1.0 Background

NASA Armstrong Flight Research Center (AFRC) operates Gulfstream III aircraft serial number 424 commonly identified as NASA 808 (aircraft tail number N808NA). Completion of recent internal wing inspections has identified the presence of corrosion and the need to replace one wing splice fail-safe channel. This work cannot be accomplished by AFRC personnel due to lack of expertise and hardware required for the task.

2.0 Objectives

The objective of this statement of work is to replace the corroded wing splice fail-safe channel as directed by the Gulfstream safety directives.

3.0 Scope

The expectation of this task is that a FAA certified contractor complete the wing splice fail-safe channel hardware and other corrosion inspections as specified in the requirements of this document. No additional work is sought.

4.0 Requirements

It will be necessary for the contractor to meet the following requirements:

1) The contractor must be an FAA certified 14 CFR Part 145 FAA Repair Station

2) Replacement of the left forward wing splice fail-safe channel at BL location 135-156 in accordance with Gulfstream Airframe Service Change (ASC) 299A, Installation/Modification

1159SB31299-5 Kit 5 (Short repair).

3) Inspect and repair, if necessary, the 1159W20046-173 cover plate on both the left and right wing.

4) The contractor shall complete Gulfstream CMP tasks 572540 & 572541, the Wing Plank

Fastener/Radius Block Removal Corrosion Inspections.

5) The contractor shall complete Gulfstream CMP tasks 515254 & 515255, the Wing to Fuselage Attachment X-ray Corrosion Inspections.

6) For work performed at NASA AFRC facilities the following must be satisfied:

a. All contractor personnel working on AFRC aircraft must comply with the Fall Protection Plan for Gulfstream GIII aircraft at NASA AFRC

b. The contractor must provide a safety plan in compliance with NASA Procedural

Requirement 8715.3C (NASA General Safety Program Requirements) detailing all engine lifts, movements, and safety protocols applicable to all associated work tasks (see page 4 attachment “NPR Safety Plans” for content instruction)

c. All safety plan instructions must be approved by NASA AFRC Safety & Health personnel prior to execution

7) The contractor must allow NASA designated personnel including inspectors, aircraft maintenance personnel, and other technical experts to observe all work performed as a result of these requirements. NASA designated personnel may include employees of NASA and employees of NASA Armstrong support contractors. The contractor is required to provide NASA with at least

72-hour notice that work is scheduled to be performed to enable NASA to coordinate travel arrangements.

8) The contractor shall immediately notify the on-site NASA designated personnel should any unknown conditions be found requiring repair outside the original scope of this contract.

a. The on-site NASA designated personnel shall coordinate with the Contractor and relevant

NASA Armstrong offices to develop a disposition plan for the additional repair and to secure authorization for any additional required work.

b. Under no circumstances should the Contractor perform work outside the original scope of this contract without the express authorization of the NASA Contracting Officer.

9) After performing the required scheduled maintenance tasks the contractor shall restore the aircraft to a flyable state. This includes reinstallation, operational checks and leak checks of removed panels and aircraft systems, logbook entries, return to service authorizations, and any other required closeout tasks

5.0 Deliverables

The contractor must provide the following:

• The repaired aircraft N808NA with the left forward wing splice fail-safe channel replaced in accordance with ASC-299A

• All relevant documentation of the completed ASC-299A repair including records showing proof of FAA compliance and logbook entries

• All relevant documentation of the inspection and repair, if performed, of the 1159W20046-173 cover plate within the left and right wings.

• All relevant documentation of the completed CMP 572540, 572541, 515254, & 515255 tasks.

6.0 Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or

GFI)

NASA AFRC will provide Gulfstream III aircraft serial number 424 (N808NA).

7.0 Security

All data for this project shall be unclassified and not subject to ITAR or EAR restrictions, as verified by NASA Headquarters Security through the Department of Defense.

8.0 Travel

Contractor travel may be required for this task if the option to perform the work at NASA AFRC facilities is chosen.

Access to contractor facilities will be necessary for presence of NASA AFRC personnel (for example

Quality Assurance, Aircraft Mechanics, Operations Engineer).

Access to contractor facilities will also be necessary for other personnel contracted by NASA AFRC to perform non-destructive tests (NDT) associated with CMP tasks 572520 & 572525.

9.0 Special Material Requirements

The contractor will provide all materials and hardware are necessary for completion of Gulfstream ASC-

299A as specified in Section 4.0.

10.0 Other Unique Requirements

Separate cost and time estimates must be provided for each requirement task for completion at the contractor facility or NASA AFRC.

11.0 Place of Performance

This task shall be completed at either NASA AFRC Hangar 4801 or the contractor facility. The contractor must provide the following:

a) A cost and schedule estimate including start date for completing the required tasks at the contractor facility

b) A cost and schedule estimate including start date for completing the required tasks at NASA

AFRC hangar 4801 facility

12.0 Period of Performance
