RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
Sole Source:
I recommend that the NASA Glenn Research Center negotiate with Magtech & Power Conversion only for NEXT-C Discharge (Dwg No: AER04EA00805) and Beam (Drw No: AER04EA00836) transformers. The total estimated cost of this effort is $99,992.00 and the estimated period of performance or lead-time for delivery is 6 weeks for parts and 13 weeks for Group B qualification data.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons:
1. What are the reasons for soliciting only the suggested source/suggested brand name?
The NEXT-C power processing unit (PPU) is based on a L3 Communications design in which transformers are fabricated with a patented potting process that uses Polymat insulation and EPON825 and an extended curing. Magtech and Robert M. Hadlely, Inc are the only two companies that use this L3 patented potting process. NEXT-C project is under schedule pressure to deliver hardware for the DART mission and Magtech agreed they expedite deliveries after 6 weeks.
2. What is the impact to the government if another vendor/brand is used?
The transformers are needed for fabrication of the NEXT-C PPU which has to be delivered to the Applied Physics Laboratory (APL) on February 2020 for the DART mission. To meet this delivery date, the transformers must be delivered by the end of July 2019. Both, Magtech and Hadley were requested quotes on May 21, 2019. Magtech promptly provided a quote including the option of an expedite fee to meet the delivery schedule. Hadley Inc. has not responded yet to the quote request.
