required when future Q-band feed is in use in place of S-band or Ka-band feed. What are the required combinations S/Q and Ka/Q-band with simultaneous operation in both bands?

Answer: It is expected that the Q band feed would replace the Ka-band feed and allow for simultaneous S/Q.

16. Question: Is the required antenna to support a multi-carrier application?

Answer: Offerors shall respond to the language in the solicitation 80GRC020R0019 including all amendments and attachments, and in accordance with Attachment B - Fast Tracking Ground Station Antenna System Specifications and Requirements. We currently anticipate modulations with two carriers and ~6 dB peak to average power ratio at this time.

17. Question: Is the required axial ratio of < 1dB a hard requirement for other than Mil Ka-band frequency?

Answer: Offerors shall respond to the language in the solicitation 80GRC020R0019 including all amendments and attachments, and in accordance with Attachment B - Fast Tracking Ground Station Antenna System Specifications and Requirements. Transmit axial ratio is ≤ 1 dB and Receive is ≤ 1.5 dB over 3 dB beam width for all bands.
