About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) prepared by NASA Armstrong Flight Research Center for a sole-source contract modification to provide Rolls Royce MK511-8 SPEY Engine Servicing & Exchange services under contract number 80AFRC25P0004.
The required services include overhaul, inspection, shipment, and installation of aircraft engines to support NASA's operational needs. Specifically, engine serial number 11176 will be shipped from NASA Langley Research Center to the contractor for a 1C corrosion inspection service per Rolls-Royce Service Bulletin 72-666, Appendix 1C, then returned to LaRC. Engine serial number 8801 will be shipped from NASA Armstrong Flight Research Center to the contractor for midlife inspection and necessary repairs, also returning to LaRC. The contractor will then remove and safely store engine serial numbers 11021 and 11022 from the NASA 808 aircraft, install the serviced engines, and conduct operational checks to verify proper engine performance. The estimated contract value is redacted. The work is critical to support the NASA 808 aircraft engine change scheduled for April 2026. Market research identified only one qualified source capable of providing these services due to the MK511-8 engines' age, technical complexity, unique configuration, limited domestic and international support availability, and requirement for certified technical expertise and qualified spare parts. Rolls-Royce confirmed the selected contractor is the sole certified and authorized company capable of performing maintenance and overhaul on these engines. A Sole Source Synopsis posted on SAM.gov on June 3, 2025, received zero responses, confirming the lack of alternative sources. The contracting officer determined the anticipated cost will be fair and reasonable following proposal analysis in accordance with FAR 15.404-1 Price Analysis techniques.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
Armstrong Flight Research Center (AFRC)
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
(JOFOC)
For Rolls Royce MK511-8 SPEY Engine Servicing & Exchange
(80AFRC25P0004)
1. Federal Acquisition Regulation (FAR) 6.104-1(a)(1) – Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”
This document is a justification for other than full and open competition prepared by
National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center
(AFRC).
The procuring agency is the NASA, and the contracting activity is the Research Centers
Procurement Office at AFRC.
2. FAR 6.104-1(a)(2) – The nature and/or description of the action being approved:
This justification supports the rationale for contracting by other than full and open competition to award a new work modification to contract number 80AFRC25P0004 with for Rolls Royce MK511-8 SPEY Engine Servicing & Exchange.
3. FAR 6.104-1(a)(3) – A description of the supplies or services required, to meet the
Agency’s needs (including the estimated value):
The required services support the overhaul, inspection, shipment, and installation of aircraft engines in support of NASA’s operational needs. This includes maintenance and repair of two engines, shipment logistics between multiple NASA centers and the contractor facility, engine removal and installation on the NASA 808 aircraft, and verification of proper engine function.
The operation includes the shipment of engine serial number 11176 from NASA Langley Research Center (LaRC) to the contractor’s facility to undergo a 1C service, specifically a corrosion inspection as outlined in Rolls-Royce Service Bulletin 72-666, Appendix 1C. Upon completion of the service, the engine will be returned to NASA LaRC.
In addition, engine serial number 8801 will be shipped from NASA AFRC to the contractor’s facility for a midlife inspection and necessary repairs, after which it will also be returned to NASA LaRC.
The contractor will then be responsible for removing and safely storing engine serial numbers 11021 and 11022 from the NASA 808 aircraft, installing the serviced engines
Use of any vendor other than would introduce substantial technical, safety, and programmatic risk, including inadequate access to certified parts, lack of qualified expertise, and potential ostensible subcontracting concerns. Such an approach would also create significant schedule risk, cost growth, and potential aircraft safety hazards.
Given the multi-month lead time required for this level of engine service, any delay in award or performance would jeopardize the mission schedule for NASA 808, which is planned for an engine change in April 2026.
6. FAR 6.104-1(a)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by Part 5 and, if not, which exception under Part 5 applies:
The Contracting Officer had determined in accordance with FAR Part 5 that this action will not be publicized because it is exempt under FAR 5.101(b)(2) due to restricting competition under the authority in FAR 12.102, Table 12-1. Restricting competition for this action is in the best interest of the Government based on the Technical Representative’s knowledge of the requirement and the market research conducted. As a result, only one source will be solicited.
7. FAR 6.104-1(a)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
The contracting officer’s signature on this document indicates that the contracting officer has determined that the anticipated cost to the government will be fair and reasonable. The contractor must be required to submit a proposal to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The proposal analysis will ensure that the final agreed-to price for the contract action is fair and reasonable. Pricing for this firm-fixed-price action will be determined fair and reasonable in accordance with the techniques at FAR 15.404-1 Price Analysis.
8. FAR 6.104-1(a)(8) – Description of the market research conducted, and the results, or a statement of the reasons market research was not conducted:
As part of NASA’s market research, were contacted.
Only was found to have the necessary parts and certified capability to support the Rolls-Royce MK511-8 engines. confirmed they are not certified and are closing their support department. Additionally, Rolls-Royce confirmed to NASA that is the only certified company authorized to perform maintenance and overhaul on these engines. A Sole Source Synopsis was posted on SAM.gov on June 3, 2025, and received zero responses, further confirming the lack of alternative sources.
9. FAR 6.104-1(a)(9) – Any other facts supporting the use of other than full and open competition:
The additional facts supporting the use of other than full and open competition include the criticality of the requirement to mission success and the urgency created by the limited remaining availability of qualified maintenance support for the Rolls-Royce MK511-8 GIII engines. The engines in question are integral to the continued operation of the NASA 808 aircraft, which is scheduled to require an engine change by April 2026.
is the only remaining U.S.-based provider with the capability, tooling, technical data access, and authorization to perform the required overhaul and midlife inspection services on these engines. Rolls-Royce no longer provides direct support for this engine model and offers only minimal technical assistance, primarily through .
Further compounding the urgency, has announced its intent to discontinue support for the MK511-8 engines next year, making this potentially the last opportunity to obtain qualified servicing. Given the extended lead times required to complete engine servicing, shipping, installation, and post-installation verification, any delay in award would jeopardize aircraft availability and mission readiness.
These factors, combined with market limitations and the contractor’s unique capabilities, further support the necessity of using other than full and open competition under 41 U.S.C.
1901.
10. FAR 6.104-1(a)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:
A notice of NASA’s intent to award this sole-source action was not synopsized on the GPE website (Sam.gov) per FAR Part 5 (See Section 6 above).
11. RFO 6.104-1(a)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
