Western Region Multiple Award Construction Contract

1.0 GENERAL

The National Aeronautics and Space Administration (NASA) is procuring a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract, Western Region Multiple Award Construction Contracts (WRMACC) to perform construction services with two distinct pool bases. The work acquired under this contract is for construction services of government facilities at various locations within the western region area of responsibly.

WRMACC will cover both Northern California and Southern California. The majority of the construction work applied to this contract will be performed for NASA Armstrong Flight Research Center (AFRC), Ames Research Center (ARC), NASA Office of JPL Management and Oversight (NOJMO), and United States Air Force, Edwards Air Force Base, Ca (EAFB) will also be available to other locations to include:

Goldstone Deep Space Communications Complex (GDSCC) in Fort Irwin, Ca; Santa Susana Field Laboratory (SSFL) in Simi Valley, Ca. and Air National Guard, Channel Islands, Ca. Future support may be performed at other NASA centers or government agencies, as required by the Government.

The WRMACC will support primarily Design-Build (DB) but may include Design-Bid-Build (DBB), or performance-based construction delivery methods. The WRMACC is intended to provide a highly flexible construction contracting vehicle for participating agencies. Future task orders may be issued orally or electronically. The completion date for the WRMACC basic contracts is five (5) years from the date of contract award with one (1) potential six (6) month option period.

All WRMACC contracts will be procured, awarded, and administered by NASA AFRC. After contract award, ordering procedures and ordering authority at the task order level will be available at any participating agency with appropriate warrant authority. The terms and ordering procedures of each contract will be uniform amongst the contracts, in a manner to promote a standardized method of delivery.

Construction projects may include, but not limited to:

General construction Architectural Mechanical Electrical Plumbing Civil Structural Roofing Building renovations

New building construction Demolition United States Green Building Council

(USGBC) Leadership in Energy and Environmental Design (LEED) projects

Design/build projects Building Information Modelling (BIM) Facilities Real property

3.0 CONTRACT POOL STRUCTURE

WRMACC will be comprised of two distinct contractor pools procured under this single solicitation. The two separate and distinct WRMACC pools are the Northern California Pool and the Southern California Pool.

POOL 1: WRMACC- Northern California This pool will consist of construction project requirements within the following counties:

Alameda, Alpine, Amador, Butte, Calaveras, Colusa, Contra Costa, De Norte, El Dorado, Fresno, Glenn, Humboldt, Kings, Lake, Lassen, Madera, Marin, Mariposa, Mendocino, Merced, Modoc, Monterey, Napa, Nevada, Placer, Plumas, Sacramento, San Benito, San Francisco, San Joaquin, San Mateo, Santa Clara, Santa Cruz, Shasta, Sierra, Siskiyou, Solano, Sonoma, Stanislaus, Sutter, Tehama, Trinity, Tulare, Tuolumne, Yolo, and Yuba.

POOL 2: WRMACC- Southern California This pool will consist of construction project requirements within the following counties:

Imperial, Inyo, Kern, Los Angeles, Mono, Orange, Riverside, Santa Barbara, San Bernardino, San Diego, San Luis Obispo, and Ventura.

California state map is provided below with County names. Pool structure for the two pools is depicted by County as shown in the map.

Offerors will submit a separate proposal for each WRMACC pool of interest. Each pool will be evaluated on a competitive best value source selection basis in accordance with Federal Acquisition Regulation Part 15 and NASA FAR Supplement 1815.3. The evaluation factors for each pool, will be uniform overall in nature but may vary in some details between the two pools. An appointed source selection authority will be responsible for all contract awards that stem from this solicitation, including the appointment of a source evaluation team to evaluate the proposals submitted for both pools in response to the solicitation.
