About this file
This is a Limited Sources Justification document for a federal contract order under FAR Part 8.405-6, supporting a purchase of medical ventilation equipment for the Department of Veterans Affairs.
The Network Contracting Office 15 (NCO 15) in Leavenworth, Kansas is procuring Draeger V800 Ventilators with proportional pressure support, non-invasive ventilation, variable pressure support, smart pulmonary view, CO2 monitoring with sensor, trolley, gas cylinder holder, hinged circuit support arm, O2 and air high pressure hoses with DISS hand tight, waterbag pole, and humidifier holder-rail for the VISN 15 VA Medical Center at Harry S Truman Memorial Veteran's Hospital in Columbia, Missouri. The estimated contract value is $499,500.54, and the order will be placed against FSS Contract Number 36F79725D0031 with Sierra7, Inc. (a Service-Disabled Veteran-Owned Small Business), located in McLean, Virginia. The justification cites FAR 8.405-6(b)—items peculiar to one manufacturer—as the authority, specifically noting that the material must be compatible in all aspects with existing Philips Capsule MDIP platform systems currently installed at the facility. The Draeger V800 is the only critical care ventilator capable of interfacing with the current EMR without requiring additional costly Philips integration services and extended implementation timelines. Market research conducted across GSA Global Supply, GSA Advantage, elibrary, the Interagency Contract Directory, National Acquisition Center, High-Tech Medical Equipment database, and Supply Chain Master Catalog identified no alternative critical care ventilators that would satisfy the technical requirements or avoid significant integration costs and delays. A Sources Sought notice posted to SAM.gov and GSA eBuy identified four potential sources; however, after technical review, only Draeger met the requirements. The contracting officer and NCO 15 Division Chief have certified the justification as meeting requirements for other than full and open competition.

Philips team places our request into an extensive project queue, shared with numerous other implementations. Depending on Philips' current workload, it can take a considerable amount of time before our project reaches the top of that queue. As the current equipment is integrated into the EMR, acquiring the Draeger V800 ventilators would eliminate the need for the service fee and extended wait-time for new ventilator integration. Essentially, Draeger provides the only Critical Care Ventilator that will interface with the current EMR without additional Philips involvement.
{6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
a. Searched GSA Global Supply using keyword "Ventilators" - no relevant results identified.
b. Searched the lnteragency Contract Directory using keyword "Ventilators" - identified
SAC Contract
c. Searched the National Acquisition Center using keyword ''Ventilators" - identified 239 results, although not all appear to be capable of satisfying the requirement. Draeger FSS contract identified on NAC, but the equipment requested does not appear on this contract. However, FSS contract 36F79725D0031 with Sierra7 Inc. (an
SDVOSB) appears to contain the requested equipment.
d. Searched the High-Tech Medical Equipment database using keyword "Ventilators" - no relevant results identified.
e. Searched the Supply Chain Master Catalog using keyword ''Ventilators" - identified SAC contract (as identified on the lnteragency Contract Directory) and
. Both were determined to not satisfy the requirement either due to not being technically sufficient (not a critical care ventilator) or due to additional costs and prolonged timelines required to integrate into the facilities EMR. Additionally, FSS contracts with and Sierra7 Inc. and
36F79725D0031 respectively) were identified in addition to FSS contract with Draeger. 36F79725D0031 appears to contain the equipment requested.
f. Searched GSA elibrary using keywords "Ventilators" - no results identified.
g. Searched GSA Advantage using keyword "Ventilators" - no relevant results identified.
h. Posted a Sources Sought Notice and RFI to SAM.gov and GSA eBuy respectively. The RFI did not identify any potential/interested vendors; however the Sources Sought identified four potential sources; and

Draeger Inc. The product details were reviewed by the station and all but Draeger were deemed insufficient, either due to technical requirements (not critical care ventilators) or additional costs/prolonged timelines required to integrate the equipment.
Any other ventilator manufacturers would still need this type of interface, but as described above additional costs and potential delays in Philips projects would degrade current workflows and EMR documentation.
(7) Any Other Facts Supporting the Justification: N/A
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
The Government will continue to conduct Market Research to ascertain if there are changes in the marketplace that would enable future actions to be competed.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a
Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by
FAR Subpart 8.4.
