Price Factor
Offeror’s price proposals were evaluated for reasonableness. The total evaluated price was determined by adding the price of CLIN 0001 with any other proposed pricing for Value Attribute 1 and Value Attribute 2. The offeror’s price proposal was evaluated using techniques described at FAR 15.404-1 to determine the price fair and reasonable.
For the purpose of evaluating the overall cost to the Government, price adjustments were applied to the following items as outlined in Form 2 - Price Adjustments, attached to this solicitation.
Offerors did not complete Form 2; all calculations were performed by the Government. Award will be made at the proposed price, not the evaluated price.
1. Price adjustments associated with major aircraft inspections.
2. Price adjustments associated with engines.
Basis of Award
The evaluation team carried out the evaluation activities and reported to the Source Selection Authority (SSA), who is responsible for making the source selection decision. The Government will award a firm-fixed-price (FFP) contract resulting from this solicitation to a responsible, technically acceptable Offeror using the best value continuum where trade-offs will be made between the Value Attributes and Price. All evaluation factors other than price, when combined, are more important than price. The Value Attributes are considered of approximate equal value to one another and are more important than price.
Technically Acceptability
Priority 1 Aviation
Technical Acceptability All of the Offeror’s proposals clearly met the minimum requirements of the solicitation including technical, engine/auxiliary power unit (APU), and documentation requirements. The aircraft are current with Part 135 Certification, with no noted concerns, and the engines are currently enrolled in the Rolls-Royce Engine Corporate Care (RRCC). The aircraft proposed received a Technical Acceptability rating as follows:
• 570 – Acceptable
• 526 – Acceptable
• 598 – Acceptable
• 530 – Acceptable
• 545 – Acceptable
• 522 – Acceptable
• 564 – Acceptable
• 616 – Acceptable
• 682 – Acceptable
Value Attributes The Offeror’s proposals included additional features and components of the aircraft that go beyond the minimum requirements of the Statement of Work (SOW). The following summarizes the Value Attribute evaluation and represent a non-exhaustive overview of the assessment.
• 570 – The condition of the engines strengthened the Value Attribute rating, as their maintenance status directly affects mission readiness. Other upgrades, including FANS 1A, CPDLC, and other avionics systems upgraded from standard configuration also contributed by substantially enhancing the utility, readiness, or mission effectiveness of the aircraft. Lastly, the cabin interior could be easily configured for upcoming NASA missions. Together, these features provide additional benefit to the Government and support an overall Significant Value-Added rating.
• 526 – The condition of the engines strengthened the Value Attribute rating, as their maintenance status directly affects mission readiness. Other upgrades, including DU-885 displays, FANS 1A, CPDLC, and other avionics systems upgraded from standard configuration also contributed by substantially enhancing the utility, readiness, or mission effectiveness of the aircraft. Together, these features provide additional benefit to the Government and support an overall Significant Value-Added rating.
• 598 – Upgrades, including FANS 1A, CPDLC, and other avionics systems upgraded from standard configuration contributed to the Value Attribute rating by enhancing the utility, readiness, or mission effectiveness of the aircraft. Together, these features provide additional benefit to the Government and support an overall Value-Added rating.
• 530 – Upgrades, including FANS 1A, and other avionics systems upgraded from standard configuration contributed to the Value Attribute rating by enhancing the utility, readiness, or mission effectiveness of the aircraft. Together, these features provide additional benefit to the Government and support an overall Value-Added rating.
• 545 – Upgrades, including FANS 1A, CPDLC, and other avionics systems upgraded from standard configuration contributed to the Value Attribute rating by enhancing the utility, readiness, or mission effectiveness of the aircraft. Together, these features provide additional benefit to the Government and support an overall Value-Added rating.
• 522 – Upgrades, including DU-885 displays, FANS 1A, and other avionics systems upgraded from standard configuration contributed to the Value Attribute rating by enhancing the utility, readiness, or mission effectiveness of the aircraft. Together, these features provide additional benefit to the Government and support an overall Value- Added rating.
• 564 – Upgrades, including DU-885 displays, FANS 1A, and other avionics systems upgraded from standard configuration contributed to the Value Attribute rating by enhancing the utility, readiness, or mission effectiveness of the aircraft. Price A price analysis was conducted, and pricing submitted by Priority 1 Aviation was found to be fair and reasonable based on adequate price competition (FAR 15.404-1(b)(2)(i)). For five of the proposed aircraft, adjustments were made to the proposed pricing for the number of months remaining until the next 192-month inspection. No further adjustments were made since all engines proposed are currently enrolled in RRCC. Four of the aircraft proposed by Priority 1 Aviation did not provide information on the next 192-month inspection, therefore, adjustments as outlined in Form 2 could not be performed and a Total Evaluated Price was not available.

Arhab LLC
The Offeror’s proposal clearly met the minimum requirements of the solicitation including technical, engine/APU, and documentation requirements. The aircraft is current with Part 135 Certification, with no noted concerns, and the engines are currently enrolled in the Rolls-Royce Engine Corporate Care (RRCC). The aircraft proposed received a Technically Acceptability rating as follows: 526 – Acceptable.
Value Attributes The Offeror’s proposal included additional features and components of the aircraft that go beyond the minimum requirements of the SOW. The following summarizes the Value Attribute evaluation and represents a non-exhaustive overview of the assessment. No further adjustments were made since all engines proposed are currently enrolled in RRCC. Arhab LLC’s total evaluated price is the 5th lowest.
Alta Zero Emissions Solutions, Inc.
The Offeror’s proposal clearly met the minimum requirements of the solicitation including technical, engine/APU, and documentation requirements. The proposal indicates the aircraft would be capable of being Part 135 certified, with no noted concerns. However, the engines are not enrolled in the Rolls-Royce Engine Corporate Care (RRCC). The aircraft proposed received a Technically Acceptability rating as follows: 556 – Acceptable.
Value Attributes The Offeror’s proposal included additional features and components of the aircraft and additional documentation that go beyond the minimum requirements of the SOW. The following summarizes the Value Attribute evaluation and represents a non-exhaustive overview of the assessment. For aircraft 556, upgrades including FANS 1A and other avionics systems upgraded from standard configuration contributed by enhancing the utility, readiness, or mission effectiveness of the aircraft. Furthermore, the additional documentation proposed supports NASA’s ability to operate, maintain, and manage the aircraft. Together, these features and documentation provide additional benefit to the Government and support an overall Value-
Price A price analysis was conducted, and pricing submitted by Alta Zero Emissions Solutions, Inc.
was found to be fair and reasonable based on adequate price competition (FAR 15.404- 1(b)(2)(i)). Alta Zero Emissions Solutions, Inc. did not provide information on the next 192-month inspection, therefore, adjustments as outlined in Form 2 could not be performed and a Total Evaluated Price was not available. However, if adjustments were to be made, they would have also encompassed the number of months since the engines were last enrolled in RRCC. Alta Zero Emissions Solutions, Inc.’s total evaluated price is Not Available.
Rovinger Positioning Systems Corporation
Four of the Offeror’s proposals clearly met the minimum requirements of the solicitation including technical, engine/APU, and documentation requirements. The aircraft are current with Part 135 Certification, with no noted concerns, and the engines are currently enrolled in the Rolls-Royce Engine Corporate Care (RRCC). Aircraft 616 sustained damage to the wingtip while taxiing in November 2023, however, the aircraft was repaired by Gulfstream and returned to service.
The remaining two proposals submitted by Rovinger Positioning Systems Corporation did not fully meet the definition of Acceptable or Unacceptable due to the minimal evidence provided regarding airframe, engine, and accessory service bulletins; incident or accidents; excess corrosion; and overdue Airworthiness Directives. The aircraft proposed received a Technically Acceptability rating as follows:
• 598 – Acceptable
• 616 – Acceptable
• 631 – Potentially Acceptable
• 637 – Acceptable
• 682 – Potentially Acceptable

Together, these features provide additional benefit to the Government and support an overall Value-Added rating.
• 682 – Only proposals rated Acceptable were evaluated against the Value Attributes. Since this proposal was rated Potentially Acceptable, it was not evaluated further, and Value Attributes were not assessed.

Xenturis LLC
The Offeror’s proposal did not meet the minimum requirements of the solicitation. No specific aircraft was proposed; therefore, no evidence was provided for any of the Technical, Engine/APU, and Documentation Requirements. Xenturis LLC’s proposals received a Technically Acceptability rating of Unacceptable.
Value Attributes Only proposals rated Acceptable were evaluated against the Value Attributes. Since this proposal was rated Unacceptable, it was not evaluated further, and Value Attributes were not assessed.
Price The price submitted by Xenturis LLC was not evaluated as the proposal was not rated Technically Acceptable. Xenturis LLC’s total evaluated price was Not Evaluated.
JAG One LLC
All of the Offeror’s proposals clearly met the minimum requirements of the solicitation including technical, engine/APU, and documentation requirements. The aircraft are current with Part 135 Certification, with no noted concerns, and the engines are currently enrolled in the Rolls-Royce Engine Corporate Care (RRCC). The aircraft proposed received a Technically Acceptability rating as follows:
• 526 – Acceptable
• 682 – Acceptable

Aircraft Pre-Buy Inspection and Flight Test After initial proposal review, and prior to award of the contract, the Government conducted a pre-buy inspection and flight test of the aircraft. Since the aircraft of interest were proposed by multiple offerors, the Government contacted the Offeror with the lowest evaluated price. Pre-buy inspections were requested from Priority 1 Aviation for aircraft 570 and JAG One LLC for aircraft 526. On August 29th, JAG One LLC confirmed aircraft 526 was no longer available for purchase.
Priority 1 Aviation – 570: Maintenance inspection and records review were completed for aircraft 570 on September 5, 2025, with an evaluation flight occurring on September 8, 2025.
Aircraft 570 was found to be in overall good condition. Inspection results show only normal wear and tear consistent with the age and use of the aircraft. Paint and exterior finish are in good condition, with no significant defects noted. No major airworthiness issues were identified, and the aircraft presents as well maintained and ready for continued operations.
No other pre-buy inspections or flight tests were conducted.
SOURCE SELECTION DECISION
On September 12, 2025, the SET made its Source Selection Briefing to me in my capacity as the Source Selection Authority (SSA). Prior to the Briefing, I was provided with a full copy of the SET’s findings for all offerors. In addition to myself, the Briefing was attended by the SET Chairperson, SET Voting and Ex-Officio Members, and the Office of Procurement. During the meeting, the Chairperson and Contracting Officer briefed me on the overall evaluation process and shared their findings regarding Technical Acceptability, Value Attributes, and Price. During the Briefing, I provided the SET with my independent judgment relative to the findings and asked questions regarding the information presented. I confirmed with the SET that the process was consensus-based, and each member concurred with the findings contained in this document.
I reviewed the detailed findings of the SET and conclude the findings support the technical and value attribute ratings of each Offeror. This source selection statement results from my deliberation of the evaluation results, and I accept the evaluation team’s findings in their entirety.
Findings for each technically acceptable offer are as follows:
Priority 1 Aviation - 570: The offeror’s proposal for aircraft 570 was rated Acceptable as it clearly met the minimum requirements of the solicitation. Based on the additional features/components of the aircraft, the proposal for 570 received an overall Significant Value- Added rating for the Value Attribute Factor. The total evaluated price is the Lowest.
Priority 1 Aviation - 526: The offeror’s proposal for aircraft 526 was rated Acceptable as it clearly met the minimum requirements of the solicitation. Based on the additional features/components of the aircraft, the proposal for 526 received an overall Significant Value- Added rating for the Value Attribute Factor. The total evaluated price is the 4th Lowest.
Priority 1 Aviation - 598: The offeror’s proposal for aircraft 598 was rated Acceptable as it clearly met the minimum requirements of the solicitation. Based on the additional features/components of the aircraft, the proposal for 598 received an overall Value-Added rating for the Value Attribute Factor. The total evaluated price is Not Available.
Priority 1 Aviation - 530: The offeror’s proposal for aircraft 530 was rated Acceptable as it clearly met the minimum requirements of the solicitation. Based on the additional features/components of the aircraft, the proposal for 530 received an overall Value-Added rating for the Value Attribute Factor. The total evaluated price is the 2nd Highest.
Priority 1 Aviation - 545: The offeror’s proposal for aircraft 545 was rated Acceptable as it clearly met the minimum requirements of the solicitation. Based on the additional features/components of the aircraft, the proposal for 545 received an overall Value-Added rating for the Value Attribute Factor. The total evaluated price is Not Available.
Priority 1 Aviation - 522: The offeror’s proposal for aircraft 522 was rated Acceptable as it clearly met the minimum requirements of the solicitation. Based on the additional features/components of the aircraft, the proposal for 522 received an overall Value-Added rating for the Value Attribute Factor. The total evaluated price is Not Available.

I would like to offer particular thanks to the members supporting from Johnson Space Center, whose professionalism was exemplary and whose thoughtful and constructive feedback was reflected in the SSA Briefing. Some additional insights were provided immediately prior to the briefing and could not be fully incorporated at that time, however I want to emphasize those perspectives were nonetheless valuable and were considered as part of my overall decision. The diligence and collaboration of all involved strengthened the evaluation process and directly supported the integrity and credibility of this decision.
COMPARATIVE ASSESSMENT OF PROPOSALS
As the Source Selection Authority for this acquisition, I have determined the proposal submitted by Priority 1 Aviation for aircraft 570 provides the best overall value to satisfy the Government's requirement. This decision was made using my independent judgment and based upon the criteria established in the Addendum to FAR 52.212-2, Evaluation - Commercial Items, of the solicitation.
Based on the evaluation criteria of this limited trade-off, I compared the value attributes and price of the technically acceptable proposals. Since Priority 1 Aviation – 570 received an overall rating of Significant Value-Added for the Value Attribute Factor and had the lowest priced proposal for aircraft still available for purchase with a proposed price of $7,200,000.00, no value attribute price trade-off decision was required.
In summary, based on my assessment of the proposals as described herein, it is my decision that the proposal submitted by Priority 1 Aviation for aircraft 570, represent the best overall value to the Government.
